The purpose of this role is to ensure that properties in the Bough are free from hazards, appropriately licensed, adapted repaired to meet resident s needs using all relevant legislation and enfcement powers. All of this wk contributes to achieving the objectives set out in the Housing and Homelessness Strategy. Section A: Main Duties 1 To inspect, improve and licence HMOs in accdance with legislative requirements and the councils HMO Licensing Policy. 2 To inspect and risk assess properties to identify hazards such as overcrowding, disrepair and fire safety in accdance with the Housing Health and Safety Rating System (HHSRS) Housing Act To carry out appropriate enfcement action when necessary in accdance with the Councils enfcement policy, having consideration to the Housing Act 2004 and the Housing and Planning Act 2016 to tackle rogue landlds and po housing conditions 4 To administer disabled facility grants which will involve wking with vulnerable residents, Occupational Therapists, Surveys and Registered Providers to achieve positive outcomes f residents and enable them to remain independent in their own homes. 5 To administer discretionary grants and loans to residents f essential repairs to their homes 6 To produce detailed notes, sketch plans, schedules and photographs as a complete recd of inspections carried out and input into database. 7 To wk with landlds, agents and tenants to achieve improvements to po housing conditions in the bough.
2 Page 2 of 5 8 To understand energy efficiency and fuel poverty so that you can provide advice and assistance to residents. You will also need to understand the new legislation relating to energy perfmance certificates f rented properties that will be enfced by the private sect housing team in the future. 9 To carry out immigration inspections to ascertain the suitability of properties f persons coming to this Country to live. 10 To understand the implications of the proposed mandaty licensing scheme f smaller HMOs that is contained in the Housing and Planning Act 2016 with a view to enfcing the requirements once the guidance has been received from DCLG 11 To wk with internal services and external partners to ensure a consistent service to customers and a cpate approach within the council Section B: Staff Repts & Responsibilities Direct Repts Responsible to Responsible f Job N o Title Grade Private Sect Housing Manager 6 NA Level of menting, supervision and/ responsibilities Section C1: Budget, business planning and/ cash handling responsibilities Grants and loans Budget (Provide details of the amounts involved and the extent to which these responsibilities are individual shared with others) The private sect housing manager is responsible f the overall grant budget.
