1 TRANSPORT DEPARTMENT NOTICE SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR THE CHRISTMAS 2012 AND NEW YEAR 2013 HOLIDAYS Notice is hereby given that the following special traffic and transport arrangements will be implemented on Hong Kong Island, Kowloon and the New Territories in connection with the Christmas 2012 and New Year 2013 Holidays: I. SPECIAL TRAFFIC ARRANGEMENTS HONG KONG ISLAND Special Traffic Arrangements on 24, 25 and 26 December 2012 (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS (1) Central District (a) Lan Kwai Fong Phase I The following road sections will be closed to all vehicular traffic from 6.00 pm on 24 December 2012 (i) D Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; and (v) Wellington Street between Wyndham Street and D Aguilar Street. Phase II The following road sections will be closed to all vehicular traffic in addition to Phase I from 8.00 pm on 24 December (i) On Lan Street; (ii) D Aguilar Street between Queen s Road Central and Wellington Street; (iii) Wyndham Street between Glenealy and Queen s Road Central; (iv) Stanley Street between D Aguilar Street and Pottinger Street; and (v) Wellington Street between D Aguilar Street and Pottinger Street. (b) Chater Road Pedestrian Precinct The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 8.00 pm on 24 December 2012 to pm on 26 December 2012: (i) Chater Road between Pedder Street and Jackson Road; and 1

2 (ii) Ice House Street between Des Voeux Road Central and Connaught Road Central. (c) St. Joseph s Church To facilitate the dispersal of worshippers from St. Joseph s Church upon conclusion of the Christmas Eve Mass, the rightmost lane of Garden Road between Kennedy Road and Lady May Path will be closed to all vehicular traffic for designation as pedestrian precinct, depending on the mass conclusion time and the crowd condition. (2) Causeway Bay (a) In the vicinity of Victoria Park (The 47 th Hong Kong Brands and Products Expo) Pedestrian Precinct The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 4.00 pm to midnight on 24 December 2012, and from noon to midnight on 25 and 26 December 2012: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street. Depending on the crowd situation, the following road sections will be closed to vehicular traffic daily from 6.00 pm onwards on 24, 25 and 26 December 2012: (i) Gloucester Road service road northbound between Kingston Street and the U- turn slip road of Gloucester Road service road southbound; (ii) Sugar Street; (iii) Gloucester Road southbound between the ramp leading from Victoria Park Road flyover and Causeway Road; (iv) Gloucester Road northbound between Causeway Road and Kingston Street (except for vehicles on Tai Hang Road flyover heading for Gloucester Road northbound); (v) Great George Street; (vi) Paterson Street between Kingston Street and Great George Street; and (vii) Kingston Street westbound between Gloucester Road northbound and Paterson Street. The following road sections will be closed to all vehicular traffic in short notice in addition to (i) to (vii) above depending on actual situation: (i) Paterson Street between Gloucester Road westbound and Kingston Street; (ii) Kingston Street; and (iii) Cleveland Street. During the period of above road closures, the following traffic diversions will be implemented: 2

3 (i) Vehicles on Victoria Park Road flyover southbound will be diverted to Gloucester Road service road westbound; (ii) Vehicles on Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (iii) Vehicles on Paterson Street southbound will be diverted to Kingston Street eastbound; and (iv) Vehicles on Cleveland Street southbound will be diverted to Kingston Street eastbound. (B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF VEHICLE ACCESS (1) Central District The on-street parking spaces, including the motorcycle parking spaces and metered parking spaces on the following road sections will be suspended from 5.00 pm on 24 December 2012 to 6.00 am on 25 December 2012: (i) Stanley Street near D Aguilar Street; (ii) On Lan Street; and (iii) Wyndham Street between Arbuthnot Road and D Aguilar Street. (2) Causeway Bay (a) Hing Fat Street Public Car Park The parking spaces at Hing Fat Street Public Car Park are suspended from 8.00 am to pm daily between 12 December 2012 and 8 January 2013 (except the disabled parking spaces, part of motorcycle parking spaces and a total of 10 numbers of parking spaces will remain open for public use) for the use of Police vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong Brands and Products Expo. (b) Public Car Parks at Great George Street and Park Lane Hotel Vehicles will be prohibited from accessing to and exiting from the public car parks within the closed roads at Great George Street (the In Square and Hang Lung Centre) and the Park Lane Hotel until crowd dispersal and the closed roads are re-opened. Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing. Special Traffic Arrangements on 31 December 2012 (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS (1) Central District 3

