1 Request for Proposals (RFP) Sylvania Campus ARC Fault Corrections Services Addenda #1 Mandatory Walk Through Friday, December 18, 2015 Attendance: Sandy Wanner, Purchasing-PCC; Laura Ward, FMS-PCC; Mark Erickson, FMS-PCC; Joe Gamble, FMS-PCC; Chris Kosmas, Christenson Electric, Inc.; Scott Maclean, Taurus Power & Controls, Inc.; Allen Marsh Jr., Jr. Abbott; Joe Janssen, Cherry City Electric; Scott Alsop, Emerson Network Power; Jeff Roberti, EC Company; Bob Richardson, Tice Electric; Ray Glenn, Power Testing & Energization; Dane Dials, EC Company; Eric Young, Quality Plus Services. This project is only for the Sylvania Campus. The campus tour took us into several of the electrical rooms, to view scope details. There will be shut downs associated with this project. As a result the successful contractor will need to do as much pre-work as possible; and the cutovers and down times will need to be scheduled and the project ready to go to minimize the length of the downtime. Please note, the down times are going to be very tight. The cutovers will be scheduled and the downtimes will be communicated to all the PCC folks who work in the buildings. We have to find times that work and facilitate any overtime associated with this project. Overtime is going to be paid separate, this job is bid straight time only. There will be lots of meetings associated with this project. PCC folks will want to know what is going on, when it is going on, and how long they will be affected. Laura Ward and Mark Erickson will want to know what you are doing and Mark will be QC-ing your work on a regular basis. Reports will be expected on a daily basis (pictures can be used), we need to know if you had a problem, especially on the shut downs. We will be making some contingency plans regarding anything you see that could be a potential issue. There will be a big effort at planning, documenting, communication and collaboration. The successful contractor needs to be aware that any work they do needs to be planned ahead of time so it does not affect classes. The College does have a walkable lighted tunnel system under the buildings and some of the work will be done in these tunnels, not in the building at street level. Once a Contractor is on board, we will expect them to layout their timing, i.e. here is where we can prework, here s where we are going to have shut downs, so we can review the flow. At this time we will look at Spring Break (March 21-25, 2016), utilizing this time period to its maximum capacity, as well as summer break. This will be the opportunities to the more evasive shut down work. 1

2 The College is asking that you bring your A Team, because it is very important that this project be planned and executed appropriately with minimal issues. We can t stress enough that we do not want the B Team, for this RFP we want your A Team. Questions and Answers: 1. On the assumptions are you assuming 2011 code or 2014 National Electrical Code? Answer: 2014 Code 2. Will those attending the Mandatory Arc Fault walkthrough meeting be made available? Answer: They are listed on Addenda #1. 3. The pre-work that is to be done, the replacement breakers and all the new equipment that is coming in, can this be pre-tested? Will we be able to come in before it is set and do the pretesting, so it can be plug and way at the time of cut-over? Answer: Yes you can pretest new breakers and equipment. We want to minimize delays and shut down times when we can. 4. Question about E9 Recommendation Note #1, in the upper left to indicate testing of the breakers, I am not sure if they mean the single breaker or all of them? This arrow go to anything and there are several breakers on this panel that would meet the 100 AMP criteria. Answer: Recommendation Note #1 in the top left corner should be pointing to Sub Distribution Panelboard SDP- HVAC1. Our intention is to test all 100A or larger breakers in that panelboard. 5. PCC Standards Answer: This project does not have a separate specification book. Please use the prints, MCC Load Data sheet, 2014 NEC, standard practices and common sense in completing this job. 6. There is not a requirement for 3 rd Party Testing? So what is the cut-off? For pulling in any cable is it 100 AMP or better, or everything is being testing by a 3 rd party? Answer: We call out specifics in these drawings. The intent was for the drawings to be very targeted and specific. Not all breakers and not all cables, only the breakers called out on the print are to be tested. 7. Are there any grounding modifications? Answer: No. 2

