6 5 5 Region of Waterloo Corporate Services Treasury Services (Procurement) Report: COR-TRY To: Regional Chair Ken Seiling and Members of Regional Council Date: November 1, 2017 File Code: F18-30 Subject: Volvo L150 Loader Purchase Recommendation: That the Regional Municipality of Waterloo approve the purchase of One (1) Volvo L150 Loader from Strongco Corporation at an estimated cost of $562,982.59, subject to the applicable US/Canadian dollar exchange rate in effect at the time of order, and inclusive of a 6 year/10,000 hour service agreement plus all applicable taxes as set out in report COR-TRY dated November 1, Summary: Nil Report: On August 30, 2017, Strongco Corporation was named the Vendor of Record (VOR) for the Region s Volvo L120 and L150 Loader acquisitions for a three (3) year period ending September 30, 2020 as set out in report COR-TRY The annual vehicle procurement review for 2018 was initiated in April As part of the review process, Fleet Management in consultation with Waste Management staff completed a detailed evaluation and condition assessment of the existing Volvo L150 loader. This process validated that the loader has reached the end of its planned life cycle therefore a replacement L150 loader is required. Due to the changes in Waste Management operations over the past few months, the existing unit will be retained as a spare to address needs arising from the increased amounts of recycling and compostable materials Page 1 of 3

7 6 6 November 1, 2017 Report: COR-TRY The prevailing US/CAN dollar exchange will be taken into account at the time the purchase order is issued for this purchase. The base purchase amount for the Volvo L150 loader is $485, (based on a US/Canadian dollar exchange rate of $1.3504). All pricing provided by Strongco over the course of the VOR will be based on the purchase amount plus the US/Canadian dollar exchange rate in effect at the time of order. The estimated revised base price of the Volvo L150 Loader would be $449, based on an exchange rate of $ as of October 16, The service agreement for the Volvo L150 loader will be in effect for a period of six (6) years or 10,000 hours. Corporate Strategic Plan: Award of this contract meets the Corporate Strategic Plan objective to ensure Regional programs and services are efficient, effective and provide value for money under Strategic Focus Area 5, Responsive and Engaging Government Services. 9 8 8 Region of Waterloo Corporate Services Treasury Services (Procurement) Report: COR-TRY To: Regional Chair Ken Seiling and Members of Regional Council Date: November 1, 2017 File Code: F18-40 Subject: P Supply of Membrane Thickening Equipment, Hespeler Wastewater Treatment Plant, City of Cambridge Recommendation: That the Regional Municipality of Waterloo accept the proposal of GE Water & Process Technologies Canada for P Supply of Membrane Thickening Equipment, Hespeler Wastewater Treatment Plant, City of Cambridge, in the amount of $874,800 plus all applicable taxes as set out in report COR-TRY dated November 1, Summary: Nil Report: Proposals were called for P Supply of Membrane Thickening Equipment, Hespeler Wastewater Treatment Plant (WWTP), City of Cambridge and were advertised in the Record, in the Daily Commercial News, on the Ontario Public Buyers Association website and on the Region s website. Two proposals were received and opened in the presence of L. McDermott, T. Ormson and T. Lumgair. The proposals were evaluated using pre-determined criteria which included adherence to technical specifications, qualifications and experience, and price. Following the qualitative evaluation one price envelope was opened. The following proposal was shortlisted: GE Water & Process Technologies Canada Oakville, ON Page 1 of 3