4 (a) Central Ferry Pier Area Depending on the crowd condition, the following road closure and traffic diversion may be implemented around 6.00 pm on 31 December 2012 onwards in phases or simultaneously if necessary: Phase I Road Closure (i) The leftmost lane outside Central Pier No. 4-7, Man Kwong Street eastbound. Phase II Road Closure (i) Man Po Street; (ii) Man Yiu Street between Man Kwong Street and Man Cheung Street; (iii) Man Kwong Street eastbound; and (iv) Man Kwong Street east of Man Yiu Street. Traffic Diversion (i) Traffic along Connaught Road West flyover heading for Man Po Street will be prohibited; (ii) Traffic along Man Yiu Street northbound heading for Man Kwong Street will be prohibited and must turn left onto Man Cheung Street; (iii) Traffic along Man Cheung Street westbound heading for Man Yiu Street northbound will be prohibited and must turn right onto Man Yiu Street southbound; and (iv) Traffic along Man Kwong Street eastbound heading for Man Yiu Street will be prohibited and must make a U turn onto Man Kwong Street westbound. Phase III Road Closure (i) Man Kwong Street; (ii) Man Chiu Street; (iii) Man Fai Street; (iv) Man Yiu Street between Man Kwong Street and Man Cheung Street; (v) Rumsey Street flyover extension leading to Man Po Street and Man Kwong Street; and (vi) Finance Street. Traffic Diversion (i) Traffic along Connaught Road West flyover heading for Man Po Street and Man Kwong Street will be diverted to Connaught Road Central eastbound; (ii) Traffic along Man Yiu Street northbound heading for Man Kwong Street will be prohibited and must turn left onto Man Cheung Street; (iii)traffic along Man Cheung Street eastbound heading for Man Yiu Street northbound will be prohibited and must turn right onto Man Yiu Street southbound; (iv) Traffic along Connaught Road Central eastbound heading for Man Kwong Street will be prohibited; and 4

5 (v) Traffic along Chung Kong Road eastbound heading for Man Kwong Street or Man Fai Street will be prohibited and must proceed to Connaught Road Central eastbound. (b) Lan Kwai Fong Phase I The following road sections will be closed to all vehicular traffic from 6.00 pm on 31 December (i) D Aguilar Street between Wellington Street and Wyndham Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; and (v) Wellington Street between Wyndham Street and D Aguilar Street. Phase II The following road sections will be closed to all vehicular traffic in addition to Phase I from 8.00 pm on 31 December (i) On Lan Street; (ii) D Aguilar Street between Queen s Road Central and Wellington Street; (iii) Wyndham Street between Glenealy and Queen s Road Central; (iv) Stanley Street between D Aguilar Street and Pottinger Street; and (v) Wellington Street between D Aguilar Street and Pottinger Street. (c) Chater Road Pedestrian Precinct The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 8.00 pm on 31 December 2012 to pm on 1 January 2013: (i) Chater Road between Pedder Street and Jackson Road; and (ii) Ice House Street between Des Voeux Road Central and Connaught Road Central. (2) Wan Chai, Causeway Bay and Tin Hau (a) Wan Chai North - Pyrotechnic Display for New Year 2013 Phase I The following road sections will be closed to all vehicular traffic from 9.00 pm on 31 December 2012 : Road Closure (i) Expo Drive ; (ii) Expo Drive Central; and 5

