The arduous weather in January and an icy February will soon be in the rearview mirror of many. After such a winter season as this and last year with the relentless snow and the indefensible cold, so many people here are now suffering through a bout of spring fever that could also mask as a dire case of cabin-fever. The photograph here has boaters leaving Rose s Boathouse for a springtime sail on the Kishwaukee River. Those in the boat might agree with the author Mark Twain who wrote: It s Spring Fever. That s what the name of it is. And, when you ve got it, you want oh, you don t know what it is you do want, but it just fairly makes your heart ache, you want it so. Many other writers of note have written of spring to identify the elation that one feels with the warmth and the emotions that identify the season after such a long winter. The Swedish filmmaker Ingmar Bergman wrote best of the vacuous emotional season that, for many people, is winter. Yet, many other artists have written of spring and many of those are more optimistic than the Swede. The poet Pablo Neruda wrote of spring, You can cut all of the flowers but you cannot keep spring from coming. The Russian novelist Leo Tolstoy wrote in his classic novel, Anna Karenina, Spring is the time of plans and projects. Margret Atwood had in her book, Bluebird s Egg, In the spring, at the end of a day, you should smell like dirt. It is unknown if the people shown in the photograph that was shot in the 1880s, smelled like dirt. But many people, even today, enter into and emerge from spring smelling like dirt. Many of those people are farmers who welcome the work that they have assigned themselves as they return to the soil to plant another year crop rotation. Rose s Boathouse in the late 1880s was a popular conveyance for people who chose a different path to go from the east shore to the west shore of the Kishwaukee River. Rose s Boathouse was the site of and likely the beginning of many a springtime romance in Belvidere and Boone County. Rose s Boathouse also might have marked the start of many marriages in the county. But, the late 19th Century was a very different age than what many identify as the Modern Age of today. Many people today are so filled with a zeal that only they found the answers to so many questions that evaded prior generations. The hubris of such a view is humorous but for the fact that so many believe this myth. Hundreds of people and lovers took the time in the late 19th Century to enjoy the time they had with each other to row a canoe on the river and to gaze into their eyes knowing Windfarm Text Rewrite By James Middleton Comparisons have been drawn between the mythological character of the Phoenix and the periodic return of efforts to revise Boone County zoning law through a text amendment to refine language governing wind-turbine energy projects in the county. This matter has occupied dozens of hours and multiple days and weeks of consideration dating back over many years. The first effort to site a wind-turbine power project in Boone County was rejected by the County Board in the early years of the new Millennium. A later effort arose in response to federal grant opportunities for those that sought to create wind-power projects. The State of Illinois also enacted law that was favorable to the creation of such projects in the state. During this long process there have been many that voiced their opposition to the creation of a wind-power generation projects. Some of those opposed have been opposed to all such prior projects. In January the Boone County regional planning commission evaluated a proposed text amendment that that no other eyes existed. This willingness to take time to enjoy the season and each other sustained into the earlier years of the new 20th Century. And, so it continues for some lovers today, to be certain to take the time to give what they both want to fulfill each other. These are old ideas that have sustained even though the years, the decades, the centuries and the eons have lapsed. For some that view these ideas, there are some emotions, some motivations and some realizations of satisfaction that do not falter or waiver because of an age or a cultural tradition. The ideas presented by Shakespeare in his tragedy, Romeo and Juliet have a place in today s culture as much as the other relationship that was presented in his other tragedy, Macbeth. Yet, certainly Shakespeare s view of love and the season of spring is as relevant to those that live in the world today as it was when he put ink to paper almost 400 years ago. The author Ernest Hemingway knew about spring. Some of his best fictional works were set in the spring. His first published longer work, The Torrents of Spring was set in Paris in the spring. His later collection of autobiographic essays, Manifest Destiny was set in Paris and the pieces seemed to arise in the perpetual spring that identifies Paris to many who have visited the city regardless of the season. In Manifest Destiny, Hemingway wrote: When spring came, even the false spring, there were no problems except where to be happiest. The only thing that could spoil the day was people and if you could keep from making engagements, each day had no limits. People were always the limiters of happiness except for the very few that were as good as spring itself. And so it is with spring. People can make a spring day memorable, if they are in love with each other or even if they just enjoy the pleasure of their company. People can also banish a day of true spring fever to merely another day or worse. The ability to enjoy a spring day does depend upon being with those very few that are as good as spring itself. would expand the setback requirement for wind-turbines from adjoining property owners and from roads and thruways. The proposed text amendment to the county code would