The scientific program of ICSS is set up by an international program committee consisting of the Surface Science Division Committee and a number of surface scientists nominated by the host country. The Division co-organizes with the European Physical Society the ECOSS series: ECOSS-16: 16th European Conference on Surface Science, Genova, Italy, 9th-16th September 1996; ECOSS-17: 17th European Conference on Surface Science, Enschede, Netherlands, 16th-19th September 1997; ECOSS-18: 18th European Conference on Surface Science, Vienna, Austria, 21st-24th September 1999.

3 THIN FILMS The Thin Film Division organizes the ICTF series: 10th International Conference on Thin Films (ICTF-10), Salamanca, Spain, 23rd-27th September 1996; 11th International Conference on Thin Films,(ICTF-11), Cancun Mexico,30th August-4th September 1999; The division organizes the EVC series. EVC-5, European Vacuum Conference: 23rd to 27th September 1996, Salamanca, Spain (organizer ASEVA); EVC-6, European Vacuum Conference: July 1999, Strasbourg, France (organizer SFV); EVC-7, European Vacuum Conference: 2001, call for bids issued. 14 TH INTERNATIONAL VACUUM CONGRESS The major thrust of the Divisions in this triennium was to prepare for the14th International Vacuum Congress (IVC). Potential session topics were chosen and invited speakers for the chosen session topics were arranged. 4 IUVSTA HIGHLIGHTS SEMINARS The Highlights Seminars were held in Debrecen (Hungary) on May 26th, The Divisions highlighted the scientific activity in their own area of interest. The speakers were D.E.Sykes, G.E.McGuire, J.Murday, G.G.Lister, J.H.Weaver, R.P.Howson., A.Korhonen and R.Childs. EDUCATIONAL ACTIVITIES THIN FILMS The 2nd IUVSTA Workshop on Thin Film Physics and Technology was held in conjunction with the ICTP in Trieste. The 3rd Workshop is planned in The Division co-operates in the IUVSTA Visual Aids program. A bibliography of textbooks related to vacuum has been placed on the Division s Web pages (courtesy of Prof. B Kendall, USA. OTHER ACTIVITIES The Division acts as IUVSTA liaison representative on the ISO Technical Committee TC-112 on Vacuum Technology. WELCH SCHOLARSHIP Chair: U.Valbusa, Secretary: M.G.Barthés-Labrousse, Administrator: B.Westwood, Treasurer: R.Whetten, Trustees: F.Van der Veen (to 1996), A. Flodstrom (to 1997), M. Szymonski (to 1998), W.Sproul (to 1999) J. O'Connor (to 2000),), L. Westerberg (to 2001), The scholarship is offered to a promising scholar who wishes to contribute to the study of vacuum science, techniques or their application in any field. The scholarship is awarded to encourage international cooperation by making it possible for the winner to spend a year in a research lab in another country. The scholar is selected annually in May by four Trustees from applications which include a summary of the proposed research project and the agreement of the proposed host laboratory. The 1995 scholar, Wei Yang, from China studied Surface Studies of Chlorine on (100) Si in the USA. The 1996 scholar, Helmut Ofner, from Austria studied Study of the Surface Chemistry of Hydrocarbon Radicals and of Carbonium Ions on Metal Oxide Surfaces in the USA. The 1997 scholar, Sasha. Gorer, from Israel studied "A Hybrid Electrochemical- Chemical Approach for Synthesis of Luminescent Semiconductor Nanocrystals" in the USA. The 1998 Scholar, Michael Keidar, from Israel is now in the USA to carry out a project on "Plasma Jet transport in Curved Magnetized Duct".The1999 Scholar will be selected by the Trustees during May, 1998 so that the research project can begin in the Fall. IUVSTA PRIZE At the beginning of this triennium, the EC voted to establish the IUVSTA Prize, with the purpose "To recognize and encourage outstanding internationally-acclaimed research in the fields of interest to the International Union for Vacuum Science, Technique and Applications (IUVSTA)". The Prize, consisting of a cash award, a struck medal and a certificate setting forth the reasons for the award, will be conferred at intervals of not less than three years. The president appointed T. E. Madey as chair of an ad hoc committee to draft a protocol for submission of nominations, to establish procedures for selection of the prize winner, and to initiate fund-raising to endow the award. The protocol was prepared and circulated widely (see IUVSTA www site), and administration of the award was put under control of the STD

5 Director, Ugo Valbusa, with guidance from the Welch Committee. A design for the struck medal was chosen, and agreement was made with Thomas Fattorini, Ltd (GB) to produce the medal. It was decided to seek sufficient funds to endow the award in perpetuity. Vacuum equipment manufacturers worldwide have been contacted, and requested to donate SFR 5000 each. To date, generous donations have been received from ANELVA; Balzers and Leybold Holding AG; Intevac; OMICRON Vakuumphysik GmbH; Osaka Vacuum; Physical Electronics; ULVAC; SAES Getters;TAV; Varian Associates; VAT. A number of excellent nominations were received, and evaluated by a committee appointed by the STD Director, including U. Valbusa, J. Weaver, D. P. Woodruff, and A. Yoshimori. The committee recommended that the first IUVSTA Prize be awarded at the IVC/ICSS in Birmingham, September 1998, to Professor Johannes Friso van der Veen of the University of Amsterdam "for his pioneering investigations of surface and interface structure, disordering and melting through the development and application of Medium Energy Ion Scattering and Surface X-ray Diffraction". Thanks go to the generous donors who have made the award possible, and to the people who participated in fund raising and the selection process: M-G. Barthes, R. Dobrozemsky, T. Madey, J. Robins, M. Sancrotti, U. Valbusa, D. P. Woodruff, A. Yoshimori. We are well on our way to endowing an additional IUVSTA Prize, and hope to raise sufficient funds to award two IUVSTA Prizes at the IVC/ICSS in 2001.
