1 RSIS, Parking Regula0ons and Their Impact On Parking in Ocean Grove

2 Background RSIS stands for Residen1al Site Improvement Standards. Parking in Ocean Grove is governed by the Revised General Ordinances of Neptune Township, Chapter VII, Traffic. All ordinances rela1ng to traffic and parking must be approved by the New Jersey Department of Transporta1on. Parking in Ocean Grove is NOT governed by RSIS.

3 RSIS applies to all residen0al construc0on. RSIS creates uniform, state-wide standards for parking requirements, streets, storm water management and sewers in connec1on with single and mul1-family residen1al construc1on. The standards are contained in Title 5, Chapter 21 of the New Jersey Administra1ve Code. 5:21-1.5(b) of the code provides that RSIS controls all maters concerning the construc1on, altera1on, addi1on, repair, removal, demoli1on, maintenance, and use of any site improvements constructed by a developer in connec1on with residen1al development.

4 RSIS permits the crea0on of Special Area Standards for Historic Districts. Municipali1es may request Special Area Standards for certain areas in order to preserve or enhance the dis1nc1ve character of the area or community. Special Area Standards may be requested for an Historic District. "Historic District" means one or more historic sites and intervening or surrounding property significantly affec1ng, or affected by, the quality and character of the historic site or sites. Ocean Grove is a designated Historic District pursuant to N.J.S.A. 40:55D-65.1, and is on the Na1onal Register of Historic Places. The number of parking spaces required under RSIS is a func1on of the number of bedrooms in a residen1al construc1on project.

6 Municipali0es may permit the use of on- street parking to sa0sfy RSIS requirements. When, in the judgment of the local approving authority, on-street parking is available, then only that propor1on of the parking requirement which is not available on the street shall be provided in off-street parking facili1es. A length of 23 feet per on-street parking space shall be used in calcula1ng the number of available on-street parking spaces. N.J.A.C. 5: (f).

7 Neptune s Applica0on for a Special Area Standard Reasons for the Applica1on: Ocean Grove was built out long before RSIS took effect in Density and small lot size make compliance physically challenging. The Special Area Standard will reflect and legalize actual condi1ons in Ocean Grove. Crea1on of new off-street parking would have an adverse impact on the historic fabric and physical layout of the community. The Special Area Standard will aid in the preserva1on of Ocean Grove s historic character and designa1on as a Historic District.

8 What is in the applica0on? New driveways will not be permited in Ocean Grove. Minimum street widths shall not be required to include right of way widths required under RSIS. New residen1al development shall not result in a net loss of on-street parking. Conversion of exis,ng hotels/inns will be limited to the following ra,os: > 1-10 rooms* à75% of exis,ng rooms > rooms à 50% of exis,ng rooms > 50+ rooms à 40% of exis,ng rooms A 20-room inn/hotel could be converted into a 10-unit condominium. An inn/hotel with 8 rooms could be converted into a 4-unit condominium. * Conversion refers to the number of condominium units that can be created based on the number of hotel bedrooms.

9 The North End redevelopment plan requires compliance with RSIS. Page 15 (paragraphs 4 through 7) of the North End Redevelopment Plan expressly requires compliance with RSIS: 4. The amount of off-street parking shall be as follows: (a). Residen1al uses: Pursuant to New Jersey Residen1al Site Improvement Standards (RSIS) requirements; (b). One (1) space for each hotel unit; (c). One (1) space for each 300 square feet of banquet, conference, or restaurant space in the proposed hotel structure; and

10 The North End redevelopment plan requires compliance with RSIS. 5. No addi1onal off-street parking shall be required for the floor area within the exis1ng footprint of the Pavilion building.* 6. On-street parking shall be provided along Spray Avenue. This shall not be credited to the off-street parking requirement of the development. 7. Any on-street public parking spaces that are eliminated due to the redevelopment shall be provided on-site as replacement parking spaces. *Note: RSIS does not apply to commercial development.