require a ½ mile distance to separate windpower generating towers from adjoining property lines. The former chairman of that commission, David Bippus, advanced the idea that the language in the text amendment would, effectively, bar wind-turbine projects to arise. The result of that meeting would have advanced the question to the Boone County Zoning Board of Appeals (ZBA) meeting planned for the end of January. But, the applicants seeking to enact the text amendment asked that they be allowed to revise their application and delay their appearance. That request was granted. In the interim, the application was revised and a law firm representing the wind turbine industry sent a letter to the county arguing their opposition to the text amendment. In the time since the planning commission January meeting, the chairman was replaced. Mr. Bippus is gone and in his place is Tony Savino. Mr. Bippus voted against the text amendment while Mr. Savino voted in favor. Other positions on that body were also changed and in their February meeting, the commission approved the proposed text amendment. Now, the law firm representing the probable applicant for a wind-turbine project to arise in the county, Mainstream Renewable Power, has sent another letter to the county explaining their position and arguing, the proposed text amendment is in violation of the Illinois Constitution. The law firm of Schain, Banks, Kenny, Schwartz, LTD of Chicago wrote on February 20, The new language in the proposed text amendment does not cure the constitutional invalidity of the prior language and the new provisions will prohibit development of wind energy projects in Boone County. The lawyer who represents Mainstream in the matter, James R. Griffin, added in the same paragraph, Accordingly the objections previously raised in my January 23, 2015 correspondence apply to this new proposal and Mainstream therefore opposes the new text amendment application for the same reasons. An effort was made to contact counsel representing the applicants of the text amendment to obtain their comment on the letter from Mr. Griffin but we were unable to make contact. In a previous contact with counsel to obtain a response of the first letter from Mr. Griffin, counsel said they would not comment on ongoing litigation. The text amendment asks that the County Board approve a revised setback for wind-turbines from adjoining property lines to a distance of 2,650 feet or ½ mile. Mr. Griffin wrote, because of that requirement, a wind-turbine host parcel would need in excess of one square mile of land to site a project. 2 2 March 6th., 2015 The Boone County Journal In Our 19th Year Public Notices and Common Sense Savings As the Illinois Legislature searches for ways to provide taxpayers relief, everything must be on the table. That is why I have introduced House Bill 261, which will remove the state unfunded mandate requiring local units of government to publish public notices in newspapers. HB261 will save local units of government and taxpayers money by allowing public notices to be placed on government websites instead of in newspapers. I believe this is a common sense reform that increases government transparency. Local governments can easily spend tens of thousands of taxpayer dollars on these publications. The internet is a more cost effective approach and allows everyone increased and continual access to information. This is the 21st century after all. The least we can do is bring our requirements up to the 20th century. Your tax dollars are paying for a service that local governments can provide at no cost. That is called waste. One quick example that happens all over Illinois: Boone County spent over $17,000 in 2013 on assessment publications for property taxpayers who had an assessed value change. That s $17,000 to publish assessment information. Currently, a resident receives notification in the mail of changes in assessed value and Boone County has property assessment information on their website every day. We should not financially punish local governments that are accountable and transparent to their taxpayers; therefore, why do we require local governments to pay more to put this information in the newspaper that will be published and viewable only once? The answer is the newspapers lobby. Yes they have lobbyists in Springfield looking to get their cut of taxpayer money. The newspaper lobby claims they are increasing accountability and transparency by fighting for these types of notices to be filed in the paper. Articles written by some journalists claim my proposal will decrease government transparency. That is utterly false. The only thing that will be affected is the profits of newspapers. It s not the taxpayer s responsibility to keep newspapers afloat. If we are being serious, how many of us are avidly searching their local weekly newspaper to find a fire protection district budget, school annual statement of affairs, taxpayer property id numbers, etc.? If you miss it, it is not printed again, whereas if the notice was posted online it would be available all the time and readily available for public viewing. This legislation is a step in the right direction. Local governments will continue to operate in public and save taxpayer dollars. As Illinois local units of government face more possible cuts due to budget pressures, I call on the newspaper lobby to think of the taxpayers and be fair and practical. We welcome future transmissions. We choose here to respond to the assertions advanced by him because we believe his Letter and his proposed legislation deserves a reasoned response. The Representative makes assumptions that exhibits weak thinking that is often espoused by those that are illinformed who advance a dogma without holding facts to support their position. If the Representative had solicited ideas from his constituent