My wife, Joyce, and I reside at 395 Martha Street, a very well situated and properly maintained apartment building. I welcome the opportunity to speak at this meeting and for this I thank the members of the City of Burlington Development & Infrastructure Committee. I have the pleasure of presenting this petition. It has been completed by residents at 395 Martha Street who, for the most part, are very much opposed to the proposal to construct a 26 storey condo at the intersection of Martha and Lakeshore. The petition has been presented to 119 residential units and signed by 116 residents who have expressed very serious concern about the proposal. While discussing this petition it has become clear that many residents feel very fearful about the development both during and after construction. Unfortunately, there is also a feeling that there is nothing which they can do to substantially influence those responsible for final decisions. Among the concerns discussed by these residents over the past several weeks, these issues come up again and again: * The size of the building on such a small lot would result in a kind of dominance over the immediate area which some might say would "stick out like a sore thumb". * Lakeshore traffic will surely become more congested. The construction is to be staged from Martha Street.This will be very problematic for all drivers especially those wishing to turn from either Lakeshore or Martha. * Safety is already a major concern in the immediate area with two driveways (Martha Terrace and Martha's Landing) turning on to Martha.The proposed construction shows two more large driveways directly opposite which will, of course, "turn on to Martha". * Currently, to drive from Martha Street, one chooses Lakeshore, already congested or Pine Street, which is much too narrow to allow reasonable traffic flow. * Emergency vehicles such as ambulances, police vehicles, EMS vans and Fire trucks are often seen on Martha and Pine streets. These are difficult streets in which to drive and these emergency vehicles are often required by residents in the immediate community. "Will they reach us in time?"

2 * Parking also presents concern in that visitors to the proposed condo will have no place to park. We fear that our ten visitors parking spaces at Martha Terrace and also those at Martha's Landing will be regularly co-opted. The concerns mentioned above are all held by most of our residents. We know that the city of Burlington has an "Official Plan " which sets out in considerable detail the types of construction projects which would be considered.the proposal appears to have no intention of considering the plan's details seriously. It is understood that the "Official Plan" is being revised. Would it not be wise to continue to use the guidelines found in the existing plan until a new plan can be established? My thanks to the committee and also to the residents of 395 Martha Street who have cooperated so positively in creating and supporting the ideas in this petition.
