3 Fees and Charges Bylaw No. 4989, District of West Vancouver Fees and Charges Bylaw No. 4989, 2018 A bylaw to establish fees and charges for services and information. WHEREAS the Council of The Corporation of the District of West Vancouver deems it expedient to provide for fees and charges for services and information; AND WHEREAS section 194 of the Community Charter authorizes municipalities by bylaw to impose fees in respect of services or for the provision of information; AND WHEREAS Council deems it necessary and desirable to exercise the authority provided by the Community Charter to cover costs of providing services and information where appropriate; NOW THEREFORE, the Council of The Corporation of the District of West Vancouver enacts as follows: Part 1 Citation 1.1 This bylaw may be cited as Fees and Charges Bylaw No. 4989, Part 2 Severability 2.1 If a portion of this bylaw is held invalid by a Court of competent jurisdiction, then the invalid portion must be severed and the remainder of this bylaw is deemed to have been adopted without the severed section, subsection, paragraph, subparagraph, clause or phrase. Part 3 Previous Bylaw Repeal 3.1 Fees and Charges Bylaw No. 4848, 2015 (adopted on December 7, 2015) and the following amendment bylaws are hereby repealed: Amendment Bylaw Effective Date Bylaw No. 4980, 2018 May 14, 2018

A reference to a more specific matter supersedes a reference to a more general matter. Part 5 Effective Date 5.1 Fees and Charges Bylaw No. 4989, 2018 will be effective on January 1, 2019, or as otherwise specified in the schedules. 7 Fees and Charges Bylaw No. 4989, Schedule A Development & Permits SCHEDULE A - DEVELOPMENT & PERMITS FEE DETAILS BUILDING PERMITS BUILDING PERMIT APPLICATION Building Permit Application (all types). All Building Permit application fees are non-refundable. $ or 50% of the building permit fee, whichever is greater BUILDING PERMIT FEES BASED ON THE CONSTRUCTION VALUE Construction Value (1) Permit Fee (2)(3)(4)(5)(6)(7) $ $5, $ $5, $250, $ plus $12.70 for each $1, or part thereof over $5, $250, $500, $3, plus $12.00 for each $1, or part thereof over $250, $500, $750, $6, plus $11.00 for each $1, or part thereof over $500, $750, and over $8, plus $10.00 for each $1, or part thereof over $750, (1) Construction Value as defined in Building Bylaw 4400, (2) The Permit Fee for repairs for premature water penetration damage to a multi-family residential building is reduced to 10%. (3) The Permit Fee for the sole purpose of installation of a solar energy system shall be the minimum building permit fee. (4) The Permit Fee is reduced by 10% for Part 3 buildings to a maximum of $1000, if a Registered Professional certifies Building Code Compliance. (5) The Permit Fee is reduced by 5% for other than Part 3 buildings to a maximum of $250, if a Registered Professional certifies Building Code Compliance. (6) Notwithstanding (4) and (5) above, the Permit Fee for a building is reduced by 10%, if a Passive House Institute Accredited Building Certifier provides a design stage assurance letter confirming that the detailed design meets Passive House requirements. (7) The Permit Fee is doubled if the work is commenced prior to the issuance of the building permit. After permit issuance: $130/hour or part thereof Site Survey Copy $25.00 plus tax Traffic Management Plan Review (where construction value more than $500,000.00) $ DAMAGE DEPOSIT CHARGES For an additional or new building for multifamily, commercial, industrial, or institutional development $5, or 0.75% of the construction value of the proposed work, whichever is greater, to a maximum of $20, All demolition permits $25, for issuance of a demolition permit without a building permit For each new single family residential dwelling permit; for each new coach house/detached secondary suite dwelling permit; for additions, renovations, alterations in a single family dwelling including pools, carports and garages; for renovations to existing commercial, industrial or institutional buildings (but not tenant improvements) For accessory buildings, sheds and similar minor permits with low potential for damage to District assets $2, or 0.75% of the construction value of the proposed work, whichever is greater, to a maximum of $20, $ or 0.75% of the construction value of the proposed work, whichever is greater, to a maximum of $2, For tenant improvements $ or 0.75% of the construction value of the proposed work, whichever is greater, to a maximum of $1, ELECTRICAL PERMIT FEES BASED ON THE VALUE OF THE ELECTRICAL WORKS Value of the Electrical Works (1) Permit Fees (2) $ $ $ $ $10, $ plus $7.30 for each $ or part thereof over $

