ROLL CALL The Planning Commission meeting was called to order at 5:31 PM with the following members present: Richardson [15/16] Hamilton [15/16] Carr (Vice Chair [14/16] Wells [13/116] Peterson [13/16] Bisbee [15/16] Roberts-Ropp [14/16] Hornbeck [12/16] Vacant Planning Staff present were: Jim Seitnater, nterim Director of Planning & Development; Amy Allison, Senior Planner; and Aaron Barlow, Associate Planner; 2. APPROVAL OF MNUTES The minutes of the October 9, 218 meeting were approved on a motion by Bisbee, seconded by Richardson, passed unanimously. 3. CORRESPONDENCE & STAFF REPORTS The documents and staff reports were accepted into the official record on a motion by Hamilton, seconded by Bisbee, passed unanimously. 4. PUBLC HEARNGS a. None. 5. OLD BUSNESS a. None. 6. NEW BUSNESS a. Strong Towns What s Next? Allison provided a background on the Strong Towns discussion recently sponsored by the Hutchinson Community Foundation and Young Professionals of Reno County with a video that presented the goals of the Strong Towns organization. The video explained how the long-term cost/maintenance of infrastructure is not accounted for when it is initially implemented. Allison asked the commission if they had any thoughts or reactions from the Curbside Chat. Roberts- Ropp felt it was shocking. She wasn t completely sold on the idea to implement flexible building codes. Richardson said he understood the issues facing building owners. Bisbee shared that he attended the Strong Towns Summit in 217. He said he is behind the fiscal solvency theory that the organization shares but is hesitant to support some of the proposed practices, especially waiving code requirements for existing buildings. Richardson explained that the building committee discussed this very issue earlier in the year. He asked if waiving certain building code requirements was more dangerous than leaving properties vacant and neglected. Discussion ensued. Allison presented some next steps, many included in the Comprehensive Plan. Suggestions included regulations for an infill commercial district, the planned revisions to the supplemental regulations, exploring new urbanism, promoting sustainable transportation systems, and an annexation and utility extension policy. Allison recommended that Planning Commission Members take the survey provided by the Community Foundation seeking feedback on the Strong Towns presentation. 1

Housing Assessment Tool PLANNNG COMMSSON MNUTES MEETNG OF: TUESDAY, NOVEMBER 27, 218 Allison briefly discussed the Housing Assessment Tool that staff is compiling for future Community Development Block Grant Applications.