6 (iii) Expo Drive East Phase II The following road section will be closed to all vehicular traffic in addition to Phase I from pm on 31 December 2012 (i) The section of Convention Avenue between Fenwick Pier Street and Fleming Road. (b) Apple Countdown at Times Square and the New Year s Eve Countdown at World Trade Centre The following road closures and special traffic arrangements will be implemented in phases from 5.00 pm onwards on 31 December 2012: The following road sections will be closed to all vehicular traffic in phases: From 5.00 pm onwards (i) Russell Street between Percival Street and Canal Road East; and (ii) Matheson Street between Sharp Street East and Russell Street. From 6.00 pm onwards (i) The section of Percival Street between Hennessy Road and Leighton Road; (ii) Sharp Street East; (iii) Matheson Street; (iv) The section of Canal Road East between Hennessy Road and Sharp Street East; (v) Tang Lung Street; (vi) Yiu Wa Street; (vii) Yun Ping Road between Lan Fong Road and Kai Chiu Road; (viii) Kai Chiu Road; (ix) Pak Sha Road; (x) Foo Ming Street; and (xi) Jardine's Bazaar. From 7.00 pm onwards (i) the slow lane of Hennessy Road westbound between Jardine's Bazaar and Canal Road East; (ii) the slow lane of Hennessy Road eastbound between Percival Street and about 50 metres east of Canal Road East; and (iii) the western kerbside lane of Percival Street between Hennessy Road and Lockhart Road. From 8.00 pm onwards (i) Percival Street between Hennessy Road and Gloucester Road; (ii) Canal Road East between Gloucester Road and Lockhart Road; (iii) Lockhart Road between Canal Road West and Cannon Street; (iv) Jaffe Road east of Canal Road West; and (v) Cannon Street. 6

7 From pm onwards (i) Canal Road West between Sharp Street West and Hennessy Road; (ii) Sharp Street West between Morrison Hill Road and Canal Road West; (iii) Lee Garden Road between Hennessy Road and Lan Fong Road; (iv) Cheung Woo Lane; (v) Wan Chai Road between Morrison Hill Road and Canal Road West; and (vi) Bowrington Road. The following traffic diversions will be implemented from 8.00 pm onwards: (i) Vehicles on Gloucester Road westbound will be prohibited from turning left onto Canal Road East southbound; and (ii) Vehicles on Canal Road West northbound will be prohibited from making an U-turning onto Canal Road East. During the implementation of the special traffic arrangements at Times Square, tram service will continue to be maintained on Hennessy Road unless it is necessary to close Hennessy Road during the crowd dispersal after midnight. Depending on the crowd condition, Hennessy Road may be closed for all vehicular traffic, the following traffic diversions will be implemented: (i) Vehicles on Hennessy Road eastbound will be diverted to Fleming Road or Marsh Road northbound; (ii) Vehicles on Tin Lok Lane northbound will be diverted to Hennessy Road westbound; (iii) Vehicles on Causeway Road westbound will be diverted to Leighton Road westbound; (iv) Vehicles on Leighton Road westbound will be prohibited from making right turn onto Pennington Street; and (v) Vehicles on Pennington Street will be diverted to Yee Wo Street eastbound. (c) In the vicinity of Victoria Park (The 47 th Hong Kong Brands and Products Expo) Pedestrian Precinct The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 4.00 pm on 31 December 2012: (i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street. Road Closures Depending on the crowd conditions, the following road sections will be closed to vehicular traffic from about 6.00 pm onwards on 31 December 2012 in phases. 7