3 8. Will the settings for the breakers be supplied during the test for the Arc Fault settings on the breakers? Answer: Yes, they will be provided by PCC. 9. The new panels that will be installed is there a manufacturer that you are specking or is it open? Answer: Panel brand is open. You will be required to provide a submittal for approval of panels prior to installation. 10. On page E 6.2, the numbers slipped and the numbers doesn t line up with the sentences. Notes 1 and 2 are compressed together. You can understand it, just slide the numbers to match the notes. 11. Statement - notes that have been removed. Answer: A lot of this was done by Mark Erickson (PCC) ahead of time, as a result some of the notes were removed. Some of the buildings may only involve testing the main breaker, but no additional work. In addition, there may be a building that you will not need to address. If it says, notes removed and there is nothing for that building, we will not have work designated for the building. 12. Where it says notes 1 & 2 removed, which notes are you talking about, i.e. the general notes above or the recommendation notes below? Answers: If it says, construction notes removed, the work has been completed by PCC and therefore eliminated. Instead of deleting the notes and renumbering them, the Engineer just says, these notes were removed. The recommendation notes and general notes are different from the Construction notes, all the recommendation notes and general notes are still valid and need to be followed. 13. On the notes stating, relocating equipment (equipment to be located outside). Answer: This is just a statement indicating that the equipment is located outside not inside the building. If equipment does not have this statement, it is located inside the building. You will not be relocating any equipment. 14. Starters Answer: We would like a base price, take the MCC out and put a row of starters next to it, as opposed to locating them next to the motors. If we choose to relocate the starter during construction it would be a change order. 3

4 15. I would be interested in knowing about the Clock Panels? Answer: There are about six (6) buildings that have a clock system which used to run the clocks with a capacitor bank; they currently are turned off, but are completely wired to operate. They were turned off several months ago for the capacitors to discharge and they need to be removed as the note states. 16. Will the fire main be moved above the MCC in the tunnel below the kitchen? This is a code issue with the fire alarms. Answer: When the MCC goes away the code violation will go away because their will not be electrical underneath the fire line. When you put in a new panel you would put it in a new location that is not under the fire line. Additionally, not all MCC buckets are being used. We have the list of which ones are being used, this information went out with the bid document. The bid documents tell you all the ones that are in the on position and it does not talk about all the buckets that are on the off position. 17. Are the feeds for the panel underneath? Answer: Yes. 18. How much demo do we do and where do we stop? Everything back to the source or just enough demo to get the MCC out? Answer: Just enough demo to get the MCC out. On the MCC you would demo the MCC and put a gutter along the top to capture the wires and then down into the new panel that was requested to be installed. You would not be demoing any further. 19. The buckets that aren t being used are there still conductors? Answer: There is possibly still wires, you would leave the unused wires in the newly installed gutter marked as unused. Demoing the wires would not be part of this project. 20. The conduits just abandon in place? Answer: It is not part of this project. Just get the conduits into the gutter. When you remove the MCC we expect to have one or two gutters for different voltages that are chased into the new panel, all the conduits would be attached. At that time, we would discuss. This is the way we would want you to bid it. All the conduits and all the wire would stay whether or not it is being used. 21. The documents say, All the College MCC s and switch gear is going to be saved. So is the contractor to save these in a location for the College to remove? 4

5 Answer: The College will be scrapping them. You will take them out to the closest spot and the College will arrange for the product to be recycled. (Coordinate this with the PCC Project Manager). Do not plan for the Contractor to keep them. 22. In the College Center Building (CC Building) MCC 2S and 4S, where is the main feed? Answer: You will need to look at the one (1) line which is in the prints. 23. If we do testing and find bad breakers are you going to have spares available or will the contractor need to replace? Answer: The College will not have spares available. This would result in a Change Order. You will need to have a backup plan for changing the breaker. The College does not have them on sight. 24. During the College study all breakers were turned on and off. They have all been operated mechanically within the year. 25. When we are working in some of these buildings where the power is turned off to test the breakers our test sets require power, typically 480 V single phase so if we can t get power from the building we will need a generator, who will supply that? Answer: We have generators on site as far as attached to the buildings if we can make that work by leaving the emergency power on while you are testing we will do that. If we needed to rent a generator the College will provide the generator. 26. Is the Panel Board MCC code compliant (HT Building, panel area off of the gym)? Answer: Right now it is not, it is one inch (1 ) too short for working space but a new panel going in the same spot will be narrower and it will be code compliant at that point 27. Question about the MCC s in the basement where the duct is above (2 nd MCC we saw/cc Building 2N & 4N) there maybe is a head room clearance, is that going to meet your headroom clearance? Answer: When you put the panel in, try to not put it under the ductwork. Bid it for the exact location. If we have a code issue and have to change it, we will, but bid it for that exact location. 28. HT Building Room 02, a thinner panel will make it code compliant. 29. Is there a time duration you have in mind? 5

