20 TOWN OF ESSEX PUBLIC HEARING NOTICE Pursuant to 24 V.S.A. Section 4441(d), the Essex Planning Commission has scheduled a public hearing for Thursday, September 25, 2008 at 6:30 PM in the municipal conference room at 81 Main Street, Essex Junction, Vermont. The purpose of the hearing is to solicit public input on proposed amendments to the Town of Essex Outside the Village of Essex Junction Official Zoning Bylaws, effective April 14, 2008 and amendments to the Town of Essex Outside the Village of Essex Junction Official Subdivision Regulations, effective April 14, The purpose of the amendments is to meet the requirements of state planning laws (24 V.S.A., Chapter 117, as amended in 2004) and to comply with provisions in the Essex Town Plan, adopted in April The amendments include minor technical corrections, as well as substantive revisions to Section 6.4(K) of the zoning bylaws regarding the granting of residential density bonuses. The automatic 4:1 density bonus for the construction of congregate housing was removed from Section 4.4(B). Other revisions to the zoning bylaws include clarification of the dimensional requirements for a lot split by a zoning district boundary in Section 2.2(E) and a change in the density calculation relative to slope in Section 6.4(E). A definition of footprint lot was added to both the zoning and subdivision bylaws. The amendments have the potential to affect all areas in Town. Copies of the proposed amendments and the report as required by 24 V.S.A. 4441(c) may be obtained or examined at the municipal offices at 81 Main Street, Essex Junction, VT, the Essex Free Library or the Brownell Library.
