4 In March of 1997, the School Board imposed a ninety (90) day moratorium on the installation of cellular communication towers and antenna on all District owned properties, to allow staff an opportunity to research how other school districts throughout the state and country may be handling this issue, research partnering with cellular communication companies and directed staff to work with the County and IPARC on establishing a pool of potential sites on which cellular towers could be located, with revenues from such locations being jointly shared by District, County, and Municipalities. In May of 1997, the moratorium was extended for an additional ninety (90) days. May of 1997, the Board of County Commissioners approved a 180-day moratorium on cellular communication towers in the unincorporated areas of the county. June of 1997, the first IPARC meeting took place in order to establish a pool of potential sites on which cellular towers could be located, with revenues from such locations being jointly share by the District, County and Municipalities. Staff s research indicates that, in September of 1997, the School Board extended the moratorium indefinitely on the further installation of cellular communication towers and antenna on existing and future instructional facility sites, including all cellular company requests for installation at instructional facility sites awaiting District and/or jurisdictional authority approval to construct.

10 A statistic from 2009 states that Cell Phone usage in the US has increased from 34 million to 203 million in the last ten years.

11 About 75 percent of 12- to 17-year-olds in the United States own a mobile phone, up from 45 percent in 2004, according to an April study by the Pew Internet and American Life Project, part of the Pew Research Center. And children are getting their phones at earlier ages, industry experts say. The Pew study, for example, found that 58 percent of 12-year-olds now had a cell phone, up from 18 percent in 2004.
