Shrikhande Jan & April 2009 TH THE 29 ISET ANNUAL LECTURE The 29 ISET Annual Lecture was delivered on Estimation of Earquake Ground Motion in e Valley of Mexico and in Delhi, Two Mega Cities by Prof. S.K. Singh, Instituto de Geofisica, Universidad Nacional Autonoma de Mexico, Mexico City, Mexico on Friday, March 06, 2009 in e Conference Room, Dept. of Earquake Engineering, IIT Roorkee. Prof. D.K. Paul, President, ISET presided over e function. Prof. H.R. Wason, Vice-President, ISET introduced e eminent speaker. The faculty members, engineers, scientists attended e lecture. The abstract is given below: Mexico City and Delhi are subject to strong shaking from large/great plate-boundary, rust earquakes located at distances exceeding ~300 km, and moderate/large local and regional earquakes. Historically, e plate-boundary earquakes have caused severe damage and loss of lives in e Valley of Mexico, e last being e Michoacan earquake of 1985 (Mw8.0). Since 1985, our capacity of estimating ground motion in e Valley of Mexico from future earquakes has greatly improved. The new building code reflects advances in our knowledge of source characteristics, attenuation relations, and local site effects. A seismic alert system has been in operation since The system, in spite of its many limitations, provides ~60s of alert time to e city before e arrival of large-amplitude seismic waves from some earquakes. Based on recording at a single strong-motion station in e city and known transfer functions of hundreds of sites, shake maps are computed and distributed wiin ~5 minutes of e arrival of S waves. These advances are mainly due to increased seismic instrumentation (especially accelerographs) in e city and elsewhere in e country. Seismic instrumentation in Delhi has been relatively sparse. As a consequence, e knowledge of local and regional seismicity remains poor, and e estimation of ground motion is subject to large uncertainty. The new accelerographic network of Delhi (~18 stations), funded by DST and installed and operated by IITR, may go a long way in correcting ese deficiencies. In is lecture, e status of ground-motion estimation in Mexico City and Delhi is briefly summarized. We especially emphasize ose developments in Mexico City at may be useful for Delhi. Dr. B.K. 3 NEWS ITEMS FROM CENTRE OF DISASTER MITIGATION AND MANAGEMENT Professor D.K. Paul, Head, Centre of Disaster Mitigation and Management, IIT Roorkee welcomed e participants of e short term course on Earquake Risk Mitigation which was held from March 30 to April 4, 2009 at e Continuing Education Centre jointly organized by Centre of Excellence in Disaster Mitigation and Management, and SAARC Disaster Management Centre, New Delhi. The training course was greatly appreciated by all e participants from seven SAARC counties, i.e, Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri-Lanka. The course was very much appreciated as Sou Asia is highly vulnerable to earquakes due to presence of active seismic source regions of world. Out of eight SAARC countries, six are located in is active belt. Many of e important and densely populated cities of ese countries including e capital cities of Kabul, Dhaka, Thimphu, Delhi, Kamandu and Islamabad are located in moderate to severe seismic hazard zones. The course was inaugurated by Padmashree Dr. A.S. Arya, National Seismic Advisor and Professor S.C. Saxena presided over e Inaugural Function. Twenty nine participants ( Afganisan- 3, Bangladesh -3, Bhutan -6, India -8, Nepal 4, Pakistan 2, Sri-Lanka 3) SAARC countries including India attended e course. Professor S.C. Saxena expressed at all e SAARC member countries have similar geopolitical problems and Disaster Risk Mitigation is a common major concern for all of us. We have been hit by different disasters of different magnitude and our people have suffered heavily on is account. We are not only SAARC member countries but also neighbour countries. As disaster does not recognize international boundaries, same hazard may lead to disaster on eier side of e border as was e case of Muzaffrabad earquake.. He expressed his happiness at most SAARC countries have recognized is and took initiative in capacity building in e region to safeguard against hazards. Professor Saxena, Director, IIT Roorkee also gave away e Certificates to e participants from ese countries on April 4, 2009 during e Valedictory function. Dr. P.K. Champati Ray, Head and Dr. D.D. Joshi from SAARC Disaster Management Centre, New Delhi attended bo e Inaugural and e Valedictory functions. Prof. A.K. Khan from Bangladesh currently on deputation at e SAARC Disaster Management Centre also attended e Inaugural and Valedictory functions. Professor Ashwani Kumar, Head, Department of Earquake Engineering, IIT Roorkee was also present. Professor D.K. Paul drew attention to e fact at disasters are mostly related to damage of houses against different level of e hazard. Most of our construction practices are very similar and our disaster concerns should also be similar. Collective effort will certainly help us reducing e impact of disasters. 3

4 Prof. Shamsher Prakash, ISET Honorary Fellow received Distinguished Alumnus Award Dr. Shamsher Prakash received e Distinguished Alumnus Award from e Indian Institute of Technology, Roorkee, in December He has been cited for his internationally and nationally recognized work in e area of soil dynamics, including pioneering work on liquefaction of fine-grained soils, seismic design of piles, and seismic analysis of rigid retaining walls. He revolutionized e use of geotechnical engineering case histories in professional practice and education, and chaired 6-international conferences on case histories in geotechnical engineering He has also auored e first comprehensive text on soil dynamics in In 2003, he was awarded Honorary Doctorate by e Technical University of Civil Engineering, Bucharest, Romania. In 2004, Dr Prakash was recognized as Distinguished Alumnus by e Department of Civil Engineering, University of Illinois, Urbana, IL. He has served on many committees of ASCE and oer professional organizations. He was awarded Life Membership of ASCE for his contributions to ASCE. The E.C. in its 160 meeting held on March 06, 2009 has recommended Prof. Harsh K. Gupta for award of Honorary Fellowship of e Society. The General Body unanimously confirmed e Honorary Fellowship on Prof. Harsh K. Gupta. 2. Suggestions were made by some members to give attention /explore e following items: a. Update of ISET website; delivery of Newsletters b. Organization of various activities which are useful for masses, for example Masons Training Program, etc. c. Some members raised e issue of low interest rate (about 6.5%) earned on ISET fixed deposits in IOB. The ISET office is well aware about it. This was e case only wi few old FDs which were made before 2 years and are now getting matured. The same has been re-invested in IOB/PNB wi a higher interest rate ranging (8.5% to 9.5%). It was suggested at ISET Office should consider premature closing of FDs and reinvesting in FDs at higher rates, whenever possible and beneficial. d. The members voiced eir concern for delay in publication of ISET journal (which is running about one year behind e schedule). It was also pointed out at e delay is not on e part of peer review as e papers which were accepted about one year back are still in e process of printing. The Secretary and The Co-Editor informed e members about e process currently followed in publication. Thus e concern was well received and ISET office assured to reduce is time lag. Few of e members also suggested for online publication of papers before actual print comes out. It was informed at presently ISET do not have is facility but e same can be explored. e. The members suggested at e Local Chapters should be encouraged for various activities. Bhatia, General Manager (Retd.), Bharat Heavy Electricals Ltd., New Delhi on 'Foundations for Industrial Machines and Earquake Effects'. 5.
