Ontario Municipal Board appeals of both the Central Waterfront Secondary Plan and the city s new official plan continued through 2009/10. Cadillac Fairview s residential plan for the Lawrence Avenue East- Don Mills Road area was arguably one of the most highprofile cases to make it to the board this past year, though the Four Seasons Yorkville Hotel redevelopment that prompted the Ontario Legislative Assembly to enter the OMB fray garnered significant attention as well. A number of large residential developments were before the board in 2009/10. Dufflaw Realty Ltd. and Dufferin Lawrence Investments Ltd. reached a settlement on a massive redevelopment at Dufferin Street and Lawrence Avenue East, 224 King West Inc. launched an appeal for a 45-storey condo next to the Royal Alexandra Theatre, Dorsay Investments Limited and Ontario Inc. won support for an employment land conversion at both the OMB and Divisional Court and King West Centre (II) Corp. settled a case to bring three live/work towers to Liberty Village. On the non-residential side, Home Depot was involved in a rehearing of its appeals for a large-scale retail development at York Mills and Lesmill and the city saw a strong challenge to its contentious Ossington Avenue interim control by-law, which temporarily halted new restaurant approvals on the southern stretch of the street. In our thirteenth annual ranking of Toronto s most prominent planning and development law firms, NRU looked back at the OMB decisions from August 2009 to July The first two spots remain unchanged in this year s ranking, while several firms slipped a spot or two. Meanwhile, two firms made huge jumps in this year s ranking and one independent lawyer climbed into the top 10 without even making the top 20 in 2008/09. CONTINUED PAGE 4 MAYOR FORD S COUNCIL First order of business By Amy Lazar Mayor Rob Ford and council s first business meeting of the term began Thursday with 43 items, of which 24 were swiftly approved. His first key item: abolish the vehicle registration tax and return $60 to each registered vehicle owner. Promising to save taxpayers money at every single council meeting, Ford defended his first move to abolish and reimburse the $60 fee charged annually for personal vehicles when drivers licences are renewed by saying, this is absolutely crucial that we give a break to the taxpayers. Council voted 39-6 in favour of reversing the previous council s October 2007 decision. Opposed were councillors Janet Davis, Sarah Doucette, Pam McConnell, Joe Mihevc, Gord Perks and Adam Vaughan. In 2007, Mayor Ford (at the time, an Etobicoke councillor) voted against it, as did present councillors Paul Ainslie, Maria Augimeri, Mike Del Grande, Doug Holyday, Chin Lee, Denzil Minnan-Wong, Ron Moeser, Frances Nunziata, Cesar Palacio, John Parker, Anthony Perruzza, David Shiner, Karen Stintz and Michael Thompson.