6 Answer: It is stated in the RFP that we would like to complete this project within four (4) months. We will be utilizing the Colleges, Spring Break time frame of March 21-25, 2016, to our advantage as well as summer break. 30. What is the estimated start date? Answer: The estimated start date is March 1 st, We do not do hot work, the panels will be shut down you will need to plan accordingly. We will find a way to shut it down. 32. But there will be a need to wear a hot work suit for investigation? Answer: Yes, but don t expect to do the work hot. 33. We will expect to receive schedules after award per building, i.e. pre-work, shut down times, and per panel planning. 34. You can work on multiple buildings at a time to make your work (pre-work) more productive. The shut downs will have to be done one at a time. 35. Is PGE going to be involved in shutting down the main switch gear for the testing? Answer: If we need them to, as needed. 36. Are you requiring any minority participation? Answer: This is not a requirement, but please declare if you do. (Please note: there are no scoring points for minority participation on this project.) 37. Clock System - HT West Basement Electric Room / It feeds out of one of our panels in the room, with wires that are daisy chained from building to building and tied together. The HP Building has the actual clock mechanism and that will go away as well. Leave the conduit, but pull the wire out. 38. For the conduit going out to the concrete do you want us to saw that off and grout it or leave it abandoned so you know where it is? Answer: Let s do a junction box at each end for the clock conduits going from one building to the next, so if we needed a race way from one building to another we can still have one. 39. Any asbestos training for anyone? Answer: We do not expect any in the areas. In bidding plan on not having to deal with it. 6

7 40. On the drawings sheets E6.0, E6.1, E6.3, E8.0, E8.2, replace MCC with panel and install VFD and starters as needed. Can you supply panel schedules and the breakers need in the new panels? Also how many size and location of VFD and starters? Answer: As far as the size and location of Starters and VFD s, we don t think that any additional VFD s are needed. Starters needed can be determined from the data in the RFP between the prints and the MCC load data spread sheet. Please assume that any needed starter, unless otherwise stated, will be 5 HP. We will not be supplying panel schedules because these do not exist. Please use the MCC load data sheet for determining required breakers. 41. Who is replacing motors as needed for the MCC deletion? Answer: Assume that there are no motor installations needed. 42. Who is providing the controls for the relocations of the VFD and starters? Answer: PCC will be using our controls contractor to take care of any controls work necessary. The successful contractor will only be responsible for some coordination with the controls contractor. 43. Need panel schedules of the panels that are being replaced to see what to buy for their replacement, also need the AIC rating. Answer: AIC rating is on the drawings in the notes. Please see panel pictures for additional information on panel needs. 44. On sheet E3.0 replace stud on buss, the panel information model and manufacturer information is needed. What stud needs to be replaced. This information is needed so we can quote the correct part. Answer: See attached pictures. 45. On sheet E6.3 note 8, the manufacturer, model number and AIC rating is needed to buy correct breaker. Answer: See attached pictures. 46. On sheet E6.4, the information on old panel is needed (panel schedule and AIC rating). Answer: See panel pictures for further information. See notes on drawings for AIC rating. 47. On all breakers being replaced please provide all AIC ratings that are needed. Answer: See construction drawing notes. 48. Please eliminate E10.0 Note 1 and Note 7. 7

8 49. PLEASE NOTE: On Appendix A, Certifications and Contract Offer, 1.4 Provide cost breakdown per the following buildings, building Science Technology (ST) was not included. Please add another line item to capture this building and your dollars. Please see the attached pictures for reference: 8
