1 AGENDA Raymore City Council Work Session City Hall 100 Municipal Circle Monday, July 16, :00 p.m. A. Harold Estates Asset Acquisition Request The Harold Estates homeowners will be making a request that the Council agree to take over ownership of their private lift station, using the Council Policy/SOP for asset acquisition. B. Van Trust Real Estate Presentation Representatives from Van Trust Real Estate will be introducing themselves and discussing with the Council a potential industrial project they are working towards at the North Cass Parkway industrial area. C. Quarterly Economic Development Update The Council will be receiving the quarterly report from the Economic Development Department. D. Other EXECUTIVE SESSION (CLOSED MEETING) The Raymore City Council may enter an executive session before or during this meeting, if such action is approved by a majority of Council present, with a quorum, to discuss: Litigation matters as authorized by (1), Real Estate acquisition matters as authorized by (2), Personnel matters as authorized by (3), Other matters as authorized by (4-21) as may be applicable. Any person requiring special accommodation (i.e., qualified interpreter, large print, hearing assistance) in order to attend this meeting, please notify this office at (816) no later than forty eight (48) hours prior to the scheduled commencement of the meeting. PROFESSIONAL/MEDICAL OFFICE (Strategy 3.1.2) Raymore Gateway West Side o Location: property directly behind existing old Ryan s building o Staff working with a potential medical professional office user on building a new facility o Likely incorporate around 15,000-20,000 square feet Heritage Professional Park Site o Location: northwest corner of 58 Highway & N Madison Street o Size: acres o Staff worked with a local business owner on potential acquisition of this delipidated site and complete a redevelopment with 1 or 2 new professional/medical office buildings o Business ultimately decided to acquire another existing building in Raymore o ED staff worked with Community Development Department staff on the completion of a few conceptual site plans C. MIXED USE (Strategy & 3.1.2) City s Municipal Circle Lots / Innovation Center o Location: 58 Highway & Johnston Parkway/Skyline Drive o Staff has prepared a conceptual mixed-use development project with ground-floor commercial and luxury-level residential on top o Multiple meetings with leading regional commercial developer and top performing multi-family developer Multi-family developer has withdrawn interest as the site is not big enough to build enough units while also accommodating enough off-street parking Page 2 33 of 38
34 o Commercial developer has estimated project financials Principal key to making the project a go is filling the commercial space Staff has initiated early, high-level discussions with 2 local community partners on potentially filling the commercial space that has garnered definite interest Kirby Site o Location: northeast corner of 58 Highway & Sunset Lane o Size: /- acres o Approximately 4.5 acres on corner in the process of being acquired /- acres on the hard corner for future retail commercial (gas station/c-store, restaurant, etc.) 1 multi-tenant commercial building north of hard corner slated to begin construction in the next 1-2 years o Compass Health/Pathways has purchased the very northern /- acres that includes the pond Received City Council approval to construct a new professional/medical office building (approximately 50,000 square feet) Proposing the possibility of improving the pond and surrounding ground to a park-like condition and gifting over to the City s Parks & Recreation Department for public use D. INDUSTRIAL (Strategy 3.2.1) The Good Ranch - North Cass Business Park (NCBP) o Location: South of North Cass Parkway along a future extension of Dean Avenue o Size: 130 +/- acres o Staff has calculated the necessary infrastructure improvements (roads, sewer, water) to be a little over $1,000,000 or more depending on different scenarios o KCP&L electrical improvements equals approximately $360,000 but project will likely qualify under revenue justification to where the development pays back with electrical usage benchmarks o Staff spoke with numerous industrial developers o VanTrust Real Estate (VTRE) has signed a contract to acquire entire NCBP Staff currently coordinating with the developer on the project specifics, timeline, and requested incentives Developer has drafted 3 optional conceptual site plans which will ultimately be decided based on the timing of when set tenants commit and their specific needs Page 3 34 of 38
