2 MEMORANDUM TO: Rob Pingar FROM: Westtown School DATE: October 17, 2017 RE: Institutional Overlay District Westtown School owns a number of adjacent properties within residential and agricultural districts of Westtown Township, totaling approximately 600 acres (the Tract ). Use of these lands supports the operation of the School. The Township has thoughtfully allowed certain efficiencies for the review and approval of improvements upon the Tract. Desiring to memorialize some of these efficiencies, the School requests that the Township adopt an Institutional Overlay District which would apply to much of its property. The Overlay District would recognize that the single ownership of a very large contiguous tract can significantly benefit the Township and its residents. It would (i) allow for the use of the land in a monitored fashion consistent with good land planning and environmental protection and (ii) continue protection for adjacent and closely proximate properties of others. It would be designed to further the concepts envisioned by the Township Comprehensive Plan while still accommodating appropriate flexibility in the application of Township zoning provisions. The School would like to work with the Supervisors to fashion such an Overlay District while exploring ways to preserve the Township s control of development impacts. Most particularly, the School wishes to fashion a structure by which relief from specific limitations of the lighting ordinance can be accomplished without undermining the general application of that ordinance to other properties or uses. It is proposed that fields within the heart of the School campus be available as an evening practice facility for School activities and auxiliary use by local sport clubs. Relief from particular limitations of the lighting ordinance would be permitted only as allowed by conditional use approval. Before proceeding with any formal application, the School would like the opportunity to informally present the merits of adopting such an Overlay District, discuss with the Township the appropriateness of the intended uses, and explore protections that could be incorporated within the Overlay District provisions.
