Scope of work broadly includes soft services such as mechanized housekeeping services, pest control services, maintenance of gardens & plants, flower arrangements, etc. and engineering services related to civil, plumbing, carpentry and electrical services, operation & maintenance of Audio Video systems, Fire Alarm System, Building Management System, Sewer and Storm Water Management, Airconditioning system and other services mentioned in the tender. Service Provider shall also co-ordinate with agencies for preventive and breakdown maintenance of equipment, engineering services; maintain online complaint management system, data/record keeping of maintenance and services activities. Bharat Petroleum Corporation Limited has launched an e-procurement initiative ( as per the directive given by MOP&NG/CVC wherein tender floating and tender opening shall be on-line. Please refer to the tender enquiry in the above site for detail Bill of materials and the terms of the conditions of the RFQ. Submission of bids shall happen on-line on the website. Please find the enclosed tender documents for the subject services comprising of the following: Section I Section II Section III : Pre-Qualification : Technical Bid : Price Bid You are requested to submit your most competitive offer on three part bid basis i.e. Pre- Qualification, Technical Bid & Commercial bid. The Pre-Qualification and technical bid should not be indicative of prices quoted by the Bidder in any form. The bids should be submitted on or before the due date i.e , before 15:00 hrs. Extension of due date, if any, will be at sole discretion of BPCL. Your commercial bid should be valid for a period of 06 months from the date of opening of the tender. Once the quotation is accepted, the rates quoted shall remain firm till entire works are completed in all respects. 2 The tenderer should visit the site and acquaint himself with the site conditions i.e. space available for stacking material & working place, availability of water, electricity, approach roads, construction materials as per specifications, shelter for his staff/labour etc., since these are to be provided /arranged by the bidder at his cost. Technical bid should enclose confirmation of also the scope of services and terms and conditions from your end. The Tenderer who do not fulfil all or any of the Conditions or are incomplete in any respect are liable to be rejected. Evaluation Methodology: Evaluation methodology for awarding the job is as mentioned below: The bidders will be shortlisted as per the minimum criteria mentioned in the Pre- Qualification Criteria. Technical Bids of bidders qualifying all the pre-qualification criteria only shall be opened and evaluated as per the technical criteria and marks thereof given in the Technical Bid section. Wherever the bidder doesn t meet the minimum criteria mentioned in the table under various heads, the marks would be considered as zero in that particular head. The Technical bid (Ts) shall be evaluated for 70 marks. The sum total (Ts) of the marks obtained in the technical bid should be equal to or more than 35 in order for the bidder to qualify for price bid opening. The financial bid (Fs) shall be evaluated for 30 marks, on the overall financial outflow for two years, as per the following methodology: The bidder who has quoted the lowest price will be assigned a score of 30 in the financial bid. The other bidders will be allotted score relative to the score of bidder with the lowest quote as below: F s = 30 * F l /F Where: F s = The financial score of the Financial Proposal being evaluated F l = The price of lowest priced Financial Proposal F = The quoted price of Financial Proposal under consideration Combined evaluation The combined score of the Technical bid (Ts), and Financial proposals (Fs) shall be used to rank the bidders on the basis of formula given as below: Combined Score = Ts+ Fs The selection will be done on the basis of the highest combined score obtained in the technical bid evaluation and the figures quoted in the financial bid. The contract for Integrated Facility Management Services at Offices, Residential Complexes, Transit Flats and Beach Huts in Mumbai shall be awarded to the first ranked i.e. the highest combined scoring bidder. 3 , on any working day during am to 4.00 pm. The Technical Bid should include the scanned copy of Integrity Pact duly signed by your authorized signatory along with the witnesses. The Integrity Pact can be downloaded along with the tender documents. Given below are the conditions applicable to Integrity Pact, which is enclosed for your ready reference: a) Proforma of Integrity Pact shall be returned by the Bidder/s along with the bid documents, duly signed by the same signatory who is authorized to sign the bid documents. All the pages of the Integrity Pact shall be duly signed. Bidder's failure to return the IP duly signed along with the bid documents shall result in the bid not being considered for further evaluation. b) If the Bidder has been disqualified from the tender process prior to the award of the contract in accordance with the provisions of the Integrity Pact, BPCL shall be entitled to demand and recover from Bidder Liquidated Damages amount by forfeiting the EMD/Bid Security as per provisions of the Integrity Pact. c) If the contract has been terminated according to the provisions of the Integrity Pact, or if BPCL is entitled to terminate the contract according to the provisions of the Integrity Pact, BPCL shall be entitled to demand and recover from Contractor Liquidated Damages amount by forfeiting the Security Deposit/ Performance Bank Guarantee as per provisions of the Integrity Pact. d) Bidders may raise disputes/complaints if any, with the nominated Independent External Monitor, details of which are given below: Name: Shri S.S.N. 4 The payment will be made on a monthly basis on submission of a statement with supporting documents to us, thru National Electronic Fund Transfer (NEFT) The quote should include all material, labour, water, electricity, power equipment, tools, tackles, centering, shoring, lifts, leads, excise, customs, sales tax, income tax etc. or any other taxes/duties imposed by the Central/State Govt. during the pendency of the contract. GST / any other taxes etc. should be quoted separately. In case the rate of taxes etc. are not mentioned, then your quote will be deemed as inclusive of all taxes. Also, all variation / imposition of taxes, duties, levies etc. during the pendency of the contract will be reimbursed as per documentary proof and acceptance of the same by BPCL. You are required to submit an Earnest Money Deposit (EMD) of Rs. 5,00,000/- (Rupees Five Lakhs only) at our office, address mentioned below, before the due date and time. The details of the EMD have to be furnished in the EMD section in the E-tender. The EMD has to be submitted to above mentioned office before due date. The EMD of the successful Bidder will be retained till the commencement of work and then adjusted against Security Deposit. No interest will be payable on earnest money deposit. EMD is liable to be forfeited in the event: i. Vendors withdraw or alter their bid during the bid validity period. ii. Non-acceptance of LOI/order, if and when placed. iii. Non-payment of Performance Bank Guarantee amount against LOI/ Purchase Order within the stipulated period of 15 days from date of LOI/ the Purchase Order whichever is earlier. EMD will be returned to unsuccessful bidder immediately after award of the contract. Successful bidder EMD will be converted to Security Deposit and will be released after submission of Performance Bank Guarantee. Pre-Tender Conference: A Pre-Tender Conference of all the bidders will be held at Bharat Petroleum Corporation Limited, Bharat Bhavan, 4&6 Currimbhoy Road, Ballard Estate, Mumbai wherein the bidders will have an opportunity to obtain clarifications regarding the work and the tender conditions. The pre-bid meeting will be held on The bidders are requested to contact Mr. Tushar Goyal on /Ms. Prantika Sarma on to confirm the exact timing of the pre-bid meeting. The Pre-Qualification bids will be opened online on the due date/time i.e at 15:00 hours. 5 the qualifying bidders will be opened. Then the Price Bids of technically qualified bidders will be opened and evaluation will be done based on the basis of the highest combined score obtained in the technical bid evaluation and the price bid evaluation. The bidders shall be informed in advance the date/time of opening of the Price bids. BPCL reserves the right to accept or reject any or all quotations without assigning any reasons.