8 From 6.00 pm onwards (i) Sugar Street; (ii) Paterson Street between Kingston Street and Great George Street; (iii) Gloucester Road southbound between the ramp leading from Victoria Park Road flyover and Causeway Road; (iv) Gloucester Road northbound south of Kingston Street; (v) Great George Street between Paterson Street and Gloucester Road; and (vi) Kingston Street westbound between Paterson Street and Gloucester Road. From 8.00 pm onwards (i) Kingston Street; (ii) Paterson Street between Kingston Street and Gloucester Road; and (iii) Cleveland Street. The following road sections will be closed to all vehiclular traffic in short notice after 8.00 pm onwards in addition to the above road closure: (i) One lane of Gloucester Road service road westbound between Victoria Park flyover and Cannon Street; (ii) Tai Hang flyover northbound; (iii) Hing Fat Street between Causeway Road and Lau Sin Street; (iv) Electric Road between Yacht Street and Lau Sin Street (except for franchised buses and residents of Park Tower); and (v) Tsing Fung Street (except for franchised buses). Traffic Diversions From 6.00 pm onwards (i) Vehicles on Victoria Park Road flyover will be diverted to Gloucester Road service road westbound. From 8.00 pm onwards (i) Lau Li Street may be re-routed from one-way eastbound to one-way westbound traffic when Electric Road between Yacht Street and Lau Sin Street was closed to all vehiclular traffic (except for franchised buses and residents of Park Tower). (d) Jardine Midnight Gun The lay-by on Victoria Park Road outside Causeway Bay Typhoon Shelter will be suspended from 9.00 pm on 31 December 2012 until road closure is lifted. (B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF VEHICLE ACCESS (1) Central (a) Lan Kwai Fong 8

9 From 5.00 pm on 31 December 2012 to 6.00 am on 1 January 2013, the on-street parking spaces on the following road sections will be suspended: (i) Wyndham Street between Arbuthnot Road and D Aguilar Street; (ii) Stanley Street near D Aguilar Street; and (iii) On Lan Street. (b) Cotton Tree Drvie slip road From 5.00 pm on 31 December 2012 to 2.00 am on 1 January 2013, the on-street parking spaces, disabled parking spaces and motorcycle parking spaces on the Cotton Tree Drive slip road (near Lower Peak Tram Terminus) will be suspended. (2) Causeway Bay (a) Times Square and its vicinity From 4.00 pm on 31 December 2012 to 2.00 am on 1 January 2013, the on-street parking spaces on the following road sections will be suspended: (i) All metered parking spaces on Lockhart Road east of Marsh Road; (ii) All metered parking spaces on Jaffe Road east of Marsh Road; (iii) All metered parking spaces on Expo Drive and Expo Drive East; (iv) All metered parking spaces on Lung King Street; (v) The carpark at Times Square; (vi) The carpark at Leighton Centre; and (vii) The carpark at Yiu Wa Street. (b) Tung Lo Wan Road From 5.00 pm on 31 December 2012 to 4.00 am on 1 January 2013, all on- street metered parking spaces on Tung Lo Wan Road between King s Road and Wun Sha Street will be suspended. (c) Hing Fat Street Public Carpark The parking spaces at Hing Fat Street Public Car Park will be temporarily suspended from 8.00 am to pm daily between 12 December 2012 and 8 January 2013 (except the disabled parking space, part of motorcycle parking spaces and 10 numbers of parking spaces near the exit of the carpark will remain open for public use) and from 3.00 pm on 31 December 2012 to 2.00 am on 1 January 2013 (except the disabled parking space and motorcycle parking spaces) for the use of Police vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong Brands and Products Expo. (d) Carparks at Great George Street and Park Lane Hotel 9