35 Eastside Industrial o Location: all 4 corners of 58 Highway & J Highway/Kurzweil Road o 4 areas: Area #1 southwest corner (34.5+ acres) Area #2 northwest corner (16.8+ acres) Area #3 northeast corner (38.2+ acres) Area #4 southeast corner (56.9 acres) o Area #1 and #2 currently zoned industrial while #3 and #4 are agricultural but designated as Business in the Growth Management Plan o Staff has spoken to a few potential developers, but the location is too far away from I-49 o Area #4 has been acquired by new owners that are believed to have interest in pursuing a light industrial development o Bush Indust. Park Lot A Brightside Children s Center has received approval from the City Council to construct their 3 rd building and have plans for another building with a different use closer to 58 Hwy in the next few years E. RESIDENTIAL (Strategy 3.2.4) SINGLE-FAMILY o MULTI-FAMILY o Future Residential Opportunities Staff completed a map and table providing information on all the available sites for future residential development Coordinated with current property owners on the specifics of their land (e.g. availability, size, topography, and price) Actively recruiting the next wave of residential developers and/or builders to further expand the population base which in turn help attract new non-residential development (retail, industrial, etc.) 1 developer has put contract down on all 150 +/- acres of Tyros property near Creekmoor & Remington 1 developer is evaluating the pursuit of a different site near Creekmoor & Remington Foxridge Center Multi-Family Location: south of 58 Hwy on west side of Foxridge Drive Size: /- acres Developer: Goldenrod / Tetrad Property Group 340 +/- units of Class A apartments Full-scaled clubhouse with top-notch indoor and outdoor amenities Staff currently coordinating with the developer on the project specifics, timeline, and requested incentives Page 4 35 of 38
36 o Raymore Galleria Area #4 Location: directly behind Sam s Club & Office Depot along Dean Avenue Size: /- acres New broker representing current property owners Regional multi-family developer/broker has a few groups potentially interested in a project o The Good Ranch Tract 2 Location: northeast corner of Dean Avenue & North Cass Parkway Size: /- acres Regional Multi-Family Developer has met with staff multiple times in 2017 Evaluating the possibility of locating a new residential concept for upscale townhomes F. GENERAL RECRUITMENT / MISC. / OTHER Staff currently working with 2 retail commercial users on locating in Raymore o 1 restaurant/retail concept that includes a grill, popular dessert, and a fresh market grocery side o 1 health-oriented quick-service restaurant 2. Business Retention & Expansion (BRE) (Strategy 3.3.2) A. On-Site Interview Meetings [ 1 ] Regional banking institution o Strong experience in SBA loans o Potential to collaborate more in future with assisting existing businesses B. ACT Certified Work Ready Community (CWRC) Status Focuses on advancing workforce development at the county level across 2 focus areas: o Workforce (prospective employees/assessment takers): further divided into current, transitioning, and emerging segments o Employers who support and/or recognize CWRC Cass County Corporation for Economic Development (CCCED) is lead agency with many partners (including City of Raymore) CWRC application was granted and now a steering committee is charged with achieving certain quantitative goal numbers with each focus area by November 31, 2018 o Current status: Workforce (prospective employees): Current: Goal - 26 Actual Transitioning: Goal Actual Emerging: Goal Actual Employers: Goal - 52 Actual - 80 B. Cass County Workforce Summit Regional effort based on conversations stemming from CWRC efforts Includes CCCED, municipalities, and employers to discuss workforce challenges and potential solutions First meeting occurred in April 4. General Projects / Department Administration A. Marketing / Communications Plan (Strategy 3.3.1) ED webpage redesign draft edition completed in collaboration with Communications staff o Staff currently reviewing sections while also providing additional information to further enhance ED webpage Finalized new recruitment flyers for retail commercial and industrial sectors Completed draft edition of Raymore Market Guide which is a doublesided one-page summary of the local market mainly geared towards retail B. LOIS ( Location One Information System ) ED partner, KCP&L, offers an invaluable commercial real estate listing service called LOIS (Location One Information System) and just released a new and improved version ED Staff worked with Community Development Department staff on setting up a standardized system where all listings are updated on a routine basis D. Site Development Preparedness Assessment Effort to bring together all pertinent city staff to fully assess the development readiness of most real estate sites ED staff generated a spreadsheet that includes every prominent site in conjunction with assessing important factors for development o Initial meetings and draft complete Page 7 38 of 38