in the industry, The Journal, he might have benefitted from a different perspective. One of his assumptions fails to consider the impact of reduced notice being provided the public if a choice between newspaper publication and Internet transmission is granted to municipalities. The Journal is a free newspaper and available at multiple outlets across the region. The Representative ignores the fact that thousands of people read this newspaper every week but many thousands would not choose the Internet to find an archived public notice. The real purpose of newspaper publication that was recognized in English Common Law and in Colonial America is that people read newspaper and newspapers are where people go for vital information and public notices. These are realities that the Representative ignores. Another assumption follows with the Representative advancing the misguided opinion that publication on the Internet carries the same impact as newspaper publication. He assumes that Internet archiving reaches the same audience as newspaper advertising and will therefore accomplish the same degree of notice when none of those assumptions are borne in fact. This legislation, if enacted, will not lead to greater transparency but will serve to shut the door to governmental transparency. Further, there is one central state website where all municipal public notices published in newspaper are found. This website was established by Illinois newspapers and is required by law and compliance. This website is funded and managed by Illinois newspaper. There are thousands of websites across the state where municipal agendas and meeting minutes are found and all are required to be published by the municipality. There is, however, less than 60 percent compliance by these state municipalities. The task to plow thousands of websites to find specific notices from a specific municipality would be daunting. Yet, the Representative can only suggest that HB #261 will lead to wider transparency without any tangible support for that contention. The Representative then criticize the publication of assessment records in this newspaper that cost $17,000. However, the context of the Representative s argument suggests taxpayers obtain no benefit from publication of assessment records and to use newspapers for this purpose is an abuse of a state mandate. Verifiable calculations made by this newspaper suggests that a charge of $20 per citizen in Boone County would be sufficient to purchase 40 years of legal notices for every legal notice required of every city, village, school district, township and taxing body in the county. That is a small price to pay to sustain the full countywide coverage that remains available through newspaper advertising of municipal notices. The Representative then claims to have found a scapegoat to shield his purpose from view by blaming the newspaper lobby for opposing this misguided Bill. He is practicing the same thinking that has been used whenever the substance of an elected official s argument collapses. To save face, he shifts the focus to a scapegoat and claims They are the problem. The Representative claims that newspaper profits will be the only negative impact if his Bill becomes law. The Representative ignores more than two centuries of settled law that has held that proper and complete public notice must occur through a system available to the general public in a newspaper of local coverage. This is not to say that Internet notice should not be added as a reasonable option to inform the public. This newspaper supports use of Internet and newspaper notice as a more complete means to accomplish that goal in the 21st Century. But the Representative suggests, with no evidence to support his contention that municipalities will opt solely to provide public notices on the Internet and thereby expand transparency. To rely on the Internet to provide sufficient legal notice would be an act of malfeasance on the part of local government and would not accomplish what should be the overriding goal; to provide adequate, reasonable, permanent and sufficient public notice to all taxpayers. The Representative should have consulted Illinois law, English Common Law and to have queried his constituents before he exhibited such poor thinking by forwarding what was presented in HB #261. For a mere newspaper, that in the opinion of the Representative is solely interested in profits, to expose such a collection of misguided assumptions should also be reason for this Representative to reconsider the substance of his argument. I believe the key factors in being an Alderman are being; responsible, accessible, caring and zealous- being enthusiastic about the community you represent. When elected I will work hard to maintain the trust of the people. As an Alderman I ll be active and involved, asking questions, reading council packets and gathering information to make good decisions for Belvidere. I will make myself accessible by continuing to participate in community activities, have ward meetings and write Letters to the Editor about city government. In a few days our door to door campaign will begin. Ward 1 residents will be able to meet me and spot me- the guy with the red hat.

