Village of Hoffman Estates Request for Proposals The Bergman Farmhouse Northwest Corner of Algonquin & Ela Roads Issue Date: September 28, 2015 The Village of Hoffman Estates is accepting proposals for the rehabilitation and preservation of the Bergman Farmhouse located at the northwest corner of Algonquin Road and Ela Road. Interested Parties are encouraged to submit proposals to take ownership of, restore, and preserve this house as one of the few remaining examples of historic farmhouse architecture left in an area that was once heavily devoted to farming. An acceptable proposal will include, among other items, a descriptive plan and timeline for the rehabilitation, intended use for the house, relevant past experience, and a descriptive financial plan for completing the renovations (without reliance upon Village funds). Page 2 Background The farmhouse was constructed by the Bergman family ca. 1900 and it remained owned and occupied by that family until the adjacent farm property and house were sold to a developer in 2015. Until the recent sale occurred, a member of the Bergman family continued to live in the house and farm the property. This house has long-served as a local reminder of area s farming history. As part of the review process for the 38-acre Bergman Pointe Subdivision being constructed by M/I Homes on the adjacent farmland, a formal historic resource assessment was completed by Benjamin Historic Certifications, LLC to document the historic value of this house. The report identifies the house as having a Foursquare architectural design, with both Victorian era and Arts & Crafts detailing that is largely intact. The report highlights the fact that there have been almost no changes to the structure that compromise the integrity of the original house design since it was originally constructed. The historic resource assessment indicates that this house is a strong candidate for listing on the National Register of Historic Places. Such designation would provide an opportunity for a property tax freeze or tax credits, depending on the use. The consultant report has already laid the groundwork for pursuing the National Register listing and the Village would participate in the application process. Currently the house is being retained by M/I Homes on an interim basis while a decision is made by the Village about the future of the structure. Executive Summary The Village of Hoffman Estates is issuing an RFP to identify an appropriate party to accept ownership and preserve the farmhouse. The ideal proposal would include a plan to restore the farmhouse to a usable condition, with an emphasis on rehabilitating the exterior to retain the historic farmhouse appearance. Interior preservation work would be a benefit, but is secondary to the exterior. Demonstrating appropriate project experience and the financial wherewithal to successfully undertake this type of project will be key, as will a clear vison for the future use of the house. The proposed timeframe for completion of the primary restoration work will be considered. Any use (including residential or non-residential) will be considered and evaluated based on its appropriateness for this house and site location. Paramount to the Village s evaluation will be the descriptive plan for the renovation and use of the house, experience with similar projects, a project completion timeline, and demonstration of the financial wherewithal to undertake the proposed project. Sanitary Sewer: The adjacent homebuilder (M/I Homes) will extend a sanitary sewer service to the building (planned to connect on the north side of the house). Adjacent Land Uses: To the north and west is the Bergman Pointe single family detached subdivision (under construction by M/I Homes) with minimum lot sizes of 9,250 square feet. To the east will be a neighborhood park site to be owned and maintained by the Hoffman Estates Park District (yet to be constructed). To the south across Algonquin Road is the Cook County Forest Preserve. Code Requirements: Remodeling work will be governed by Hoffman Estates building codes and permitting requirements. Any non-residential use will require compliance with appropriate accessibility laws and shall include a plan for accommodations and an estimate of any necessary off-street parking. Review Process and Timeline Public release date for RFP: September 28, 2015 Proposal Submittal Deadline: March 31, 2016 Completion of Proposal Review and presentation to Village Board Committee: April 2016 During the proposal review period, the Village may require interviews or additional information from any applicant. The Village reserves the right to accept any of the submitted proposals or to reject them all. In the event the Village determines a proposal is appropriate, the applicant will be contacted to schedule a meeting to discuss how to proceed.
