2 Fulton County Board of Assessors Regular Meeting Minutes June 21, Member Attendance: Salma Ahmed, Vice-Chair; Michael Fitzgerald; Edward London; and Royce Morris. Lisa Aman was present but did not vote on any matters due to her Certificate of Eligibility not being issued. Staff Attendance: DeWayne Pinkney, Secretary/Deputy Chief Appraiser; Curtis Broden and Tara Parker, Deputy Chief Appraisers; Vincent Clark, Gaetjens Coreus, and Corey McDaniel, Appraisal Managers; Jacqueline Davis, Administrative Coordinator, Reginald Elder, Database Specialist. Other Attendees: Cheryl Ringer and Kimberly Alexander, Fulton County Attorney s Office. Vice-Chair Salma Ahmed called the meeting to order at 12:4 p.m. Approval of Agenda Motion to approve: London Second: Fitzgerald. The motion passed unanimously. Invocation The Lord s Prayer was recited in unison. Approval of June 7, Minutes Motion to approve: London, Second: Fitzgerald. The motion passed unanimously. Citizen Time 1. Jean Wiles 14F-44-LL Niskey Lake Falls Homeowner s Association Inc. Ms. Wiles requested that the property be coded as unbuildable HOA land. Tara Parker stated that staff will review and adjust the value accordingly. DeWayne Pinkney added that he would reach out to someone in the Tax Commissioner s office to see if the proposed tax sale on the property can be postponed while the adjustment is being done. 2. Alicia Henderson Ms. Henderson addressed the Board concerning the verbiage on the Board of Assessors website regarding the tax billing options when filing appeals. Cheryl Ringer advised that she has discussed this with staff and a request to modify the wording to be clearer has already been made. However, the system is already designed to select the correct billing assessment when the 85% selection is chosen. 3. Shelby Perdue Stryant Investments LLC Ms. Perdue requested that a formal response be given to address the May 18, letter from Woodham Law LLC regarding this parcel. Cheryl Ringer advised that a response would be given prior to the next Board of Assessors meeting. 3 Chief Appraiser Report DeWayne Pinkney distributed the report outline and attachments. 1. Appeals Status Report 2. Consolidation Sheets and Estimates Estimates have been distributed to the municipalities by the Tax Commissioner s office. 3. June Meeting Schedule A copy of the June Information Sessions was distributed. 4. Articles of Interest Recent articles pertaining to property assessments and appeals were distributed. Discussion Items: D1 Property Record Cards (Morris) A motion was made by Royce Morris to add a glossary of property record card terms and abbreviations to the website. Michael Fitzgerald seconded the motion. The motion passed unanimously D C (Morris) Royce Morris presented a proposed policy on handling O.C.G.A c properties. A motion was made by Royce Morris and seconded by Michael Fitzgerald to adopt the policy, removing Capitalization Rates from item #1 and allowing the Chief Appraiser to review and suggestion of any other modifications, the Board will adopt the policy D3 Historic Exemptions (Morris) Royce Morris clarified that properties already in historic areas/neighborhoods could apply for formal designation in order to assist with lowering taxes in gentrified areas D4 Customer Service Update (Fitzgerald) Michael Fitzgerald stated that he had received a copy of the customer service training material that was developed for the Board of Assessors staff and very pleased with the contents. A copy of the material will be distributed to all board members D5 BOA Member Requirements (Morris) Royce Morris stated that he was disturbed with Senator Jen Jordan s request for an investigation into the Board of Assessors regarding prior tax liens, and that legislation for new exemptions for all of the north Fulton cities was passed but none were introduced for Atlanta Public Schools.
