Council met in Municipal Planning Session on Thursday, May 26 th, 2016 at 12:30 p.m. in the Council Chambers with Mayor John Logel presiding. APPROVAL OF AGENDA AS CIRCULATED Moved by Councillor Murray, seconded by Councillor Gibson; "Be it resolved that the Municipal Planning Meeting Agenda of Thursday, May 26th, 2016, be approved as circulated. IV. MOTION TO ADJOURN TO PUBLIC MEETING - REZONINGS Moved by Deputy Mayor Latchford, seconded by Councillor Murray; "Be it resolved that the Council of the Township of Alnwick/Haldimand, being the Land Division Committee/Committee of Adjustment, adjourn to a Public Meeting for the purpose of hearing Rezoning Applications, at 12:31 p.m. 12:35 p.m. - Roger and Honor Carr, By-Law No , Concession 1, Part Lot 25, Geographic - Haldimand Mayor Logel asked the Planner, Terry Korotki, "By what method, what date and what notice of this meeting was sent?" The subject property has a land area of approximately hectares from which a 0.70 hectare parcel is to be created by consent to land severance AH-01/2016. The severed parcel to result from severance consent application A/H-32/2016 is vacant land but will have single detached dwelling and garage erected thereon in the future. The proposed Zoning By-Law Amendment would change the Zone category from Rural (RU) Zone to Rural Residential (RR) Zone. The Planner, advised that there was no one present objecting or requesting clarification to this application. Mayor Logel asked, "Are there any written comments received?" The Planner advised there were comments received from ministries and agencies and have been retained in the file. All comments will be read by the Planner at the Public Meeting in their entirety, and shall remain in the pertinent consent file. 12:37 p.m. - Ian and Caroline Greydanus, By-Law No , Concession A, Part Lot 14, Geographic - Haldimand Mayor Logel asked the Planner, Terry Korotki, "By what method, what date and what notice of this meeting was sent?" Notification: The notice of the Public Meeting was circulated on May 4th, 2016, to property owners within four hundred (400') feet of the subject property and all affected ministries and agencies. Purpose and effect: The Township of Alnwick/Haldimand is in receipt of an application to amend The Township of Alnwick/Haldimand Comprehensive Zoning By-Law No for a parcel of land located in Part Lot 14, Concession A, (Geographic-Haldimand), now in the Township of Alnwick/Haldimand. The subject property has a land area of approximately hectaresfrom which the zoning would allow for the construction of a single detached dwelling and garage in the future on each vacant parcel of land being rezoned Hamlet Residential (HR) Zone. The retained parcel resulting from the three (3) consent to land severance applications AH-02/2016; AH-03/2016 and AH-04/2016 are vacant land but will have a single detached dwelling and garage in the future. The proposed Zoning By-Law Amendment would change the Zone category from Development (D) Zone to Hamlet Residential (HR) Zone and Environmental Protection (EP) Zone and from Rural (RU) Zone to Rural Exception No. 294 (RU-294) Zone. Notification: The notice of the Public Meeting was circulated on May 3rd, 2016, to property owners within four hundred (400') feet of the subject property and all affected ministries and agencies. Purpose and effect: The Township of Alnwick/Haldimand is in receipt of an application to amend The Township of Alnwick/Haldimand Comprehensive Zoning By-Law No for a parcel of land located in Part of Lot 22, Concession B, (Geographic Haldimand), now in the Township of Alnwick/Haldimand. The subject property has a land area of approximately hectares from which a 0.41 hectare parcel is to be created by consent application AH- 22/2016. The severed parcel is to be used for residential purposes to allow for the construction of a single detached dwelling and garage in the future. There was a second (2nd) consent application AH-23/2016 also to create a 0.41 hectare parcel originally from the subject property which will have a single detached dwelling and garage erected thereon with the dwelling utilized for residential purposes. The proposed Zoning By-Law Amendment would change the Zone category from Agricultural (A) Zone to Rural Residential (RR) Zone. The Planner, advised that there was no one present objecting or requesting clarification to this application. Mayor Logel asked, "Are there any written comments received?" The subject property has a land area of approximately 8.09 hectares from which a 2.69 hectare is to be created by Consent application AH-12/2016. The severed parcel is to be used for residential purposes to allow for the construction of a single detached dwelling and garage in the future. There was a second (2nd) Consent application AH-13/2016 which is also a proposed severed parcel that is 2.69 hectares originating from the subject property which will also be intended for residential purposes to allow also for the construction of a single detached dwelling and garage in the future. The retained parcel of land resulting for the two (2) Consent applications is vacant land but will allow for the construction of a single detached dwelling and garage in the future. The proposed Zoning By-Law Amendment would change the Zone category from Agricultural (A) Zone to Rural Residential (RR) Zone. Notification: The notice of the Public Meeting was circulated on May 5th, 2016, to property owners within four hundred (400') feet of the subject property and all affected ministries and agencies. Purpose and effect: The Township of Alnwick/Haldimand is in receipt of an application to amend The Township of Alnwick/Haldimand Comprehensive Zoning By-Law No for a parcel of land located in Part of Lot 11, Concession 3, (Geographic Haldimand), now in the Township of Alnwick/Haldimand. The subject property has a land area of approximately hectares from which a 0.40 hectare parcel is to be created by Consent application AH- 08/2016. The severed parcel will have a single detached dwelling and a detached garage erected thereon in the future. There was a second (2nd) Consent application AH-09/2016 with the severed parcel being 0.40 hectares originating from the subject property which is also intended for the purpose to allow for the construction of a single detached dwelling and garage in the future. Municipal Planning Meeting Minutes of April 28th, 2016 Moved by Councillor Gibson, seconded by Councillor Murray; "Be it resolved that the Minutes of the Municipal Planning Meeting Minutes of April 28th, 2016, be adopted. IX. BUSINESS ARISING FROM PREVIOUS MINUTES Councillor Murray requested that the following remarks be added under the discussion of the Canada 150 Funding under Mayor Logel s Announcement section: Councillor Murray stated that, rather than working through an Ad Hoc Committee, she believed that each Councillor could spread the word about Canada 150 (and funding) most effectively through their committees, churches, community organizations and businesses. X. COMMUNICATIONS - 3:22 P.M. Proposal from Mr. Philip Calnan RE: Parcel of Land to Municipality north of Harnden Drive for future preservation and ecological development. Moved by Councillor Gibson, seconded by Councillor Murray; "Be it resolved that the Council of the Township of Alnwick/Haldimand refer this matter to the next Road Tour Agenda; and further that the finance staff be requested to assess the tax base ramification and implications and liability/risk; and further that Mr. Calnan be requested to attend the Municipal Planning meeting in September to review this matter. Letter from the Ministries of Municipal Affairs and Housing and Natural Resources and Forestry dated May 10, 2016 RE: Proposed Revisions to four Plans of the Co-ordinated Growth Plan Review. Councillor Gibson: Councillor Gibson requested an update as to the extension of the 7th Line to the Lake for public use and boat launching, of which there is no funding allocated in the budget for Deputy Mayor Latchford: Deputy Mayor Latchford noted that she has booked the band "Garage Dogs" for the Christmas Dinner/Dance on December 3rd, Deputy Mayor Latchford requested further clarification with respect to the surplus monies, a resolution directing that specific items be paid and if not, who provided the authority to do so without all of Council knowing.
