3 What is a Zoning By-law? Detailed municipal by-law Section 34 of the Planning Act Regulates: Use of land and buildings Location, height, massing and character of buildings & structures Implemented and enforced by the Township Building permit process

4 What is the Purpose of the Project? Prepare a new Zoning By-law for the King City Urban Area New Zoning By-law for Schomberg s Urban Area is being completed concurrently Follows the new Zoning By-law for Nobleton s Urban Area (Final Draft April 2016)

6 Why Prepare a New Zoning By-law? Current Comprehensive Zoning By-law was prepared in 1974 Opportunity to modernize, improve and clarify the Zoning By-law Ensure conformity with the King City Community Plan Address other issues as identified through this process

8 Existing Zoning - Overview The Township is subject to Comprehensive Zoning By-law as amended Much of the Township, including King City, is subject to Zoning By-law , which implements the Oak Ridges Moraine Conservation Plan

9 Existing Zoning - Overview The contents of the current Zoning By-law is similar to many other Zoning By-laws in Ontario: Administrative Provisions Definitions General Provisions Zoning Maps 21 Zone Categories with permitted uses and lot and building requirements

King City Community Plan Conformity The King City Community Plan (2000) is the current land use policy plan for King City Including OPA 540 the Oak Ridges Moraine Conservation Plan Amendment Outlines goals, objectives and policies for land use, servicing, natural heritage conservation and other matters The Zoning By-law must conform to the policies of the Community Plan

14 2. Facilitating Appropriate Development in the Core Area Community Plan envisages a mixed use, vibrant Core Area Development is to be in keeping with the character of the community Max. 3 storeys and maximum density requirements Core Area Design Guidelines (2006) provide more detailed direction

Conserving Character in the Mature Neighbourhoods Existing residential areas are designated by the Community Plan Development is to be compatible with the character and density of the area However, most of these areas are zoned R1 and subject to the same lot and building requirements Holding a mature neighbourhoods workshop on June 29, 2016 (RSVP only) Explore the issue and the zoning options

Conserving Natural Heritage & Managing Natural Hazards Need to ensure the Zoning By-law appropriately protects natural heritage areas through zoning Ensure that development is not permitted within hazardous lands and sites Consultation will be undertaken with TRCA to explore any issues and options

25 7. Other Considerations Two options for developing the King City Urban Area Zoning By-law will be considered: 1. Separate comprehensive Zoning By-laws for the three Urban Areas; or 2. A combined Urban Areas Zoning By-law Integration with the King Township Official Plan Review Source Protection Plan Implementation
