If you cannot appear for an agenda item, you must notify Planning and Development by Thursday, 12:00 (noon), one day prior to the meeting date. If you do not contact Planning and Development by this time, you will not be eligible to appear on the subsequent agenda. Two subsequent continuances are allowed. Projects continued to a future meeting will be agendized by Hearing Support staff per the direction of the planner. It is not guaranteed that projects will be placed on the next meeting s agenda. ACTION: Erickson moved, seconded by Marchi and carried by a vote of 5 to 0 to grant Preliminary and Final Approval of 17BAR BAR Strauss Wind Energy Project (SWEP) Lompoc 16CUP (Kathy Pfeifer (805) , Planner) Jurisdiction: Commercial Energy Request of Josh Franklin, agent for Strauss Wind, LLC to consider Case No. 18BAR for Further Conceptual Review of a wind generating facility, including 30 wind turbines up to 492' tall, a maintenance/operation building, an onsite electrical substation, onsite electrical switchyard, onsite electrical collection powerlines and a 8.6-mile transmission line from the project site to the City of Lompoc. The following structures currently exist on the parcel: barns and residences, there are no existing structures in the proposed wind turbine locations. The proposed project will require approximately 665,025 cubic yards of cut and 632,025 cubic yards of fill. The site is located southwest of the City of Lompoc near the intersection of San Miguelito Road and Sudden Road in the city of Lompoc in the unincorporated territory of Santa Barbara County in the Third and Fourth Supervisorial Districts. Ensure that stacked drums are not visible beyond wall height ii. Determine color and material details for all portions of the structure; rusted steel is a potential material option iii. Invest in creating a high quality building and native seeding rather than screening with shrubs iv. Eliminate or reduce asphalt and use chip seal, concrete, or other more natural surfacing; use varied surfacing options v. Building is now appropriately more rural in design and materials f. Switch Yard: i. Include switch yard on the architectural site plan including how it is accessed ii. Provide elevations for any proposed structures at the switch yard i. PUBLIC COMMENT: Nancy Emerson CBAR COMMENTS: a. Project is located at a gateway location to town and high quality design will be important b. This is an interesting and needed project c. Elevator tower is an important feature; look to historic towers within the nearby community for inspiration for informing the detailing of the tower design d. Parapet seems a bit heavy and out of proportion; work to lighten it up and add fenestration; large parapet reinforces the boxiness; add vertical articulation e. Articulate the building so that it is less of a box f. Consider how separation of balconies is achieved g. Exposed CMU is not consistent with the surrounding area; Santa Barbara stone may be a preferable option h. May wish to consider a sound wall to separate uses on the Maverick Saloon side i. Consider separating the parking lot from the adjacent Maverick Saloon parking area by some method to ensure that parking is reserved for residents j. Like the connection to the second floor on the Manzana side k. Consider combing three of the supportive services rooms to create one larger social space for residents l. Support the concept of a leveled bioswale within the landscaping; may wish to bring a landscape architect on board earlier so that they can provide early input m.
