DUE AT P.M. ON OPENING AT P.M. ON Dear Sirs, National Institute of Wind Energy (NIWE) invite bids from Manufacturers/Suppliers for the following item through Open e-tender. S.NO DESCRIPTION OF ITEM 1. i. NVIDIA Tesla M40 25GB GPU card for Dell Power Edge R730 Servers ii. Supply, Installation & Integration into the present setup and support. (Refer annexure 1 for detailed specification) 2. Document Download: Tender documents may be downloaded from Central Public Procurement Portal at Aspiring Bidders who have not enrolled/registered in e- procurement should enroll/register before participating through the website The portal enrollment is free of cost. Bidders are advised to go through instructions provided at CPP portal. 3. Earnest Money Deposit (EMD) or bid security of Rs.60, 000/- (Rupees Sixty Thousand only) shall be submitted by the bidders in the form of Demand Draft must accompany the offers. Suppliers registered with National Small Industries Corporation (NSIC) such as Micro/Small/Medium/Startup Enterprises registered for supply / service related to this tender are eligible for exemption from payment of EMD / Security deposit for the contract up to the monetary limit for which the unit is registered with NSIC. (Attested copy of registration certificate should be furnished in support of the claim of exemption). Bids without EMD shall summarily be rejected (except for exemption given to NSIC). a) The Bid Security deposit of Rs. 60,000/- (Excluding Bank Charges) shall, at Bidders option, be in the form of a Demand draft or Banker s cheque drawn in favor of NIWE payable at Chennai, or a Bank Guarantee from any of the banks specified in the bidding documents. b) The format of Bank Guarantee towards Bid Security shall be in accordance with the form of bid security included in the bidding documents. The bid Security shall remain valid for a period of forty-five (45) days beyond the original Bid validity period or beyond any extension in the period of Bid validity subsequently requested. c) Scanned copy of the EMD details to be uploaded in the NIC portal. d) Original EMD (DD/Cheque/BG) to be submitted in the tender box well within the tender closing date and time in a separate sealed cover duly super-scribing E-tender for Supply, Installation and Integration of NVIDIA Tesla M40 25GB GPU card for Dell Power Edge R730 Servers-4 Nos.. e) EMD shall be paid through NEFT/RTGS also. Security Deposit: On acceptance of tender, the successful bidder must provide Security Deposit in the form of Fixed Deposit Receipt or Bank Guarantee from any of the Nationalized/Commercial Banks in India, equal to 5% value of the Contract in favour of National Institute of Wind Energy, Chennai. If paid in Bank Guarantee (Annexure III); BG shall remain valid for a period of Sixty days beyond the date of supply, Installation & Integration into the present setup. The EMD amount shall be adjusted against SD. 5. Performance Guarantee: The bidder shall pay Performance Bank Guarantee of 10% of the order value (Annexure IV). The SD already paid shall be adjusted against performance guarantee. It will be refunded without any interest only after the successful completion of the contract (i.e, after 3 years of the support period). The deposit is liable to be forfeited, during the period of contract if the services of the contractor are found to be unsatisfactory in any respect, and/or any of the conditions of the contract is contravened/ breached, and/or towards and damage caused due to negligence of the contractor or his employees. This forfeiture will be in addition to any action by NIWE that the contractor firm may invite upon themselves due to any of the reasons specified above. 6. Payment Schedule: i. 90% of the order value will be paid on supply, installation & integration of NVIDIA Tesla M40 25GB GPU card for Dell Power Edge R730 Servers into the existing system. ii. Balance 10% of the order value will be paid after completion of 3 years of support period. 7. 4 GENERAL TERMS AND CONDITIONS 1. The rates against each item as per serial number of the enquiry shall be quoted for the free delivery at the National Institute of Wind Energy (formerly C-WET), Velachery Tambaram Main Road, Pallikaranai, Chennai Installation charges shall be shown separately, if to be paid extra. 2. NIWE is a R & D institution under the Ministry of New and Renewable Energy, Government of India, running with the motive of not making profit. The special prices/concessions may be quoted as applicable to Govt. R&D Institutions. 3. Make of item/brand of the item should be indicated clearly; describing as Best Indian Make or Imported will not have any bearing in making the selection. 4. Installation and Commissioning of the equipment is also in the scope of bidder. 5. Any deviation with respect to the technical specifications shall be clearly indicated in the Technical Compliance sheet provided in the Annexure -1 and shall be submitted along with bid documents. 6. Goods confirming to BIS Standards or International standards or with traceability certificates (extra cost involved may be shown separately) have an edge over other offers. 7. In case of equipment, complete technical specifications, pamphlets, brochures, descriptive literature, list of customers and the value of orders executed during the last 3 years, a set of recommended spares for maintenance of the equipment for the 3-5 years, pre-installation requirements life expectancy of the system estimated comprehensive Annual Maintenance Charges after, the warranty period etc., ate to be enclosed. 8. Credentials like Authorized Agent\Distributorship, manufactures of import substitution or goods manufactured under foreign license agreements, holding DGS&D rate contract, Registration with NSIC\SSI etc, maybe mentioned in the quotation. 9. Conditions of prior turnover & prior experience with respect to Startups and Micro & Small Enterprises (MSME) are relaxed subject to meeting quality & technical specifications. 10. In pursuance of Rule 153(iii) of GFR-2017, preference to Make in India shall be given in procurement. 11. The prices shall be firm for the next 60 days. 12. Percentage of GST (CGST/SGST/IGST) rate applicable shall be given separately for each item mentioned in the proposal 13. Out station suppliers may further indicate approximate weight, dimensions duly quoting f.o.r. Destination (Chennai) prices by Rail \Road (duly insured) if the items are to be so transported. 14. Details of applications required to be made or clearances to be obtained by NIWE are to be furnished in the quotation. 15. Obtaining quotations from suppliers does not bind NIWE to place orders and any terms and conditions stipulated in the quotations. Similarly, NIWE is not binding to place orders on the lowest. 16. Payment: Payment shall be done through RTGS/Online mode only. The Account Number and other details shall be furnished by the Supplier. 17. The Director General reserves the right to accept or reject any /all the quotations in part or full without assigning any reasons what so ever. 18. The prospective Bidders should register themselves in the CPP (Central Public Procurement) Portal and submit the Bids electronically through the CPP portal ( The paper based physical Tender submission is not permitted. Any Physical tender submitted so shall summarily be rejected. 19. Bidders are requested to frequently visit CPP-Portal for any Corrigendum upload. If any Corrigendum so issued with reference to this e-tender is not complied by the bidder, NIWE shall not be responsible for any such non-compliance. 20.
