4 THE ISLANDS DISTRICT Introduction The District comprises those islands in the west, southwest and south of Hong Kong Island - from Po Toi in the east to Lantau in the west (except its 1 north-eastern tip) and including Cheung Chau, Peng Chau, Lamma and other outlying islands to the south and south-east of Lantau. The New Territories South Development Office is responsible for the planning of development in the whole Islands District. However, engineering works undertaken by the Development Office are currently limited to only four townships, namely Cheung Chau, Peng Chau, Mui Wo and Tai 0, where rural public housing developments have been built or are proposed. Engineering investigation in respect of these four townships began in 1972 with the adoption of the Government's public housing programme. At present, the afore-mentioned four townships are covered by either development or layout plans which are based on a programme of providing rural-type public housing. Other planning objectives underlying the existing town plans are: to improve the living environment of the local population; to provide land for new development in an orderly manner; to improve access within specific islands; to provide proper infrastructure and suitable Government/ institution/commtnity facilities; and, to preserve the rural cnaracteristics of the areas wherever possible. Development and layout plans have also been prepared for Lamma Island which seek to guide and control future development. A statutory Outline Zoning Plan has been prepared for the South Lantau coastal area with the aim of preserving its scenic value and to enhance its' recreation potential. Layouts have also been prepared for some areas in South Lantau, such as Pui 0 and Cheung Sha, to guide future development. 6 Recreation Since Cheung Chau is relatively densely populated and increasingly important as a week-end 'retreat 1, guite a nunber of projects have been planned to cater for the recreational needs of both local, inhabitants and visitors. For example, the provision of a walking trail north of Cheunq Kwai Estate is being examined, while in the east, two district open spaces are planned: at Fa Penq and Chi Man Hanq. The provision of a coastal park along the south-eastern xocky coast near the famous Cheung Po Tsai Cave is also being considered. In addition,,, the two existing gazetted beaches at Tung Wan and Kwun Yam Wan, the proposed indoor? Recreation centre, the swimming pool complex, barbecue areas, the play- ground at Nanf v he Tonq behind Tunq Wan Beach and a series of local open spaces will provide a wide ranqp of recreational facilities for the enjoyment of local people as well as visitors. The Honq Kong and Yaunati Ferry Company operates & reqular service between Honq Kong and Cheunq Chau, as well as an inter-island ferry Unk between Cheunq Chau, Penq Chau and Mui Wo. Licensed 'kaitos 1 operate between Sai War*, Sea Ranch and Cheunq Chau Central. Industry and Employment Although farming on Cheunq Chau is limited, fishinq still provides some employment. Other industries found are rural? iworkshops and boatyards. There is an increasinq demand for service industries and trades in ronnection with the tourist industry which will provide more local employment ^opportunities. Not withstanding this, a substantial proportion of the population ccwrmjte to the Urban Areas of Honq Konq Island and Kowloon. 8 Recreation As Lantau has become an increasingly popular Territorial' recreational centre, facilities in Mui Wo are meant to serve local inhabitants as well as visitors. The following facilities provide for passive recreation: the completed landscaped promenade along the southern river channel; the proposed waterfront open spaces and viewing mount on the northern side of the river; the proposed park at the waterfall and the future regional park behind the main beach. For active recreation, there are the existing beach and soccer pitch; the future swimming pool complex and open spaces scattered among the village houses to be developed for basketball and tennis courts; the proposed skating rink north of the river channel and the sports ground for training purposes. Access links within the existing villages of Mui Wo are therefore mainly footpaths. On the new reclamation, proper vehicular access roads and carparks have been provided. A new access road from the ferry pier leading to the southern side of the river channel has been completed while the associated vehicular bridae and footbridge are nearing completion. On completion of the vehicular bridge, further carparks and loading/unloading areas will be provided on the northern side of the river channel. The New Lantau Bus Company operates public bus services from Mui Wo to various parts of the island. Taxi services which were first introduced in 1983 are also available. The Hong Kong and Yaumati Ferry Company operates a regular ferry service between Hong Kong Island and Mui Wo via Peng Chau. A vehicular ferry service also operates but on a less regular basis. Industry and Employncnt Apart from agriculture, other forms of employment in Mui Wo are mainly related to the service and tourist industries, such as restaurants, banks, supermarkets and retail shops. 9 PENG CHAU Peng Chau was originally a fishing village. For various historical reasons, the prominence of its fishing industries was taken over by light industries, including the manufacturing of matches, furniture, handicrafts and pipes. To date about 6 ha (net) of land has been formed and serviced for various uses including village houses, industrial workshops, boatyards, open space and other government, institution and commtnity facilities. A new ferry pier and a bridge linking Tai Lei Island to Peng Chau have been completed. Further formation of 8 ha of land for future development has been programmed over the next 10 years. Population According to the estimates in the 1986 Islands District Development Programme, the population of Penq Chau is currently around 8,200 people and is expected to reach 8,500 by the late 1990s. Housing On Peng Chau 3-storey village housing predominates. The reclamation adjacent to the ferry pier has provided about 0.5 ha of land for additional village house development. A few low density 2-storey bungalows have been built in the south along Wai Tsai Peak and sites for further such development will be available when the access road to the peak is built. A considerable number of licensed temporary structures are to be found in the southern part of Peng Chau and these constitute a significant integral part of the island's housing stock. They are reasonably maintained and are within an area designated Residential Improvement Area on town plans in recognition of the need for improvement (particularly self-generated improvements) to individual structures. A rural public housing estate with approximately 400 flats is planned to be developed on a 1.6 ha site previously occupied by the match factory north of the new ferry pier. This estate will house development clearees and those living in sub-standard conditions on Peng Chau.