(2) The Permit fee is doubled if the work is commenced prior to the issuance of the electrical permit. MISCELLANEOUS ELECTRICAL PERMIT FEES Annual Operating Permits: 0-250kVA $ Annual Operating Permits: over 250kVA $ plus $0.85 per kva or part thereof over 250kVA to a maximum of $ Special Events Electrical Permit $ Multi-Day Special Events Electrical Permit $ Temporary Construction Service $ Re-Inspection Fee (1) $ tax First re-inspection free, $130 for 2nd re-inspection, $260 for 3rd re-inspection, $520 for 4th reinspection. (1) Where more than one re-inspection is required due to non-compliance with this bylaw, the owner will pay a re-inspection charge, prior to any additional inspections being performed by the District. PLUMBING / DRAINAGE / HOT WATER / HEATING/ SPRINKLER PLUMBING PERMIT FEES Permit Fees (3) Minimum Plumbing Permit Fee (0-4 Plumbing Fixtures) (1) $130.00

11 Fees and Charges Bylaw No. 4989, SCHEDULE A - DEVELOPMENT & PERMITS FEE DETAILS More than four (4) Plumbing Fixtures (1) $ plus $26.50 for each additional Plumbing Fixture Re-Pipe Residential Building $ plus $26.00 per unit Pool/Spa/Hot Tub (supply and drainage) $ Re-Inspection Fee (2) $ tax First re-inspection free, $130 for 2nd re-inspection, $260 for 3rd re-inspection, $520 for 4th reinspection. (1) Fixture means a receptacle, appliance, apparatus or other device that discharges sewage or clear-water waste, and includes a floor drain. (2) Where more than one re-inspection is required due to non-compliance with this bylaw, the owner will pay a re-inspection charge, (the first re-inspection is free, $130 for 2nd re-inspection, $260 for 3rd re-inspection, $520 for 4th re-inspection and any additional inspections) prior to any additional inspections being performed by the District. (3) The Permit fee is doubled if the work is commenced prior to the issuance of the plumbing/drainage/hot water/sprinkler permit. DRAINAGE PERMIT FEES Permit Fees (2) Drain Tile (for Single Family Dwellings and Duplex) Roof Drainage including Rain Water Leaders (for Single Family Dwellings and Duplex) Drain Tile (for other than Single Family Dwellings and Duplex) Roof Drainage including rain water leaders (for other than Single Family Dwellings and Duplex) Utility Services (Water, Sanitary, or Storm) for each service $ $80.00 $ plus $26.50 for each 30 meters or portions thereof $ plus $26.50 for each Rain Water Leader $ plus $26.50 for each additional 30 meters or part thereof Re-Inspection Fee (1) $ tax First re-inspection free, $130 for 2nd re-inspection, $260 for 3rd re-inspection, $520 for 4th reinspection and any additional reinspections. (1) Where more than one re-inspection is required due to non-compliance with this bylaw, the owner will pay a re-inspection charge prior to any additional inspections being performed by the District. FIRE SPRINKLER SYSTEM PERMIT FEES Permit Fees (2) Fire Sprinkler System $ plus $3.10 for sprinkler head Standpipe System, Fire Hose Connection, Siamese Connection, Alarm Valve, Dry Valve, Flow Switch $26.50 $25.50 each device Re-Inspection Fee (1) $ tax First re-inspection free, $130 for 2nd re-inspection, $260 for 3rd re-inspection, $520 for 4th and each additional re-inspections. (1) Where more than one re-inspection is required due to non-compliance with this bylaw, the owner will pay a re-inspection charge, prior to any additional inspections being performed by the District. BLASTING Blasting Permit Fee as per section 5(e) of Blasting Bylaw No. 4024, 1996 $1, CREEKS (subject to applicable taxes) For each permit issued pursuant to the Bylaw: Fees are covered by Development Permit Application Fees. Fines are calculated as outlined in Creeks Bylaw No. 3013, 1982

Prior to the issue of a soil deposit and removal permit, except for removal of rock by percussive breaking or splitting as described in sections 3(b) or 3(d) of the Soil Removal and Deposit Regulations Bylaw No. 3786, 1992, the applicant shall deposit amount in the form of cash.