10 9 9 November 1, 2017 Report: COR-TRY There are only a small number of known suppliers of this type of equipment. The bid received from GE Water & Process Technologies Canada meets the proposal specifications and the quoted price is within the expected price range. The work under this contract includes the following: 1. Supply and delivery of membranes for pre-thickening of Waste Activated Sludge (WAS); 2. Associated equipment including tanks, valves, permeate pumps, instruments and chemical cleaning systems; and 3. Services in support of installation, commissioning and start up. The selected equipment will be incorporated by means of a Novation Agreement into the future headworks and thickening general construction contract at the Hespeler WWTP. The construction project, which includes this membrane thickening equipment, is expected to start in mid-2018 after tendering and Council approval in early The final date of acceptance for this proposal is December 25, Corporate Strategic Plan: Award of this contract meets the Corporate Strategic Plan objective to protect the quality and quantity of our water resources under Focus Area 3, Environment and Sustainable Growth. Financial Implications: P $874,800 Plus: Applicable Net HST of 1.76% 15,400 Note: All figures are rounded to the nearest $100. Total $890,200 The Region s approved 2017 Ten Year Wastewater Capital Budget includes an amount of $15,413,000 in the years for the Hespeler Expansion (project #08242) to be funded from the Wastewater Capital Reserve (31.2%; $4,809,800), Regional Development Charges Reserve Fund (20.1%; $3,103,300), user rate debentures (29.2%; $4,500,000) and the Clean Water and Wastewater Fund (CWWF) grant (19.5%; $3,000,000). The equipment in this proposal is not part of the Hespeler Expansion project that receives CWWF funding. An amount of $1,000,000 has been allocated for the equipment and the cost of this acquisition is within the proposed budget Page 2 of 3

One (1) proposal was received. The proposal was evaluated using pre-determined technical criteria which included three steps: technical proposal evaluation criteria, bench scale product performance evaluation, and full-scale performance evaluation. Following the qualitative evaluation, Kemira s price envelope was opened in the presence of J. Markovic, A. Lee and F. Infante. The following proposal was received: Kemira Water Solutions Canada Inc. Varennes, Quebec $1,745, Page 1 of 3

13 12 12 November 1, 2017 Report: COR-TRY Only one bid was received due to the limited number of suppliers of Polyaluminum Chloride. Kemira Water Solutions Canada is the Region s current supplier of Polyaluminum Chloride and staff conclude that the price submitted is fair and reasonable as it is a 0.6% increase compared to the current price. The work of this contract is to supply the Polyaluminum Chloride chemical on a unit cost basis for the coagulation/flocculation process at the Mannheim WTP. The Mannheim WTP located at 2069 Ottawa Street South in Kitchener, produces potable water by treating raw water pumped from the Grand River with a chemically enhanced filtration process. In the treatment process, Polyaluminum Chloride is used as a coagulant to bind particulates and suspended solids in the raw water to form floc that can be settled out by gravity. It is injected into the raw water influent just prior to the jet mixers for the coagulation and flocculation process. Polyaluminum Chloride is stored in tanks at the Mannheim WTP and ordered when required for storage tank replenishment. All work to be completed under this contract will be in accordance with the Municipal Drinking Water Licence (MDWL) for the Integrated Urban System. Subject to Council approval, it is anticipated this five (5) year contract will commence on January 1, 2018 and end December 31, 2022 with an option to renew for two (2) additional one year periods. The final date of acceptance for this proposal is December 29, Corporate Strategic Plan: Award of this contract meets the Corporate Strategic Plan objective to plan for and provide the infrastructure and services necessary to create the foundation for economic success under Strategic Focus Area 1, Thriving Economy. The contractor upon request will be granted a rate increase in the subsequent year(s) based on the Consumer Price Index (CPI) Ontario All Goods Index for the preceding twelve (12) month period, to the nearest $0.05. Price increases must be submitted to the Region one (1) month before the anniversary date for each year. 15 14 14 SS The Regional Municipality of Waterloo Community Services Committee Summary of Recommendations to Council The Community Services Committee recommends as follows: 1. That the Regional Municipality of Waterloo approve the following changes to the Ontario Works Discretionary Benefits (OWDB) Program budget effective January 1, 2018: 1. Enhance customer service by offering services in a variety of locations in closer proximity to participants which will allow a reallocation of $100,000 from bus tickets to other OWDB expenditures; 2. Discontinue furniture and appliance repairs and purchases allowing for alternative OWDB expenditures of $100,000; and 3. Realign budget for Interpreter Services to Cost of Administration. That a request for an additional $235,000 in ongoing Regional funding be referred to Budget Committee of the Whole for consideration as described in Report CSD-EIS dated October 24, That the Regional Municipality of Waterloo take the following actions with respect to Ontario Early Years Child and Family Centres as outlined in Report CSD-CHS dated October 24, 2017: 1. Authorize the Commissioner, Community Services, to execute such agreements and documentation necessary with the Ministry of Education, upon terms and conditions acceptable to the Regional Solicitor, as may be required to advance funding for Ontario Early Years Child and Family Centres; Enter into service agreements for the period January 1, 2018 to June 30, 2018 with the following agencies for the ongoing provision of early years services:

16 15 15 SS a. Kitchener-Waterloo Young Men s Christian Association; b. Our Place Family Resource and Early Years Centre; and c. Cambridge Family Early Years Centre; and 3. Authorize the Commissioner, Community Services to determine local funding allocations and execute agreements in a form satisfactory to the Regional Solicitor, to ensure funding for this program is fully utilized. 3. That the Regional Municipality of Waterloo take the following actions in response to the Report of the Minister s Expert Panel on Public Health: (a) Advise the Premier and the Minister of Health and Long Term Care (MOHLTC) that the Region of Waterloo supports the current fully-integrated approach to Public Health delivery in Waterloo Region; (b) Advise the Premier and the MOHLTC that the Region of Waterloo does NOT support the recommendations of the Expert Panel, and urge the government not to adopt the Expert Panel recommendations; (c) Endorse Report PHE as the Region of Waterloo s response to the consultation regarding the report of the Minister s Expert Panel on Public Health; (d) Endorse The Association of Municipalities of Ontario s position which also opposes the recommendations of the Minister s Expert Panel on Public Health; and (e) Forward a copy of this report to the Premier of Ontario, the Minister of Health and Long Term Care, all local MPPs, the Association of Municipalities of Ontario (AMO), the Association of Local Public Health Agencies (alpha), the other 35 Boards of Health in Ontario and the Waterloo-Wellington Local Health Integration Network (LHIN). 4. That the Regional Municipality of Waterloo approve the final design and budget for the following public artworks within the ION LRT corridor: The Passenger by Brandon Vickerd as part of the Research and Technology Stop Improvements; Arras by Lauren Judge and Elana Chand as part of the Fairway Transit Driver s Facility; and Fabric of Place by Lilly Otasevic as a pedestrian area enhancement at the Albert McCormick Community Centre crossing as outlined in Report PDL- CUL dated October 24, October 24,

B. Surplus Declaration and Conveyance of a Permanent Easement 125 Northfield Drive West, Waterloo The Ontario Teachers Insurance Plan Inc. ( OTIP ), the owner of 125 Northfield Drive West, Waterloo, requested the Region convey a permanent storm water drainage easement over lands depicted in Appendix A attached hereto (the TPSS Easement Lands ), being lands (the TPSS Lands ) whereon a traction power substation and associated infrastructure is constructed in connection with the LRT. The TPSS Easement Lands are approximately acres in size and serve as a drainage swale for the TPSS Lands and OTIP s site. Regional staff has no concerns with the proposed conveyance of the drainage easement from the Region to OTIP. With respect to the value of the conveyance of the drainage easement, the compensation payable will be proportionate to the compensation paid by the Region to OTIP when the Region acquired the TPSS Lands. Corporate Strategic Plan: The report supports Focus Area 3.1 of Council s Strategic Focus: Implement a light rail transit system in the central transit corridor, fully integrated with an expanded conventional transit system. Financial Implications: In June 2011, Council approved the implementation of the ION Rapid Transit project, incorporating both Light Rail Transit and adapted Bus Rapid Transit, at an estimated capital cost of $818 million. The capital cost was confirmed in May 2014 when the Design-Build-Finance-Operate-Maintain (DBFOM) contract was awarded by Council. Capital financing is provided by the federal government ($265 million), the Province of Ontario ($300 million) and the Region ($253 million of which $131 million is being financed by Grandlinq and repayable by the Region over the 30 year operations and maintenance term). Land acquisition is being carried out by the Region outside of the DBFOM contract. The budget for the land acquisition and associated cost is $42.2 million. As of September 30, 2017, $31.5 million has been spent with the remainder committed to estimated outstanding costs of future acquisitions Page 2 of 4
