2 Our Proposed 2016 Ad Valorem Bond The City of Plantation has identified a list of capital expenditures and projects in the areas of Public Safety, Public Works and Parks & Recreation (totaling $60 million) that ore consistent with the City's mission of providing quality, value-driven public services and facilities. While it is prudent to finance these types of expenditures over time, the recent recession has prompted o lack of funding for even the most basic of necessities, such as paving roads or purchasing fire trucks. On November 8, 2016, Plantation voters will be asked Ia approve a $60 million bond that will allow the City to provide for Plantation' s future in Public Safety, Public Works and Parks & Recreation. About Ad Valorem Bonds Ad Valorem Bonds are approved by the voters who agree to an additional charge on their tax bills to pay the debt service. The additional charge appears as "voter approved debt service" on the tax bill. 3 PARKS & RECREATION PINE ISLAND PARK RENOVATIONS Pine Island Pork is the primary site for PAL Recreation ond Travel soccer programs. Presently, the economic impact from Pine Island Pork is approximately $4 million. Field reconfiguration will provide fields for soccer, lacrosse and rugby games. It will also improve drainage and parking, and allow for a new concession stand, restrooms, lighted walking paths and storage. SUNSET PARK/CENTRAL PARK LIGHTING The majority of leagues, tournaments, events and activities for youth and adults ore held at Sunset Pork and Central Pork. LED lighting will replace the original lighting system, improve illumination and resu lt in significant electricity cost savings. POP TRAVERS RENOVATIONS This 9.57 acre site in South Plantation was opened in The Plantation Athletic league (PAL) utilizes the four lighted fields and operates the concession stand. Improvements would include new netting for the fields, impact windows in the concession building, restroom renovations and construction of a new corporate pavilion & restrooms. CENTRAL PARK MULTI-PURPOSE BUILDING RENOVATIONS Opened in 1983, this is home to recreation classrooms, a gymnasium, a weight room and locker rooms, all of which need to be remodeled and brought up to current codes. This building annually hosts thousands who attend camps, recreation classes, events and swim meets. MULTI-USE RECREATIONAL TRAIL (MURT) RE-CONSTRUCTION The City's existing sidewalks along 54th Avenue and Plantation Rood have become an important pedestrian connector, however, th ey o re in a state of disrepair. The two narrow sidewalks will be removed and constructed as a single 8' w ide MURT. The tree canopy will also be enhanced. NORTH ACRES PARK DEVELOPMENT This would allow for initial development, including site leveling, irrigation, aesthetic landscaping; fencing and regularly scheduled maintenance. A walking trail, exercise stations, a pavilion and restrooms would be considered as port of future enhancements. Both phases would remain true to a passive neighborhood park.

4 PUBLIC SAFETY FIRE STATION RENOVATIONS Many of our Fire Stations ore well over 25 years old, and were built at o time when staffing and equipment needs were much less. The City did not use ladder trucks that today ore needed to service our high-rise buildings, and it had no EMS/Hozmot units; Fire Stations needed to house only volunteer firelighters. The City needs to replace o 62 year old fire station, and renovate two others to accommodate todoy's Fire and EMS apparatus, sleeping quarters, restrooms and showers. AERIAL LADDER UNITS Platform 77 was purchased in 1974 and has been in frontline service for 42 years. It's out of warranty and incurs regular maintenance. Snorkel 56 was purchased in 1986 and has been in service for 30 years. Both manufacturers are out of business, and ports ore no longer available. Replacing these units is necessary to continue the City's outstanding fire fighting services, and to maintain the City's Insurance Service Office (ISO) Roling of 2. FIRE ENGINES Fire engines hove on estimated useful life of 20 years. Older vehicles increase downtime and maintenance costs. Replacing two of Plantation's fire engines, which hove been in service 25 and 30 years respectively, will significantly reduce downtime and maintenance costs. TRAINING CENTER/GUN RANGE RECONSTRUCTION The training center/gun range was built over 30 years ago. II is utilized to maintain Stole Firearms Certification for oil officers, and for simulated training exercises for SWAT, Narcotics units and other specialty teams. The existing facility has ventilation issues, water intrusion from the roof and walls, and numerous stress fractures.

5 ROADWAY PAVING Due to lack of funding, many of Plantation's City-owned roadways need to be refurbished, primarily in Eldorado Estates, Royal Palm Estates, Plantation Isles, Jacaranda Lakes, Meloleuco Isles, Sunshine City and portions of Plantation Acres. STREET LIGHTING UPGRADES Areas identified as needing widespread street lighting upgrades include Country Club Estates, Park East, and Plantation Isles/Harbor neighborhoods. STORMWATER UTILITY IMPROVEMENTS Current federal, state ond local environmental regulations demand that recurring issues such as system failures, Aooding, system backup and inadequate infrastructure be addressed ond managed. Primary oreos of need ore Park East, Plantation Historical District, Plantation Park, Plantation Isles/Harbor, Eldorado Estates and Royal Palm Estates. BUILDING RENOVATIONS There are two buildings used by the City's Public Works crews that have deteriorated over ti me. The current size of the Public Works Craft Shop limits the number of projects that can be simultaneously addressed. Built in the early 1980s, its wood frame structure is not hurricane resistant. The current Rood/Gross Division building was built in 1993, and is inadequate to house the needs of the Rood ond Grass Division crews. The proposed facility would store all the trailers ond equipment, and provide on area to perform equipment maintenance.