3 In Our 19th Year The Boone County Journal March 6th., Deepening a Rut It is unfortunate to watch as respected public officials risk the destruction of their credibility in front of those that believed in them, that supported them and that voted for them. But Illinois residents have seen this drama repeated by four out of the previous nine governors who went to federal prison to answer for a variety of offenses. No criminal activity has been found to have occurred in county government but residents are watching the slowmotion political demise of local legislators as they diminish their credibility. This is a disheartening display of misguided hubris. A few inside and outside county government are disabled by inflated egos trying to enact legislation that addresses only their narrow perceptions. The Windfarm Kabuki Dance is an example. Now, the activity of members of an Ad-Hoc Committee convened to write a county code text amendment to manage the boarding and breeding of dogs has aroused the eye of the Illinois Attorney General. The AG is investigating the committee to determine if they violated the Illinois Open Meetings Act when the group met on January 14. No one is going to break a sweat if local elected official violate the Open Meetings Act, but perhaps they should. Conducting the business of the people behind closed doors violates the Illinois Compiled Statutes, the US Code and the US Constitution. To recount a list of the potential violations of law and ethics meets no practical end. But the major problem that fosters this alleged activity is the proliferation of like-minded people striving to run county business to meet the approval of one leader. Little or no qualifications, for example, are given for why appointees will serve other than the chairman wants to make the appointment. One example of this policy was seen when the chairman appointed the son of a former County Board member to chair a vital committee to oversee zoning law. No qualifications were given for why this person was appointed, other than the chairman wanted him to serve. What is most disheartening about this Ad-Hoc Committee is how they operate. A county legislator was appointed by the Board chairman and he announced in a letter to his colleagues that he thought the committee did not need to abide by the Open Meetings Act. The county state s attorney has a different opinion and has informed the committee of such. Further, the legislator proclaimed that the committee members should not disclose where or when they will meet to avoid the interference of others. The context of word interference should read the press and anyone that would question the motives or the policy of the committee members. The apparent vision of the Board chairman and his pals seems to support the premise, that county government is better managed when everyone supports the same policy. However, as far as the chairman and his pals seem to be concerned, questions need not arise when everyone agrees. Many elected officials over the decades have acted in a similar manner. It is unnecessary to identify them as anyone with a recollection of history can draw those names and their policy to mind. However, local taxpayers should remember, the philosopher George Santayana warned in his book The Life of Reason, Those who cannot remember the past are condemned to repeat it. It is incumbent on Boone County citizens to end this policy of favoritism that has marked this current County Board. America is a democratic republic but local taxpayers should not bend to the whim of a narrow few that promotes that all power must be vested in the vision of one leader. The current state s attorney has commented that the question if an ad-hoc committee must abide by the Open Meetings Act is a gray area. The language of the law does not use specific words to identify policy regarding adhoc committees. However, there is a spirit in law and a county appointed and a county affiliated committee that has an elected official advising colleagues not to disclose meetings dates and meeting sites to avoid interference should arouse concern. Taxpayers can appeal to the County Board by using committee meetings as a forum to ask Board members why this policy sustains. Taxpayers should not allow their apathy to blindly fund a one-minded government that has members engaging in behavior that solicits the Illinois Attorney General to investigate if the body is violating the law. This closed governmental policy should not be perceived as an idle triviality. Most governments have sought to function behind closed doors and some have done so with success until it became necessary for the people to open the doors and kick the scoundrels out. The current condition of Illinois government is reason why closed governments must no longer exist. Boone County residents should not make the same mistakes that have been made for decades in state government. Citizens must be willing to speak out when improper activity is discovered. In the first 27 months of operations there were over 19,182 terminals that reported $ million in net terminal collections. Of this total, approximately $243.1 million went to the state s Capital Projects Fund and $48.6 million went to local governments where the machines were located. In 2014 Cook County had the most video gaming terminals despite the fact that the City of Chicago has continued to ban video gaming. Winnebago County was second and Kane County ninth in number of terminals. The number of terminals state wide would be higher but for the number of communities that continue to ban video gaming in their areas. The growth trend in number of terminals appears to be plateauing. As Illinois video gaming numbers continue to increase, Illinois riverboats have lost adjusted gross receipts with the exception of the new casino in Des Plaines. Eight of the ten Illinois casinos had reported losses greater than 12 percent since the calendar year Overall, citizens continue to spend more money statewide each year on gambling, a figure that totaled $2.14 billion last year. Whether you oppose or support video gaming, it has added significantly to the tax revenue for local units of government that do not have riverboats and to the establishments that have licenses. The first proposed text amendment language was not specific to offer adjoining property owners the option of selecting a waiver from the County Code that would not require the ½ mile setback to apply. Mr. Griffin wrote, Although the new