If you cannot appear for an agenda item, you must notify Planning and Development by Thursday, 12:00 (noon), one day prior to the meeting date. If you do not contact Planning and Development by this time, you will not be eligible to appear on the subsequent agenda. Two subsequent continuances are allowed. Projects continued to a future meeting will be agendized by Hearing Support staff per the direction of the planner. It is not guaranteed that projects will be placed on the next meeting s agenda. Applicants must work with their planner to have projects placed on a future agenda. The public has the opportunity to comment on any item on today s Administrative, Consent or Standard Agenda. Speaker slips are available by the door and should be filled in and handed to the Secretary before the hearing begins. Discussion Item Santa Claus Lane Restroom Padaro (Tomas Park, Planner) Jurisdiction: N/A Request of Santa Barbara County Planning and Development- Long Range Planning Division for courtesy review of conceptual plans for a restroom as part of the Santa Claus Lane Beach Access and Streetscape Project. The restroom along with other recreation amenities would be located adjacent to a proposed at-grade railroad crossing that is currently under review by the California Public Utilities Commission. The project also includes public streetscape improvements, such as, landscaping, bioremediation, drainage, retaining walls, sidewalks, bike lanes, multi-modal circulation, parking, and hardscaping for the entire length of Santa Claus Lane, from Padaro Lane to the U.S. 101 on-ramp. The project is located in the First Supervisorial District. PUBLIC COMMENTS: N/A COMMENTS: Proposal looks good. Porcelain tiles may not hold up against vandalism. Reconsider other materials. Question number of bicycle parking spaces. Consider adding more. Look for maximum opportunities for landscape to soften impact of new hardscape and concrete facilities. Encourage incorporating natural light and air into bathrooms. Project received review only, no action was taken. ACTION: Vrtiak moved, seconded by Gilliland and carried by a vote of 4 to 0 to grant Preliminary Approval of 12BAR BAR Patterson Avenue Holdings LLC Commercial Building Santa Barbara 16DVP (Mark Friedlander, Planner) Jurisdiction: Goleta Request of DMHA, Greg Christman, agent for the owner, Patterson Avenue Holdings LLC, to consider Case No. 16BAR for Further Conceptual Review of a commercial office building of approximately 7,644 square feet. The commercial building will be comprised of a 7,096 square foot ground floor and a 548 square foot mezzanine level. The project also includes a 26-space parking lot, a 13 6 x42 covered carport, a 168 foot retaining wall, and landscaping. No structures currently exist on the parcel. Grading of the proposed project will require 2,250 cubic yards of cut, 849 cubic yards of fill, and 1,400 cubic yards of export. COMMENTS: Very nice project. The site is not part of the neighborhood that sits beyond the site and intersection. Rather, the site is part of the intersection. Proposed building holds the corner well and screens the existing storage buildings. Good gateway solution. One member feels the 24 plate height is acceptable for flexibility. Lowering building was very important to the site. At least one member would like to see roofline come down further. Add glass for light. Breaking down the building s roofs was good for the neighborhood. Materials are acceptable. Soften south elevation facing freeway; reduce roof height. Project received review only, no action was taken. The following structures currently exist on the parcel: 2,790 square foot residence and a 3198 square foot attached carport. The proposed project will not require grading. The property is a 18,300 square foot parcel zoned 8-R-1 and shown as Assessor s Parcel Number located at 3246 Beach Club Road in the Carpinteria area, First Supervisorial District. PUBLIC COMMENTS: COMMENTS: Garage is fine. SBAR has uniform support for the modification. Formalizing entry is good design idea. Metal roof is appropriate. Concern about use of plaster siding. Eliminates beach house look of typical board and batt/ board and board exterior. Study finishes on exterior: look for a simulated wood to achieve long term care and reintroduction of beach house look. Restudy railing: cable isn t a good idea for maintenance. Need some landscaping. Replace driveway. Restudy fenestration on beach front elevation: currently repetitive. Return with better pictures of the house and surroundings. PUBLIC COMMENTS: COMMENTS: Rear loaded, unbalanced and awkward design. Left side elevation shows this clearly. Clean up elevations and show the architecture. Show landscape and hardscape elements on plans and elevations. Restudy arbor in front. Consider disconnecting from the house. Restudy proportions of dormer to roof and plate. Consider shed roof on dormer. Front and rear elevations are not internally integrated; currently look like two different buildings: restudy. Excessive amount of paving: reduce.

Disjointed: simplify. Lost sense of entry: front entry should be obvious. Restudy design. Lot 11: Better sense of entry. Use gables on this style. Organize the design around the great room and then simplify. Use steel windows; maybe wood lintels; scrollwork on wrought iron. Restudy fenestration. Do not use slumpstone on this formal house. Materials should be more classical. Maybe Santa Barbara sandstone. Lot 15: Fenestration is not integrated: restudy. Different colors and roofs make it look like a village rather than one house. Board is split between considering the design to be going in a good direction vs. simplifying design. Courtyard doesn t work. Arrange floor plan to have entry leading to great room with everything else secondary. In general, separate garages just add to the architectural mass. Be bold in the house designs: contemporary interpretations of styles could be acceptable. All of the houses seem to have the same idea; diversify designs so that they are not so similar. Return with 3-D massing model. Return for further conceptual review. Project received review only, no action was taken. Applicant may return for Further Conceptual.
