4 OUR TEAM PETER CHAPPELL - Director Peter is widely acknowledged as one of Australia s foremost Urban Design practitioners. His intuitive and experience-based approach to master plan and subdivision design, coupled with a clear appreciation of market trends, has always ensured CLE maintains a strong design focused culture and drive to produce practical, contemporary and liveable design outcomes. TONY LAMBERT - Director Prior to joining CLE in 1988 Tony worked in senior planning positions in State and Local Government and as deputy member of the Town Planning Appeals Tribunal for 7 years. Tony s strong statutory background and communication skills have ensured CLE not only produces best practice planning design, but has the capacity to provide the support necessary to deliver timely approvals. IAN EVERETT - Director Ian has been with CLE for 14 years and as a Director of the Practice since Prior to this Ian spent 6 years in planning consultancies elsewhere and 7 years as a statutory planner with the then Western Australian Town Planning Department. He has wide ranging planning expertise encompassing the fields of statutory planning, structure planning and subdivision design, and is the lead planner in a diverse portfolio of large projects where the application of multiple skills and expertise are especially beneficial. JANE BENNETT - Director As a new director of CLE, having joined in 2004 following local government experience, Jane has an excellent background in dealing with the statutory implementation of major projects, including structure planning, subdivision applications and detailed area planning for large scale greenfield developments as well as infill projects. Jane also has strong skills in project coordination, negotiation, presentation and facilitation, reinforced by her recent completion of a Master in Business Administration. MALCOLM MACKAY - Senior Urban Designer Malcolm joined the practice as a specialist urban designer in 2003 after working as a key member of the Urban Design and Major Places Unit at the then Department for Planning & Infrastructure. An Architect by background, Malcolm is widely regarded as one of Australia s leading urban design practitioners. He has a strong background in retail and town centre design, structure planning, urban revitalisation, workshop facilitation, and the integration of land use, transportation and built form. 2

5 OUR TEAM PHILLIDA RODIC - Senior Associate Phillida has extensive experience in statutory and strategic town planning in both local government and consultancy. As City Planner for the City of Stirling for 10 years she has coordinated a number of major planning initiatives including multi-million dollar revitalisation projects, developing excellent project management, coordination and communication skills to complement her strategic ability and statutory knowledge. ELENI THORMAN - Senior Associate Prior to joining CLE Eleni held a range of local government planning positions, with a focus on the statutory implementation of projects, including preparation of District Planning Schemes, development and subdivision assessment, and negotiation. Eleni excels in project coordination and the preparation of Detailed Area Plans, Structure Plans and Town Planning Scheme Amendment documentation. Eleni s project portfolio includes implementation of major master planned communities, infill projects and transit oriented development precincts. CAMERON LECKEY - Senior Planner Cameron brings extensive experience in both regional and metropolitan planning in Western Australia. Cameron has expertise in all aspects of statutory planning, with particular skills in development and subdivision application assessment, SAT reviews, cultural heritage planning, preparation of local planning schemes and amendments, and preparation and review of structure plans including development contribution plans. Cameron also has extensive experience in local government planning reform, and the delivery of complex multidisciplinary projects. STEPHEN CARTER - Senior Planner Steve joined CLE in 2010, bringing experience in statutory and strategic planning in local government and at the East Perth Redevelopment Authority. Steve has strong knowledge in the assessment of major development applications and subdivision applications, scheme amendment documentation, the preparation and review of structure plans and design guidelines. With qualifications and experience in mapping and survey in Australia, Europe and the United States, Steve has excellent project management and communication skills, critical to the implementation of complex urban development projects. BRIDIE HOWE - Senior Planner Bridie has recently joined CLE bringing strategic and statutory experience in regional and metropolitan local government from WA and interstate. Bridie s previous roles at the City s of Mandurah and Fremantle have provided a strong background in the implementation of complex Greenfield/Brownfield projects in coastal settings. Bridie has extensive experience in development and subdivision application assessment, preparation of strategic local planning scheme amendments, structure plans, detailed area plans, and infill developer contribution plans. Bridie s effective project coordination and communication skills add significant value to multi-disciplinary teams. Bridie also draws on significant overseas travel to Europe, USA (east coast), China, Bangladesh and South East Asia. 3

6 OUR TEAM TECHNICAL Our drafting staff are proficient in AutoCAD, Microstation and manual drafting as well as the preparation of computer and freehand presentation displays. The Practice has the most up-to-date computer software programs which, coupled with an in-house plotter and other production equipment, enables staff to produce state-of-the-art graphic presentations and reports. DESIGN SUPPORT TEAM Mark De Cruz, Naomi Antenucci, Tina Wilson & Belinda Griniunas. The key to successful and timely delivery of quality plans is a collaborative relationship between the skilled urban designer and the Design Support Team. CLE are very fortunate to have an exceptional group of passionate staff with varied background and skill sets. Mark De Cruz has a background in surveying and an extensive knowledge of AutoCad and Microstation systems. Mark also remains at the technological forefront to ensure we have the best possible tools to deliver exceptional plans. Naomi Antenucci has a background in computer design and strong hand drawn presentation skills given her artistic background. Also an artist, Tina Wilson brings a graphic flair and creativity to our work while Belinda Griniunas adds her diverse graphic and AutoCAD skills to our exceptionally talented graphics team. ADMINISTRATION SUPPORT TEAM Barbara Davies, Allison De Amicis, Sally Booth, Nicole Poulton We have a committed administrative support team that ensure we deliver professional service of an exceptional quality. Executive Managers, Barbara Davies and Allison De Amicis, have both been with the Practice from its early years, adding significant value in office and project administration. Executive assistant Sally Booth and Receptionist Nicole Poulton provide valuable support to our planning and design team. 4

7 BACKGROUND SKILLS The combination of broad individual skills enables CLE to produce planning outcomes for Clients which are realistic, commercial, and incorporate contemporary design philosophies. Importantly, all plans produced are capable of being approved through the complex planning processes within the statutory timeframe. LANDMARKS Our team has been responsible for the planning of many landmark urban estates which have achieved unparalleled excellence in the marketplace. The Principals are very aware that for an estate to be successful it must be attractive to the purchaser, demonstrate best practice in land development, satisfy authority requirements and most importantly, maximise financial returns to the Client. RE-PLANNING A significant proportion of the work carried out by the practice has involved the re-design of master plans and subdivision layouts produced by other consultants, to produce a more viable product that meets statutory requirements and one which is acceptable to the community. Projects in this category include the Madora and Florida Projects for the Perry Group, Sanctuary Waters, Mindarie Keys, Vale, Henley Brook, Austin Cove and Meadow Springs. TEAMWORK Importantly, due to the large scale of our projects, CLE is consistently working within a project team structure and hence has an excellent understanding of how these operate for the maximum benefit of the Client. We also appreciate the needs and requirements of other consultants such as engineers, landscape architects, environmental scientists and others, effectively integrating the input from a multidisciplined team. AWARD WINNING In summary the Practice has been responsible for more landmark and awardwinning estates than any other Town Planning and Urban Design Consultancy in Western Australia and maintains a strong local focus achieving the best financial outcomes for our Clients. Our Brighton project has been cited internationally as part of the 2001 Award from the prestigious Congress for the New Urbanism in the United States and in 2004 was awarded nationally for Urban Design, Plans & Ideas by the Planning Institute of Australia. CLE is responsible for between 20-25% of greenfield subdivisional work in Western Australia. 5
