CPP14Cl ; PROCUREMENT CONTRACT NO ; AMOUNT: $65,361 RECOMMENDATIONS: A. Amend Procurement Contract No with JUV, Inc. (Principal: Vladimir Chemyavskiy, Location: Oakland) for construction services for the Cherryland Fire Station Construction Project with no change to the contract term of 10/13/15 to 8/31/17 and increase the contract amount from $9,126,500 to $9,191,861, an increase of $65,361; B. Authorize the Director of General Services Agency to prepare and execute the Amendment, upon review and approval by County Counsel; C. Accept the work of JUV, Inc. for the Cherryland Fire Station Construction Project, as complete; and D. Direct the Clerk of the Board to have the enclosed Notice of Completion for construction and resulting Minute Order recorded in the official records of Alameda County. DISCUSSION/SUMMARY: On October 13, 2015, your Board awarded (Item No. 10, File No ) a construction contract to JUV, Inc. in an amount not to exceed $8,115,000 for the construction of a new fire station ("the Project"), to replace the existing station No. 23 in the unincorporated community of Cherryland. The award included a Supplemental Work Allowance (SWA) of$811,500, for a total of $8,926,500. On March 7, 2017, your Board extended (Item No. 20) the contract term through June 30, On June 27, 2017, your Board extended (Item No. 43) the contract term to August 31, 2017 and increased the contract amount to $9,126,500 to complete the property line fences, which was not included in the original award.

2 Honorable Board Members Cherryland Fire Station -Accept Work Project No. CPP14C Page 2 September 6, 2017 The additional $65,361 requested in this letter addresses final costs to complete unforeseen issues with installation of property line fences and a variety of final small building issues not covered in original scope. The General Services Agency (GSA) made a final inspection of the work and found that all work has been completed in accordance with the Agreement. Acceptance of the work performed by JUV, Inc. is hereby requested. SELECTION CRITERIA AND PROCESS: On May 6, 2015, this project was publicly bid, and the Enhanced Construction Outreach Program (ECOP) was applied. JUV, Inc., a certified Small Local Emerging Business (SLEB) (Certificate No , Expiration Date: May 31, 2019) was the lowest responsive bidder and was awarded the contract. JUV, Inc. was unable to meet all of the ECOP goals but met their Good Faith Efforts. The contract awarded to JUV, Inc. included goals of 100% Local Business Enterprise (LBE); 7.10% Small, Local Business Enterprise (SLBE); 1. 70% Minority Owned Business Enterprise (MBE); and 0.50% Women Owned Business Enterprise (WBE). ECOP participation achieved as reported in Elation as of August 16, 2017, is 100% for LBE, 20.59%for SBE, 0.89%for MEE and 1.63%for WBE. JUV, Inc. exceeded goals for SBE and WBE, fell short of the MBE goal and met the LBE goals. FINANCING: Appropriations for this contract increase are included in the GSA Capital Project Fund for the Cherryland Fire Station Construction Project.
