THAT Report No. EDP , dated May 29, 2013, from the Approving Officer/Senior Planner, regarding proposed change of address for the properties located at and Farina Road, and approval of new street names for the proposed subdivision at Farina Road, be received; 2. THAT and Farina Road be readdressed as and Auguston Parkway East effective January 1,2014; 3. THAT dedicated road allowance east of Farina Road be renamed Auguston Parkway East effective January 1,2014; 4. THAT Farina Road and Meighen Street be approved for new streets in the proposed subdivision located at Farina Road with implementation phased in as outlined in Report No. EDP ; and 5. THAT the Mayor and Corporate Officer be authorized to execute all documents related to this matter. BACKGROUND Auguston Parkway East was the name selected in for the east-west oriented road in Phase 5 of the Auguston neighbourhood subdivision (refer to Figures 1 and 2 attached). East of its intersection with Meighen Place, the eastward extension of this road was assigned the name of Farina Road. Two Phase 5 properties and Farina Road - were addressed off of this street at that time. This street naming decision was inconsistent with City's preference to avoid assigning different names for segments of a road which the travelling public perceive to be the same street. Renaming Dahlstrom, Nelson, & Hazel to George Ferguson Way within the past decade is a prime example of City's effort to achieve naming continuity in roadways which the travelling public perceive to be the same street. Naming continuity is also preferred by emergency responders as it eliminates potential confusion in responding to an incorrect address during an emergency. This report seeks to remedy this situation as it pertains to street naming in a portion of the Auguston neighbourhood. This report also recommends names for two streets in a new 36 lot subdivision adjacent to the portion of the Auguston neighbourhood.

2 Report No. EDP Page 2 of 4 ANALYSIS Excluding applicant R11-013/S lands, there are a total of 6 properties addressed off of Farina Road. Four of these are acreage parcels, all of which: have existed for several decades, are located north of Farina Road, and derive their vehicle access via a shared driveway located along the eastern edge of Farina Road ("subject" parcel on Figure 1). This shared driveway ultimately connects to Sumas Mountain Road by means of the gravel portion of Farina Road. Emergency responders know that these four acreage properties with Farina Road addresses must be accessed off Sumas Mountain Road. It is much more challenging for emergency responders to access & Farina Road off of Sumas Mountain Road due to the presence of a locked gate barrier immediately east of Farina Road. The gate was erected to (1) reduce the amount of traffic which would otherwise create potential accident conditions at the Sumas Mountain Road intersection and (2) reduce public expenditures to maintain what is essentially a private driveway. If emergency service was required at either or Farina Road, responders would arrive via Auguston Parkway East and not the gravel portion of Farina Road. Since emergency responders follow this travel pattern, it makes sense from a public safety perspective to readdress and Farina Road as and Auguston Parkway East. City records are not clear when the name "Farina Road" became attached to the gravel portion of Farina Road that has served as the physical access from Sumas Mountain Road for these four acreages. However, the name "Farina" has local significance according to research provided by The Reach staff. Following is an extract from "One Foot on the Border", a publication by Sumas Prairie and Area Historical Society: "Named for the brothers, Giuseppe "Joe" and Antonio Farina who emigrated from Italy in the early 1920s to work in the Clayburn mines and made their homes in the Straiton area. Antonio married into the community's pioneer family when he married Anna Harriet "Hattie" Straiton. The couple had five children: Joseph, Alfred, Deanna, Anthony, and Beatricia "Tesia". Antonio worked for the Clayburn Company and Britannia Mines before taking over operation of Hattie's father's farm and assist with his store and post office. The farm was sold in 1952 to the Trans Mountain Pipeline Company for the tank farm and the couple bought another farm at Straiton and lived there until 1969 when they retired to Clearbrook. Joe was a miner with Clayburn-Harbison Ltd. for 26 years and worked hard in his first years in Canada to earn enough money to bring his wife, Giovannina, and their young son Vincent, over from Italy. He worked in the mines through the day and then spent his evenings cutting cordwood to sell for $2 per cord. In 1930 Joe was finally able to send for his family and they joined him in Straiton. Joe and his family lived on Ward Road, though they do not recall the road having a name in the early days. Joe and Giovannina had two children, Vincent and Mary." Given the historical attachment of the name "Farina" to this general area of the City, staff proposes to preserve the name by assigning it to the new road illustrated in Figure 2 and removing it from the length of dedicated road allowance east of the Meighen Place intersection. The four long-term acreages with a Farina Road address will retain their current address going forward as a result of this recommendation since they will all derive their access by means of a temporary easement across Lot 22 once the developer completes construction of the internal road in his 36 lot subdivision which staff propose to name "Farina Road". This temporary easement will be eliminated as acreage owners apply to rezone, redevelop or subdivide their properties. Deriving their access through Lot 22, the