10 From 6.00 pm on 31 December 2012 to 4.00 am on 1 January 2013 during the period of the above road closures, vehicles will be restricted from entering or leaving the carparks on Great George Street (the In Square and Hang Lung Centre) and Park Lane Hotel until reopening of the concerned roads. Affected hotels may make use of the bus stop outside Sino Plaza on Gloucester Road to pick up and set off guests through the Airport Express Shuttle Bus. Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing. (C) Prohibition to Learner Drivers All learner drivers will be prohibited from driving into the following road sections from 6.00 pm to pm on 31 December 2012: (i) Leighton Road eastbound; (ii) Tin Lok Lane; (iii) Tung Lo Wan Road; (iv) Hing Fat Street; (v) Electric Road between Wing Hing Street and Yacht Street; (vi) Morrison Hill Road northbound; (vii) Hennessy Road east of Marsh Road; (viii) Tin Hau Temple Road between Fortress Hill Road and Causeway Road; and (ix) Causeway Road. KOWLOON Special Traffic Arrangements on 24 and 25 December 2012 (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS (1) Tsim Sha Tsui and Hung Hom The following road closures and traffic diversions will be implemented on 24 December 2012 from the times specified below until it is safe to re-open the roads to normal vehicular traffic. Phase I: From 6.00 pm on 24 December 2012 (a) Road Closures (i) Hung Hom Bypass between Salisbury Road and Hung Hom Road; (ii) Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass; (iii) Salisbury Road elevated road westbound (near International Mail Centre); (iv) Salisbury Road westbound between Hong Chong Road and Kowloon Park Drive; (v) Salisbury Road eastbound between Kowloon Park Drive and Science Museum Road; (vi) U-turn slip road outside Nikko Hotel leading from Salisbury Road eastbound onto Salisbury Road westbound; 10

11 (vii) Salisbury Road between Canton Road and Kowloon Park Drive (except franchised buses and green minibuses); (viii) Mody Lane; (ix) Hong Wan Path; (x) Canton Road between Kowloon Park Drive and Salisbury Road; (xi) Kowloon Park Drive southbound (except franchised buses and green minibuses); (xii) Ashley Road; (xiii) Hankow Road; (xiv) Lock Road; (xv) Nathan Road northbound between Bowring Street and Salisbury Road; (xvi) Nathan Road southbound between Granville Road and Salisbury Road; (xvii) Carnarvon Road between Nathan Road and Granville Road; (xviii) Bristol Avenue; (xix) Hanoi Road; (xx) Hart Avenue; (xxi) Minden Row; (xxii) Blenheim Avenue; (xxiii) Middle Road; (xxiv) Chatham Road South northbound between Granville Road and Salisbury Road; (xxv) Chatham Road South southbound between Mody Road and Salisbury Road; (xxvi) Science Museum Path; (xxvii) Granville Road between Chatham Road South and Science Museum Road (except franchised buses and green minibuses); (xxviii) Granville Square; (xxix) Hau Fook Street; (xxx) Cameron Lane; (xxxi) Cameron Road; (xxxii) Prat Avenue; (xxxiii) Humphreys Avenue; (xxxiv) Mody Road between Chatham Road South and Nathan Road; (xxxv) Mody Road westbound between Chatham Road South and Science Museum Road; (xxxvi) Minden Avenue; (xxxvii) Peking Road; (xxxviii) Ichang Street; (xxxix) Haiphong Road; and (xl) Tsim Sha Tsui East (Mody Road) Bus Terminus. (b) Traffic Diversions (i) Vehicles on Mody Road eastbound will be prohibited from turning onto Mody Lane; (ii) Vehicles from Hung Hom Road southbound will be diverted to the roundabout at Cheong Tung Road South; (iii) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto Hung Hom Bypass southbound; (iv) Vehicles on Princess Margaret Road Link southbound will be diverted onto Metropolis Drive westbound; (v) Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound; 11