text amendment includes a provision that allows a Participating Landowner to partially waive the property line setback requirement, this change will not save the proposed ordinance. He argued that land use rights cannot be contingent on receiving special permission from a neighbor. Mr. Griffin also wrote that protected property rights are not dependent upon choices of neighboring property owners. He identified such a situation as enacting law that is dependent upon whim and caprice that was language found in Drovers Trust and Savings Bank v. City of Chicago, 18 ILL.2d 476 (1960). Mr. Griffin then proposed, The text amendments are contrary to Illinois law. He wrote that wind energy projects are a permitted special use in Boone County agricultural districts. Further, wind energy projects are also deemed to be compatible with other agricultural uses. He explained, Inclusion of a special use within a zoning ordinance is tantamount to a legislative finding that the special use is in harmony with the general zoning plan and will not adversely affect surrounding property. He concluded, This legal principle is violated by the new text amendment. In conclusion, Mr. Griffin asserted, Boone County does not possess the legal authority to prohibit wind energy projects in the county and the amendments are therefore illegal and unenforceable under Illinois law. Mr. Griffin provided legal sources that attested to, zoning ordinances are impermissibly exclusionary if a regulated activity is prohibited and second, the state legislature has not granted zoning authorities the right to wholly restrict a lawful use within its boundaries. The summary of the letter requested that the ZBA deny approval of the proposed text amendments in Case No It is uncertain how the ZBA will vote or if a vote would come in an immediate or near future meeting. A first presentation of a revised text amendment from the applicants could arise in the March ZBA meeting. However, in previous efforts for similar text amendments to be enacted, the public hearing portion of the ZBA meetings extended over many months. Again, efforts were made to contact counsel representing the applicants requesting the enactment of the text amendments but we were unable to make contact. The final decision on this matter, if the proposed text amendments would be enacted into the Boone County Zoning Code vests under the authority of the Boone County Board. When a previous text amendment proposing a reduced setback distance came for final approval the vote on the question was a tie vote of 6 favoring the language and 6 opposed to the change. Because of the tie vote, the measure failed. With the failure of that effort, the existing setback requirement in the county code was sustained. But, there is so much about this venue that stands alone and to identify the museum as one-of-a-kind is to not do justice to what is now created and being expanded. The flamingo pink colored building and the large steel abstract flamingos that identify the driveway separates the venue from any other building lying along Tamiami Trail or US Route 41. The museum is easy to find as it is located adjacent to another one-of-a-kind institution, the Ringling School of Art and Design. The museum itself is only part of what visitors see and remember when they come to enjoy an afternoon of whimsy. The venue opens during the winter season Thursday through Sunday from 1 p.m. until 4 p.m. But, beyond the museum where an eclectic collection of fine art images and smaller sculpture is available to view, there is the garden. When I saw the garden and yard, the founder, Marietta Lee said, I knew this would work. Though the museum was opened in 2006 Ms. Lee and her staff have not remained idle. They are moving forward with a major expansion that was announced earlier this winter. The plans call for the construction of a new building that will serve as an art conservatory where many new works will be exhibited. They also plan to construct a major addition to their existing structure where they will have a large retail area and a dining facility. The new project, the new building and the addition will have more than 2,000 square feet in each new facility, Ms. Lee added. The art conservatory will allow then to have larger art shows. Inside the museum visitors are met by volunteer workers. Some serve as guides and others answer questions. Still, there are others dressed in costumes of their own creation O U R N A L just to add to the Whimsy. The idea of whimsy was created by Ms. Lee to add to the uncertainty that visitors might recognize when they enter into a world they never imagined. They will also see a large and varied collection of art, primarily produced by Ms. Lee artists from across the nation and elsewhere in the world. Ms. Lee said, I knew I could not afford to buy works from deceased artist. She suggested that the work of artists that no longer existed would cost too much but works from living artists provided a valuable focus for the museum. This decision also marked the museum as even more unique and a venue only of its kind. The lady of the house, Ms. Lee who had lived in Florida and had a career as a care-giver. She is native to Connecticut and moved to Florida where she pursued her education and earned a degree from the University of South Florida. She later moved to Kentucky to work as an EMT, a registered nurse and a paramedic. Then, one night and an incident PUZZLE answers on page 11 changed her life. She was volunteering when she and her partner were called to the site of a plane crash. Ms. Lee said, All five people were dead. There was no one to assist. The next day she took paper and pencils and began to depict what she had seen and the artistic effort lifted her spirits. Lifting spirits is a large part of what Ms. Lee wanted to do. She returned to college and earned a