2 REGULAR COUNCIL MEETING September 4, 2018 PRESENT: Mayor Carswell, Vice Mayor Lewis (via conference call), Council Members Anderson, Jones, Byne, Williams and Tinley, City Manager Coalson, City Attorney Dube 1. The meeting was called to order by Mayor Carswell at 6:30 p.m. 2. Council Member Tinley gave the invocation. 3. Council Member Byne led those present in the Pledge of Allegiance. 4. Council reviewed the minutes from the Regular Council Meeting held on August 20, Council Member Byne made a motion to approve the minutes. Council Member Williams seconded the motion. Council voted unanimously in favor of the motion. 5. Purple Heart Designation signs have been ordered for the City and should arrive in the near future. 6. A Termination Appeal Hearing was held for City employee Marcus Cobb. Witnesses were called for both Cobb and the City. Following the conclusion of the hearing, Council Member Byne made a motion to enter into Executive Session at 9:50 p.m. to discuss Personnel Matters. Council Member Jones seconded the motion. Council voted unanimously in favor of the motion. At 10:10 p.m., a motion was made by Council Member Byne and seconded by Council Member Tinley to enter into Regular Session. Council voted unanimously in favor of the motion. 7. Back in Regular Session, Council Member Tinley made a motion to uphold Marcus Cobb s termination. Council Member Byne seconded the motion. Council Members Tinley, Byne, Williams and Vice Mayor Lewis voted in favor of the motion. Council Member Jones and Anderson voted against the motion. The motion carried With no further business on the agenda, the meeting was adjourned at 10:12 p.m. Draft minutes to be approved by Council at next Regular Council Meeting on September 17,

However, I need your help with a problem we are experiencing In Waynesboro. My staff, the City Council Members, and I have received numerous complaints about the living conditions at Briarwood Apartments. We have received multiple complaints for wet and moldy carpet, mold on the walls and plumbing leaks. Residents have reported problems with the electrical service in the apartments. We have found secondary exits screwed and nailed closed. These are dangerous and unhealthy conditions. Our City Manager called early last year and requested that HUD conduct an inspection of the complex. Within a few weeks, the management company made improvements to several units. However, most of the other units remained unimproved. I would like to request on behalf of the City of Waynesboro that HUD visit Briarwood Apartments and conduct a site inspection of random apartments. Again, please select and make the inspection of random units in the complex. I have attached an inspection done recently by the Fire Department of a unit that was required to be condemned.