3 Report No. EDP Page 3 of 4 developer's subdivision and other urban standard roads in the Auguston neighbourhood represents an improved safety condition for these acreage owners since they will no longer access their properties from the gravel portion of Farina Road which has less than optimal sight line conditions at its intersection with Sumas Mountain Road. As a consequence of implementing these recommendations, staff proposes to rename the dedicated road allowance east of Farina Road as Auguston Parkway East. In addition, Engineering wants a lockable gate barrier installed at the Sumas Mountain Road intersection to prevent 'bush parties' and similar activities from occurring on this stretch of what will become unused road. A lockable gate will still allow public usage under extreme emergency conditions e.g. if Blauson Boulevard, the only other access for the Auguston neighbourhood, became temporarily impassible. Public Works and emergency responders would have 24/7 access as would School District #34 should their staff ever need to access their property located along the northern frontage of this road. SD#34 approves of the naming and access control measures outlined above. Canada Post has no objection to reassigning the Farina name. They have also agreed to cover the cost of redirecting mail for one year for owners of and Farina Road. Clearly, staff's recommendation will inconvenience the two property owners at and Farina Road. One owner is opposed to the change, while the second owner would like the name change delayed for as long as possible. Staff believes eliminating a source of potential confusion for emergency responders plus safer access conditions for the four affected acreage owners outweighs the inconvenience noted. The latest date by which street names must be resolved is by the time builders begin applying for building permits. That stage is not reached until all underground services and roads are in place and the project is deemed to have achieved substantial com'pletion by City's Works Inspectors. The timing of when this stage of development will be achieved is not within the City's control. That date depends on variables such as how motivated and busy the developer's consultants and contractors are to complete the subdivision works, equipment breakdowns, favourable weather conditions, number and extent of deficiencies to be remedied by developer's contractors, deposit of as-built drawings and other essential inspection reports, etc. At this point, through discussion with the developer's consultants, staff believes the earliest this subdivision will achieve substantial completion will be Fall, Even if builders were ready to file building permit applications and receive permits within this timeframe, new homes would not be ready for occupancy until several months into All things considered, staff recommend January 1, 2014 as the effective date to readdress and Farina Road, and rename the dedicated road allowance east of Farina Road. This date will give the two affected property owners a reasonable amount of time to advise others who will require this information. At an operational level, staff wants the option to process building permits and any other internal City documents using the new street names illustrated on Figure 2 during the latter months of Even the subdivision plan which the developer will want to register at Land Titles Office some time during the Fall, 2013, would use street names illustrated on Figure 2. Staff believes these operational challenges are manageable. The other street name proposed for use within the new 36 lot subdivision is Meighen Street as illustrated on Figure 2. Fire Rescue Service supports the name assignment. They note similar names like Meighen Place and Meighen Street are not unprecedented

4 Report No, EDP Page 4 of 4 in the City, and this similarity has not presented a problem for emergency service responders in the past. FINANCIAL PLAN IMPLICATION Construction of the lockable gate at the Sumas Mountain Road intersection and several new street sign blades are minor expenses associated with these recommendations. These costs will be assigned to the developer of the 36 lot subdivision. Consequently, there will be no financial plan implications arising from implementing staff's recommendations. STRATEGIC DIRECTIONS The change of address action recommended by staff in this report will enhance public safety at the two named addresses. In that sense, the report supports the "safe, healthy and inclusive" strategic direction of the City's Strategic Plan. COMMUNICATION PLAN Two affected owners were advised of the street name change pending and invited to communicate any concerns to staff. A copy of this report will be forwarded to them electronically on the Friday before when Executive Committee is scheduled to consider this report. One or both affected owners may choose to appear as a delegation to speak on this item. School District #34 is aware of and supports street naming changes and security gating proposals contained in this report. Canada Post also is aware of and supports the naming and renaming proposals outlined in this report. SUMMARY The original purpose of this report was to simply recommend names for Council approval for two new portions of municipal road allowance being dedicated as part of a 36 lot subdivision. The exercise became more complicated on account of an addressing anomaly discovered during the course of preparing this report.