degree from Eastern Kentucky University and followed with another degree in Florida from the Ringling College of Art and Design. In between she returned to Connecticut to aid her parents as they reached the end of their lives before she returned to Florida. The idea for the museum actually began in Connecticut but the cost of real estate there made finding a site difficult to manage. She turned her attention to Sarasota, Florida and Marietta Museum of Art and Whimsy was begun. The museum is named in honor of her mother, grandmother and her niece. After relocating the assets of the original non-profit museum to Florida and spending time and money to remodel and improve the site, the museum opened their doors in In just this short period of time the museum has entertained and educated many thousands of visitors every year and the collection is expanding all the time. Soon, in perhaps a year and a half, the museum and attending buildings will expand. Ms. Lee said the process of finding and acquiring art to expand the collection is often one of talking with artists, getting references to other artists and moving around the country. This is one of the aspects of the process of running the museum that in most rewarding for Ms. Lee. Outside the museum is a large garden with paths that allow the visitors to idle by sculpture, benches to sit and look at objects that one might not expect to find at an art museum. Any visit to Sarasota, Florida is not complete unless a visit to the museum is on the agenda. The focus of the museum is to have items and art that is uplifting, Ms. Lee said. We are always looking for fun stuff, she added and fun stuff abounds in the lush gardens and within the walls of the Marietta Museum of Art and Whimsy.

Illinois Law Now is an ongoing series of short answers to common legal questions by the Illinois State Bar Association and Illinois Press Association. Question: Is mediation required in Illinois divorce cases? Answer: Mediation is not required if a divorcing couple reaches an agreement outside of court. In instances where no agreement was reached, the court can order mediation on contested matters that may include custody, visitation and financial issues. A lawyer can explain the rules for mediation in your county. Question: When does the new state law establishing a retirement savings program for workers go into effect? Answer: Starting on June 1, 2017, most Illinois residents who work for small, privately-owned businesses without a retirement plan at work will be automatically enrolled in an individual retirement account funded through a three percent payroll deduction. Individuals can opt out or change the deductible. The business they work for must have been in operation for at least two years and have a minimum of 25 employees. Companies can decide to work with private entities or join the newly created Illinois Secure Choice Savings Program. Answer: Illinois immunity laws protect local governments from liability for injuries on most public property intended for recreational use, including parks, playgrounds, open areas, buildings and other facilities. Employers must also be mindful of anti-discrimination laws which prohibit them from requiring vaccinations based on religious or medical grounds. Answer: A new Illinois law which went into effect January 1, 2015, requires schools to investigate reports of cyberbullying, even if the incidents happened outside of school or school hours. Another new law prohibits schools from accessing a student s social media accounts unless officials believe a site contains evidence that the student violated a school s disciplinary policy. Question: I have changed my gender identity and along with it, my first name. What are the legal issues associated with a name change? Answer: You must get a court order to legally change your name. You would need to file a petition in the circuit court in your home county. After a court hearing, the judge will sign an order that states your new name. This court order can be used to document your new name when you are asked for personal identification documentation. Filing fees, procedure and pleading forms vary by county and can be obtained by contacting the clerk for the circuit court of the county where you reside. For help with the process and other relevant information, consult with a lawyer. Question: Must a landlord give notice to a tenant who is behind in his rent before beginning eviction proceedings? Answer: The landlord must serve a five-day notice to the delinquent tenant, after which he or she may begin eviction proceedings. If the tenant pays the rent within those five days then the landlord must halt the eviction. However, the landlord is not required by law to accept rent that is less than the exact amount due. If a landlord wishes to terminate a lease because of a violation of the lease agreement other than for non-payment of rent, he or she must serve ten days written notice to the tenant before eviction proceedings can begin. Question: I was in a car accident and the other party was at fault. The other driver s insurance company wants me to sign paperwork before they will agree to settle my claim. Should I sign or consult a lawyer? Answer: The paperwork, typically referred to as a Release, has the terms of the settlement agreement with the at-fault party and their insurance company. In exchange for receiving monetary compensation, a signed Release means you promise not to further press your claim against the at-fault party. Once you sign a Release, you can rarely, if ever, collect any additional monies from the at-fault party or their insurance company even if you continue to incur additional medical bills. Your best bet is to have a lawyer review the terms of the Release form. Question: How do I know if a work-at-home business opportunity is legitimate? continued next page