12 (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) Granville Road between Chatham Road South and Science Museum Road will be re-routed to one-way eastbound and restricted for the use of franchised buses and green minibuses; Vehicles on Canton Road southbound will be diverted to make a U-turn onto Canton Road northbound outside China Hong Kong City; Vehicles on Kowloon Park Drive northbound will be prohibited from turning left onto Canton Road southbound; Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound; Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound; Vehicles on Chatham Road South southbound will be diverted onto Mody Road eastbound; Vehicles on Science Museum Road will be prohibited from turning onto Mody Road westbound; and Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path. Phase II: From 6.30 pm on 24 December 2012 Road and Bus Terminus Closures (i) Kowloon Park Drive; (ii) Salisbury Road between Canton Road and Kowloon Park Drive; and (iii) Star Ferry Bus Terminus. Phase III: Additional Road Closures on 24 December 2012 (Depends on crowd situation) Depending on the crowd situation, the following additional road closures and traffic diversions will be implemented by the Police:- (a) Additional Road Closures (i) Nathan Road northbound between Jordan Road and Bowring Street; (ii) Nathan Road southbound between Jordan Road and Granville Road; (iii) Pine Hill Tree Road; (iv) Carnarvon Road between Kimberley Road and Granville Road; (v) Shun Yee Street; (vi) Granville Circuit; (vii) Chatham Road South northbound between Observatory Road and Granville Road; (viii) Bowring Street between Pilkem Street and Nathan Road; (ix) Tak Shing Street between Nathan Road and Tak Hing Street; (x) Hillwood Road; (xi) Kimberley Road between Nathan Road and Observatory Road; (xii) Kimberley Street; (xiii) Granville Road between Nathan Road and Chatham Road South; (xiv) Chatham Road South southbound between Cheong Wan Road and Mody Road (except franchised buses and green minibuses); (xv) Mody Road eastbound between Chatham Road South and Science Museum Road; and (xvi) Mody Square. 12

13 (b) Additional Traffic Diversions (i) Vehicles on Nathan Road southbound will be diverted to Jordan Road westbound; (ii) Vehicles on Observatory Road will be prohibited from turning onto Kimberley Street; (iii) Vehicles on Jordan Road westbound will be prohibited from turning left onto Nathan Road southbound; (iv) Vehicles on Pilkem Street northbound will be prohibited from turning right onto Bowring Street eastbound; (v) Vehicles on Bowring Street eastbound will be diverted to Pilkem Street northbound; (vi) Vehicles on Austin Road westbound and Cox s Road southbound will be prohibited from turning onto Pine Tree Hill Road; (vii) Vehicles on Cheong Wan Road westbound will be prohibited from turning left onto Chatham Road South southbound; and (viii) Vehicles on Chatham Road South southbound will be diverted to Austin Road westbound or Cheong Wan Road eastbound. Special Traffic Arrangements on 31 December 2012 The following road closures and traffic diversions will be implemented on 31 December 2012 from the times specified below until it is safe to re-open the roads to normal vehicular traffic. (b) Restriction of Vehicle Access During the period of above road closure, vehicles entering or leaving the hotels and carparks within the affected are will be restricted until reopening of the concerned roads. Vehicles bearing a hotel logo will be permitted to set down passengers at the following locations only: (i) (ii) Chatham Road South at the junction with Mody Road (before the implementation of arrangements in Phase III on 24 December 2012 and Phase IV on 31 December 2012); and Kowloon Park Drive at the junction with Peking Road (before the implementation of arrangements in Phase II on 24 December 2012 and 31 December 2012). (2) Tai Kok Tsui New Year s Eve Count Down in Olympian City Two The taxi and GMB stands on Cherry Street outside Olympian City Two will be suspended from 8.00 pm on 31 December 2012 to am on 1 January 2013 or until it is safe to re-open the roads to traffic by the Police. During the suspension period, GMB Route nos. 12S and 43M will use the lay-by on Cherry Street outside Olympian City Two as a GMB drop off and pick up point. NEW TERRITORIES Special Traffic Arrangements on 31 December 2012 The section of Yuen Wo Road southbound between Sha Tin Rural Committee Road and Tam Kon Po Street in Sha Tin may be temporarily closed from pm on 31 December 2012 to am on 1 January 2013 when necessary.
