We would also wish to thank the Hon. Speaker of Kilifi County Assembly and honourable (Ms.) Barka, Albert Kiraga and (Ms.) Nashee for getting time off their busy schedule to join the department of health for working tirelessly to ensure that this trip took place successfully. This trip would not have been possible without the coordination of Hon. Barka with the coordination of Mr. Danielle Marino of Mari Labs in Rome and his family in Italy who worked

We also want to acknowledge our host Mr. William who took time with us to tour the historical places in Rome. Our gratitude also goes to the management of Mari Labs Clinics for the hospitality given to us during our visit to the three main clinics. We wish to commend the overall stewardship of the head of Kenyan delegation Hon. Speaker of Kilifi County Assembly assisted by CEC Hon. Sabaah Omar and the whole team support that made this trip successful. Last but not least, we also wish to acknowledge all those individuals who have made this trip successful and have not been mentioned by name. EXECUTIVE SUMMARY The overall mission of the County Government of Kilifi is to Sustainably improve living standards of the people of Kilifi County through provision of equitable quality services and conducive environment for development. This is to be achieved through multi-sectoral efforts. The department of Health hopes to contribute to this mission, through ensuring the provision of effective leadership and participate in the provision of quality health care services that are accessible, acceptable, sustainable and equitable to the population of Kilifi County and beyond. This is in anticipation of realizing our vision for a healthy and productive population in Kilifi County The Health status of the population in Kilifi cannot be described as optimal as is it is faced with various health problems, common among them include; HIV, Tuberculosis, pneumonia, diabetes, hypertension, malaria among the adult population. Among the children under 5 years, diarrhea, respiratory system diseases, pneumonia, skin diseases. Some of the health risk factors affecting the population include; poverty, poor hygiene and sanitation, alcohol consumption, negative cultural practices, low literacy levels among other risk factors. Kilifi County has some of the poorest social economic indicators in the country. With a poverty rate of 72 % and a relatively high literacy level, exposes a significant proportion of the population to various health risk factors. Hence efforts to improve the health status of the population must be backed by a broad based multi- sectoral approach to address the social determinants of health and disease within the county. Specific priority actions & interventions with clear targets have been spelt out in line with the six health sector strategic objectives. These objectives include; l2 1. Elimination of Communicable conditions, 2. Reversing burden of non-communicable diseases, 3. Reducing burden of violence and injuries,

Strengthening collaboration with health related sections. OBJECTIVES OF THE TRIP 1. Perform equipment functionality check and eventual extraordinary maintenance. 2. Provide technical documents in English including draft layout. 3. Provide technician for training on site once machine is installed. 4. Prepare detailed list of available equipment (specifying the age of the machinery and remaining lifespan) 5. Prepare Pro-forma invoice 6. Provide letter of donation to the department of health, Kilifi County Government. KILIFI COUNTY OBLIGATIONS 1. Prepare medical rooms for machinery (have infrastructure in place) according to technical documents and mapping provided.

