The plan shall include: a) the anticipated life of the project, b) the estimated decommissioning cost net of salvage value in current dollars, c) the method of ensuring that funds will be available for decommissioning and restoration, d) the anticipated manner in which the project will be decommissioned and the site restored, and e) One year notice of decommissioning and provision of surety instrument. 19
20 The Tuscola Wind II Energy Center is designed to comply with the Wisner Township Zoning Ordinance Tuscola Wind II Energy Center Decommissioning The decommissioning plan for the proposed Tuscola Wind II Energy Center includes the following: Equipment Removal including turbine and meteorological tower Foundation Removal to a minimum depth of 60 inches Roadways roadways and crane pads will be removed and restored to a condition and density consistent with the surrounding field 20 Decommissioning funding as required by our Landowner Easement Agreements Tuscola Wind II will establish and maintain a cash escrow, a performance bond or letter of credit in the amount of Estimated Net Removal Cost All Tuscola Wind II landowner easement agreements contain an obligation and financial guarantee to decommission facilities

Plant Manager will make all efforts to respond to all complaints within 24 hours after receipt of a complaint Maintain records of all complaints received, resolutions and any unresolved complaints A report of all complaints and resolutions will be filed with the Township annually Every effort will be made to assess and correct all complaints in a timely manner to the best of the Plant Manager s ability and resources 23