10 Govemroent and Corcmuiity Facilities The completion of the bridqe to Tai Lei has enabled the future accommodation of necessary but 'bad neighbour 1 type facilities on the island. These include a sewage treatment plant, a dangerous goods store and possibly an incinerator. Other projects planned for Peng Chau itself include a market (incorporating an indoor games hall), a waterfront open space, a columbarium and a fire station. Recreation At present, only limited recreational facilities are available. These include, a soccer pitch and a children 1 s playground. To supplement current provision, a waterfront park beside the new ferry pier is planned to provide both passive as well as active recreational facilities. In the longer term, waterfront open space and a landscaped promenade have been planned along the south western coast of Peng Chau. An Improvement Area has also been proposed with a view to investigating possible measures to improve the environmental conditions of Tung Wan and to accommodate certain water-based recreational activities such as boating, water-cycling, fishing and windsurfing. 11 TAI O Formerly one of the largest fishing villages in Hong Kong, Tai 0 is located at the western end of Lantau Island. Since engineering works started in Tai 0, about 12 ha (net) of land has been formed and serviced for various uses including public housing, village houses, open spaces and other government, institution and community facilities. Another 7 ha of land for future development has been programmed for completion over the next 10 years. Engineering investigations into the dredging of Tai 0 Creek to provide an improved boat anchorage and mooring area, and construction of a proper river revetment together with other flood prevention measures are either underway or have been programmed. The provision of a bridge over Tai 0 creek is being investigated. Populat ion According to the estimates in the 1986 Islands District Development Programme, the population is at present in the region of 6,000 and is expected to reach 9,000 in the late 1990 f s. These estimates have not included the floating population. Housing Tai 0 was the first location in the Islands District to be provided with a rural public housing estate. Lung Tin Estate, which occupies a 2 ha site reclaimed from fish ponds and accommodates about 1,300 people, was completed in Planning of the second phase of this estate is being processed at the moment and it is scheduled for completion before The existing villages of Tai 0 comprise mainly 3-storey village houses with commercial use on the ground floors of those along the main streets. A newly formed area north of the existing Lung Tin Estate has been earmarked for future village house development. Government and Comnunity Facilities Projects so far completed are a sewage treatment plant, two water pumping stations, a public carpark, a public toilet and a sub-divisional fire station. Other planned projects in Tai 0 include a hostel cum social centre for the elderly to be incorporated in the existing Lung Tin Estate and open spaces.

12 Recreation Because of the relatively remote location of the township/ recreational facilities proposed in Tai 0 are mainly provided to meet local needs. These include nunerous open space areas in which will be provided a roller skating rink and sitting out areas. A rest garden, which is a Jockey Club donated project located beside the existing Lung Tin Estate, is under construction to provide a gathering place for the people of Tai 0, particularly the elderly. In the long term, the possibility of converting some of the unused fish ponds into water-based recreational areas will be examined to enhance the potential of the area. Since there will be no vehicular access to the island part of Tai 0 until a proper bridge is built, people will still have to rely on the rope ferry to cross to the island. At present the ferry service operated by the Hong Konq and Yaunati Ferry Company has been suspended. However, two "Kaito" routes operate between Tai 0 and Sham Wat and between Tai 0 and Tuen Mun. Industry and Employment Fishing and its related industries are still the prime economic activities in Tai 0. Other forms of employment are mainly those related to the retail business and restaurants.
