1 St Peters Development Frequently Asked Questions 1. BACKGROUND What s the background to the project? This project is Partick Housing Association s latest affordable housing development. The school closed in 2013 and we bought it from Glasgow City Council in March Since then we ve been finalising our plans. The school was made up of two buildings, the original school on Dowanhill Street and the south block on Chancellor Street. The original school isn t capable of being converted into flats, so this building will be demolished and 39 new flats built on the site. The south block will be converted into 21 flats. We got planning permission in December The plans and a report on the consultation that we carried out can been seen here: A model and plans for the development can also been viewed in our office by appointment with our Project Manager, Christina Park, on When will the works be starting on site? 2. PROJECT WORKS The contractor will start on site in October How long will the demolition of the original school building take? The demolition should be completed by January How long will the construction works take? The construction work should be fully complete by the summer of Who is the contractor? The contractor is Central Building Contractors (Glasgow) Ltd. who are a reputable and experienced construction company. They have been appointed following a competitive tendering process, carried out in line with public contracts procurement regulations.
2 In what order will the works be carried out? Firstly scaffolding will be erected around the buildings and then the original school building will be demolished. Foundations for the new building will be installed and the steel frame for the new building erected. Following this, the roof and brickwork will be built, and windows and doors installed. When the new building is wind and watertight the internal fit-out works will start. The conversion of the south block, including the demolition of its rear stair well, will be carried out at the same time as the new build works on the other part of the site. What are the working hours? Working hours for building sites are set by Glasgow City Council in line with the Control of Pollution Act 1974 and are: Monday to Friday: 8.00am to 7.00pm Saturday: 8.00am to 1.00pm Sunday and Public Holidays: No noisy operations The contractor has indicated that they won t be working at weekends or public holidays. This might change during the contract, but if this is necessary, advance notice will be given. Will there be a lot of noise? There will inevitably be some noise in and around the site, but this will be monitored to ensure it doesn t exceed tolerable limits. Will there be a lot of dust? There will inevitably be some dust, but the contractor will monitor this and take protective measures to ensure any dust emissions are kept below industry guidelines. Will there be additional traffic? There will inevitably be some additional traffic in the area while the work is on site. The contractor will work closely with Glasgow City Council s Roads Department and Police Scotland to create a traffic management and pedestrian plan. This will limit and control site vehicles entering and leaving the site to reduce, as far as possible, the impact of site traffic on the neighbourhood.
3 Will there be any road closures? The contractor has been granted permission by Glasgow City Council to close Dowanhill Street between Chancellor Street and White Street. The road closure will be in place for a period of 81 weeks from Monday 6 November 2017 until Friday 24 May This permission was given after the Council considered the health and safety implications of the works taking place. The major demolition work will take place on Dowanhill Street where CBC s site office will now be located. This will restrict parking and diversion signs will be placed to indicate alternative routes for drivers. Please refer to the road closure map on our website. A section of Chancellor Street (between Mansfield Street and Dowanhill Street) will need to be closed for about a week in We will give advance warning of this and any other unforeseen road closures which might be required. Will the controlled parking zone spaces in the area be affected? The parking bays associated with the above mentioned road closure will be inaccessible for the duration. The contractor will be using the existing school playground for storage and deliveries where possible. They may need to occupy some additional parking bays - we ll provide more information if this becomes a requirement. Will there be any footpath closures? The footpaths around the old school on White Street, Dowanhill Street and Chancellor Street will be closed to allow the work to be carried out safely. Footpaths on the opposite side of these roads will stay open.
4 3. THE DEVELOPMENT What sizes are the flats? The project will deliver the following flats: Social Rented: 19 x 1 bedroom 6 x 2 bedroom 14 x 3 bedroom Mid Market Rent: 10 x 1 bedroom 11 x 2 bedroom What parking is provided? The development includes 60 private off-street parking spaces, one for each flat, in a split level parking deck. The lower deck will be accessed at Chancellor Street and the upper deck via White Street. What is Mid Market Rent? Mid Market Rent is a product aimed at working households who don t qualify for social rented accommodation, but who have limited incomes and find it hard to afford the costs of private renting or buying their own flat. The flats are let by Partick Works Ltd. on a private rented sector type tenancy it s not a Housing Association tenancy. The rents are more than you would pay for a social rented flat, but less than you would pay for a comparable flat rented from another private landlord. How do I apply for a Mid Market Rent flat We will be advertising for Mid Market Rent tenants shorty before the flats are completed, in late 2018 and early We don t keep a Mid Market Rent waiting list so you will need to check our website to see when the flats are being advertised. You will need to demonstrate that you re earning enough to be able to afford the rent, without claiming Housing Benefit. There are also maximum income levels which will be applied. The income qualification figures for each flat size will be set late How do I apply for a social rented flat? The social rented flats will be allocated in 2019 on the basis of housing need and in line with our housing allocation policy. All applications are processed via the Glasgow Housing Register.
