Wood Senior Research Analyst UTAH CONSTRUCTION REPORT PERMIT-AUTHORIZED CONSTRUCTION FOR APRIL MAY JUNE VOLUME, NO. The value of construction activity in Utah through the first six months of the year reached $ billion, an increase of. percent over the same period in. The increase in valuation was due primarily to a robust nonresidential sector, which recorded an increase of. percent. Through the second quarter of this year nonresidential valuation reached a record $. million compared to $. million in. Additions, alterations and repairs have also contributed to the strong performance of the construction sector this year. Year-to-date valuation for additions, alterations and repairs totaled $. million compared to $. million last year, an increase of. percent (Table ). While construction activity in the nonresidential sector and the additions, alterations and repairs sector showed impressive gains, the residential sector also demonstrated surprising strength. Through the second quarter of, valuation for residential construction totaled $. billion, a valuation virtually unchanged from last year s record level. However, when measured by the number of new dwelling units authorized, the residential sector experienced a decline of percent. Through the second quarter of this year, the number of new homes and multifamily units receiving permits was, compared to, in. Despite the decline in the number of units, the value of residential construction remained unchanged because of a shift in the mix of residential units, that is, a shift to a larger share of higher-valued, single-family units and a smaller share of lower-valued, multifamily units. Construction construction in Utah has held up remarkably well in. Early in the year it appeared that the new home market would be threatened by higher interest rates but that threat

Despite six increases in interest rates by the Federal Reserve since, mortgage rates are still at relatively low levels. The average mortgage rate for a conventional -year loan in the Salt Lake Metropolitan Area in the second quarter of was. percent, only moderately higher than the. percent rate in the second quarter of. Furthermore, it is doubtful the Federal Reserve will raise interest rates again this year as the U.S. economy begins to show some signs of slowing down. The continued strength of Utah s residential sector is somewhat unique. Generally, once a construction cycle peaks, as this cycle did in, construction activity declines rapidly in the following years. Four years after the peak year of, midyear numbers for residential construction in have fallen only percent. In sharp contrast, four years after the peak of the last construction cycle ( to ), residential activity was down percent. The post-peak strength of this cycle can be attributed almost entirely to the single-family market. single-family activity at midyear is only percent below the peak year of and in terms of singlefamily construction valuation, is proving to be a record year. valuation for single-family construction through the second quarter was $. million, percent higher than and percent higher than. While single-family construction activity has been impressive, the other two subsectors of the residential construction multifamily units and mobile homes/- cabins have declined. Mobile homes and cabin units are down. percent over last year and multifamily construction continues its precipitous decline, falling percent in the first six months of this year. Each year since the peak year of, multifamily activity has declined substantially, falling this year to only, units, the lowest second quarter total since the units recorded. Multifamily units include three categories of building types: duplexes/twin homes, condominiums and apartments with three or more units per building. In most cases, duplexes/twin homes and condominiums are owner-occupied units. Renter-occupied units are generally apartments with three or more units per building. Of the, multifamily units receiving building permits through June of this year, were duplexes/twin homes, were condominiums and only were apartments. Hence, apartments or rental units have accounted for only. percent of new residential construction activity through the second quarter of. Considering that percent of all households in Utah

4 in lived in rental units and during the decade of the s apartment units accounted for percent of all new housing units, the level of new construction in the rental apartment sector is quite low. The decline in new apartment construction is, in part, responsible for lower rental vacancy rates. Vacancy rates have fallen from the percent to percent range a year ago to under percent in most of the large rental markets of the state. Furthermore, there are only a few large apartment projects proposed, therefore vacancy rates will probably continue to decline. There is little chance that apartments will account for much more than percent of total residential activity in. The largest proposed apartment project is the unit Northgate Apartments slated to begin late this year. Northgate will be developed by Prowswood as part of the Gateway project in downtown Salt Lake City. Other major projects include an apartment community adjacent to Jordan Landing at South and Bangerter Highway in West Jordan and a Triton Investments project of approximately units in Riverton. Through the second quarter, over, building permits have been issued for new single-family homes in the state. The cities with the highest number (over units) of new homes include: Eagle Mountain (), Tooele City (), St. George (), Roy (), West Jordan (), West Valley City (), and Syracuse (). Construction In the first six months of, the valuation of permit-authorized nonresidential construction in Utah totaled $. million, an increase of percent over and the highest midyear valuation in history. A closer look at nonresidential activity reveals two interesting developments: () hotel and motel construction is almost non-existent with only $ million in new construction activity to date, () the relatively high concentration of nonresidential activity $ million or percent of all nonresidential activity in the other category, which includes: McKay-Dee Hospital in Ogden for $ million, parking structures (Gateway and the Main Street Plaza) of $. million and private schools and education buildings $. million. In contrast to the hotel and motel sector and the other sector, the five remaining nonresidential sectors are performing close to their historic averages (Table and Figure ). construction should maintain its extraordinary performance through the end of the year. There are a few large nonresidential projects retail and commercial structures at the Gateway project and the new Salt Lake Public Library that will receive building permits later in the year and should easily push nonresidential construction over the $ billion mark for the fourth year in a row. construction activity is highly concentrated in a few counties and cities in the state. To date, Salt Lake County accounts for $. million, or percent of nonresidential construction value in the state. Salt Lake City has had $ million in nonresidential activity, ranking Salt Lake City second among all cities. Only Ogden City with $ million, which includes the $ million for the McKay-Dee Hospital, has a higher level of nonresidential construction activity than Salt Lake City. Sandy ranks third with $. million, which includes the new Salt Lake County Exposition Center at $. million. The Exposition Center is the largest nonresidential project authorized during the second quarter (Table ). It should be noted that many nonresidential building projects are not reflected in the data. Most state buildings and many municipal, county and school buildings are not required by cities to obtain building permits. Nonbuilding projects such as bridges, dams and roads (including Interstate ) also are not reported. Therefore, the nonresidential construction sector is substantially larger than is reported in permitauthorized construction data. Additions, Alterations and Repairs Over the past several years, the additions, alterations and repairs sector has accounted for to percent of the value of new construction activity. At midyear the value of additions, alterations and repairs was $. million, about percent of total construction valuation in Utah. However, if measured

The largest single project, to date, for this sector is the $. million warehouse addition for Compeq International located at the Salt Lake International Center. Information on nonresidential building is no longer available. According to Census statistics, the number of building permits issued nationwide for new residential dwelling units is down. percent in, with the single-family sector recording a. percent decline and the multifamily sector a. percent decline. construction was strongest in the Pacific region where the number of residential permits issued is up. percent. The most impressive gains are in California where the number of permits issued is up nearly percent or, units over the same period in. In the Mountain Region residential construction activity, as measured by building permits issued, is down. percent in. Of the eight mountain states only Colorado has recorded an increase in activity in. building permits are up. percent in Colorado to,. In absolute numbers Arizona leads the Mountain Region in residential construction activity with, new dwelling units.

8 While the number of permits issued is down nationwide, the value of residential construction is up by. percent. The Pacific Region is up by. percent and the Mountain Region by. percent. Utah shows an increase of. percent in valuation. Only two states in the Mountain Region recorded declines in residential value: Arizona, down. percent and Mexico, down. percent. The two states in the Mountain Region with the greatest gains are Wyoming, up. percent and Nevada, up. percent (Table ).