(Ms.) Barka stood at her place and bowed to second) The Speaker (Hon. Kahindi): Now, this is a document that has been presented today and I am sure you have not had time to go through that and I will propose that the discussion for this report be done tomorrow so that Members can be able to go through it. STATEMENTS RESPONSE ON COUNTY BUDGET REVIEW AND OUTLOOK PAPER Hon. Mangi: Thank you Mr. Speaker, Sir. May I read the statement in reply to the question by Hon. Japhet N. Nzaro following the Order Paper of Wednesday, 8th October, Mr. Speaker, Sir, Pursuant to the Public Finance Management Act (PFMA) 2012 requires the County Executive Committee Member for Finance to prepare the County Budget Review and Outlook Paper. This paper shall be reviewed by the County Executive Committee and thereafter tabled to the County Assembly. The PFM Act section 118 (b) however states that, a County Treasury shall submit the paper to the County Executive Committee by the 30 th September of that year. Hence, I wish to guide that the date of 30 th September is submission to the County Executive Committee and not to the County Assembly and have attached the PFM Act section (b) for ease of reference. Thank you, Mr. Speaker. The Speaker (Hon. Kahindi): And the person who has been responded to is not in the House. However, Mr. Clerk, you need to lay the response to Hon. Japhet. Let s proceed. RESPONSE ON WHY THERE IS NO CHIEF OFFICER IN CHARGE OF ENERGY COMMITTEE Hon. Mwingo: Thank you, Mr. Speaker. Before I proceed, I want to take this opportunity to, first of all, give an apology to Hon. Barns Chokwe Kaunda because I had given him a week. However, due to unavoidable circumstances, it was not possible. Mr. Speaker, this is a reply from a statement by Hon. Jared Burns Chokwe Kaunda, the Chairperson of Energy Committee who had asked why we do not have the Chief Officer in charge of Energy.
6 November 11, 2014 COUNTY ASSEMBLY DEBATES 6 The appointment of Chief Officers is governed by Section 45 of the County Government Act 2012, which states; the governor shall; a) Appoint qualified and experienced officers competitively recommended by the County Public Service Board. b) Appoint qualified and experienced officers through the approval of the County Assembly. Section 63 (2) the County Public Service Board makes appointments; a) At the request of the relevant officer to which an appointment is made. b) At the request of the County Assembly. c) At own Motion on account of the best interest of the County. In this case, the Board received a request from the Governor to appoint a Chief Officer to the department of Physical Planning and Energy who is Mr. Kenneth Kazungu. Mr. Speaker, I would like to inform the Member that each and every County has its own way of forming ministries. So, in Kilifi County, the ministry of Energy was joined with the ministry of Physical Planning. So we have one Chief Officer who is Mr. Kenneth Kazungu. Thank you, Mr. Speaker. The Speaker (Hon. Kahindi): That is the response to Hon. Barns Chokwe Kaunda. I will give you an opportunity to respond and to say if you are satisfied, and you will confirm to the House that your fears have now been put to rest. If you care to respond, then go ahead. Hon. Kaunda: Thank you Mr. Speaker, Sir. Thank you for this opportunity. I think my answer to the statement that has been made is brief. Mr. Speaker, Sir, according to the information that I have regarding the Chief Officer who is there, Mr. Kenneth Kazungu, is that Mr. Kenneth Kazungu is a physical planning officer. That is what we were told. It is a bigger challenge to the Committee to perform because we do not have someone with an in-depth detail to the problems that we are facing. Thank you, Mr. Speaker. The Speaker (Hon. Kahindi): Your reservations are geared towards the competence of this person but not the procedure. That is what I am made to understand. Now, as an Assembly, we have the jurisdiction to decide whether a certain employee who was employed is not competent and we recommend he or she be removed. We do have the jurisdiction to look at the procedure under which that person was employed as well. Yes Hon. Dr. Chitibwi. Hon. (Dr.) Chitibwi: Thank you, Mr. Speaker. I want to request a clarification from the Leader of Majority to consider the outline here. His answer has not stated whether he was appointed competently, except by saying that they both received a report from the Governor on his appointment. I understand that was not the case. Was he appointed or was it a request from the Governor? That has not been stated in the response given. The Speaker (Hon. Kahindi): Do we have a copy of the statement that was requested, Mr. Clerk? Clerk-at-the Table: No, Mr. Speaker, Sir. The Speaker (Hon. Kahindi): You know a statement is a very important document which needs to be kept for reference purposes. Now, the Members are asking and we cannot even go back to refer to what was asked. The reason why I am asking for that statement is because the Members of the County Assembly are very busy and therefore they do not memorize each and everything that comes before the floor. It is important that if the Leader of Majority or whoever else is responding to that statement, then the question to that statement is attached so that this
7 November 11, 2014 COUNTY ASSEMBLY DEBATES 7 particular House can be able to know if it has been answered appropriately. How do we know what Mheshimiwa had requested? That is why I am asking. Is it about the procedure or is it about the competence? (Hon. Pascal stood on a point of information) The Speaker (Hon. Kahindi): Hon. Pascal, you have a point of information? Proceed. However next time, Mr. Clerk, we should have both the question and the answer attached together. I am sure some Members were not present when this statement was read and now they don t know what is happening. Hon. Pascal: Thank you, Mr. Speaker, for giving me this opportunity. If I may remind this House on what the question was; Hon. Chokwe asked why up to this moment the County Government of Kilifi has not hired an energy expert. So, he was asking why the Governor has not employed an energy expert. So the way the Leader of Majority has put it, he was trying to clarify that these two dockets were merged into one therefore we don t need someone in that capacity as the energy expert. Thank you Mr. Speaker, Sir. (Hon. Mramba raised his hand) The Speaker (Hon. Kahindi): No, no, Hon. Mramba, this was just a statement and not a Motion. Yes Hon. Mangi. Hon. Mangi: Mr. Speaker, Sir, maybe I can assist in this present situation. Hon. Chokwe thought in his view that since the department is physical planning and energy, the physical planning officers ought to be there as well as the chief officer in charge of energy. That was the clarification he sought. So far, there is nothing like competence arising. Now that the County Government only hired one chief officer who has two mandates, that is where Hon. Chokwe s dilemma is. Otherwise the issue of competence does not arise. Thank you. The Speaker (Hon. Kahindi): You know what the Assembly is trying to do is taking our own imaginations and building them up in Hon. Kaunda s mind and then we assume that we are doing the right thing. Let me just leave this one aside. Let s sit here again tomorrow with the right impression so that we can get direction because personally, I do not want to make a ruling on something I have no proper resolution. I think it is wise for us to be able to ascertain what the Leader of Majority has said. We need to have the question which I know is on record. Are you happy with that Hon. Barns Chokwe Kaunda? Hon. Kaunda: Yes. The Speaker (Hon. Kahindi): Yeah. What I am seeing is that honourable Members are trying to put facts in your mind. That this is what Hon. Kaunda meant and he has already spoken, so we cannot be able to speak for the rest of the day. Let s be fair to one another that tomorrow in the afternoon, we will have a debate on the report when this statement has an attachment. Then, Members will be in a position to tackle this issue and if Hon. Barns Chokwe Kaunda is not satisfied, then the Leader of Majority will have to summon the person. If he is satisfied, then that s it. Hon. (Ms.) Chiku, you wanted to say something different or you wanted to say what Hon. Kaunda wanted to say? Yes, let s hear you for one minute.
8 November 11, 2014 COUNTY ASSEMBLY DEBATES 8 Hon. (Ms.) Chiku: Thank you, Mr. Speaker, for giving me this opportunity to shed some light on what we have been deliberating on. The issue of merging the two ministries is not an issue because Tourism is merged with Planning and Trade and Cooperatives in one docket, and we have different chief officers. Also, we want to inform this House that the Minister for Tourism in Kilifi County today is a single unit. So it is very normal. The Speaker (Hon. Kahindi): I even remember when the honourable Governor was the Ministry of Tourism, he tackled some other issues. So let s have the facts on the table so that we can have good deliberations. Otherwise, I don t want us to discuss issues that we don t have any facts on. Yes, honourable Member for Kakuyuni and former Deputy Mayor. Hon. Mramba: Thank you, Mr. Speaker. In respect to this Statement, I would also advise that if we have a Chief Officer and he is managing two departments of Physical Planning and Energy, then we should have two directors. So, one would be in charge of Energy, and the other one of the Planning sector. The Speaker (Hon. Kahindi): Those are recommendations you should make after the Statements.
