2 Background One of the ten major infrastructure projects in Policy Address Government invited MTRCL to continue with SCL planning and design in March 2008 Design, site investigation works and public consultation of the SCL commenced in mid 2008 and are in progress The railway project was gazetted under the Railways Ordinance on 26 November 2010 Funding for SCL Protection Works and Advance Works is being sought from Legislative Council Page 2

6 East West Corridor Lok Ma Chau Lo Wu New Territories SCL (Tai Wai to Hung Hom Section) connects Ma On Shan Line to West Rail Line via East Kowloon Wu Kai Sha Increase the carrying capacity of the railway system from NT East to Kowloon through a new corridor Divert approx. 20% of the NT East southbound passengers, relieving the current overcrowded conditions of East Rail Line between Tai Wai and Kowloon Tong Tai Wai Kowloon Tong Divert 20% southbound passengers Diamond Hill Kowloon Yau Tong Tsim Sha Tsui East TST Hung Hom Ho Man Tin Admiralty Quarry Bay HK Island Page 6
