Buell s Army arrived the night of April 6 and the next day Union forces engaged in a counterattack. The Confederates were overwhelmed in another day of bloody combat before engaging in a full retreat. It is unfortunate that freedom had to come at such a high prices. And, as the Civil War continued, month-after month, that prices grew higher. It was battles at Chancellorsville, Antietam and Gettysburg where the real price of freedom was called to be paid. The Civil War historian and novelist, Shelby Foote of Mississippi said, Any understanding of this nation has to be based, and I mean really based on the understanding of the Civil War. I believe that firmly, it defined us. The Civil War defined us as we are and it opened us to what we became good and bad. Mr. Foote also said, Before the war, it was said, the United States are. Grammatically it was spoken that way and thought of as a collection of independent states. And after the war, it was always, the United States is, as we say today without being self-conscious at all. And that sums up what the war accomplished. It made us an is. The Journal wants to recognize Civil War Talk for providing the photograph used here. We also want to acknowledge a number of sources for information from the network provided by Wikipedia.com the Internet Encyclopedia, and the quotes by Shelby Foote were obtained from the PBS News Hour, Remembering Civil War Historian, Shelby Foote, June 29, Letter from the Editor The 7th Illinois By James Middleton It was very common in the middle 19th Century for American soldiers, on both sides of the Mason Dixon line to find time and with limited resources to sit for a photographer. The goal was to have their image memorialized for the ages. Of course, though not many might have thought of the idea, they also wanted to sit for a photographer for their image to be available to family members or for a loved one, just in case the soldier did not survive the great adventure of their life, to participate in the American Civil War. Noted historians have written, anyone that wants to understand what America is or to understand what it means to be an American, must first understand what the Civil War was. The men shown here were members of the 7th Illinois Infantry Unit that was in part mustered from Belvidere. It is fitting and proper for this photograph to appear to celebrate the annual commemoration of July 4. And for a brief moment to understand what these men did at Shiloh, Tennessee. Four of the men appearing in the foreground of the photograph hold what was for them, a weapon that marked the difference in their involvement in the Civil War. They held their issue of the Henry repeating rifle that provided Union forces with a sharp edge over their Confederate counterparts on the other side of the line. But, lawyers, soldiers and gun fighters are always looking for an edge, such as having the sun to their back or holding a better weapon than your counterpart. Perhaps the most significant element of the brief history of the volunteer force that made up the 7th Illinoi Infantry was their involvement at Shiloh. The word Shiloh is an ancient Hebrew word that was the name of a village. The village was identified in the ancient Hebrew Bible. The ancient village was located in what is called today the West Bank of Israel. The Hebrew meaning of the word is unclear while some linguists believe the word meant Tranquility. The Battle of Shiloh was anything but a tranquil event. The battle of Shiloh ran from April 6 through April 7 on southwestern Tennessee near Chattanooga. Shiloh was deemed by many to have been the bloodiest battle of the Civil War. But, Chancellorsville and Gettysburg would follow and those battles and their roster of casualties and death would make Shiloh seem tame. Reminiscences of great conflicts and battles is an appropriate activity to exercise on July 4 especially when the person remembering recognizes how this nation was founded and forged. Horseshoes are forged in the intense flame in a furnace thus allowing the blacksmith to shape the semi-molten steel into a usable item that allowed him and others to travel many miles on a horse. It is the intense fire of the forge that melts the steel to allow the blacksmith to use a hammer and an anvil to shape the steel into the horseshoe. Understanding what freedom means must come from an understanding of the intense forge that the Civil War was to recognize the meaning of the word freedom and how protecting that freedom is so vital to this nations continued existence. One local man that served in Shiloh came from Belvidere and legend has it that he was not the most noble of leaders. That man was Stephen Augustus Hurlbut of Belvidere by way of South Carolina. Of all those from the distant past who arose and moved from Belvidere and into the world, Hurlbut is perhaps the most quixotic and the most difficult to affix on the roster of those that deserve remembrance and those that do not. He became a lawyer in South Caroline before moving to Belvidere where he earned a reputation in the law and as a budding politician. When the Civil War broke out he enlisted into the Army to assume the rank of brigadier general. In September, 1862 after his involvement in Shiloh, he was elevated to the rank of major general with little being noted of his fitness to serve in that role. Some of the sideline aspects of Hurlbut s legend are less than attractive and could be deemed slanderous. He led the 4th Division of the Army of Tennessee under the command of General Ulysses S. Grant and later in the Meridian Expedition under the command of General William Tecumseh Sherman. While commanding troops in Memphis, Tennessee, Hurlbut was accused of being anti-semitic because of his treatment of Jews for not allowing them to be involved in trade. Later, Hurlbut was also suspected of peculation of being involved in embezzlement while the company commander in Meridian. However, Hurlbut s involvement at Shiloh is a footnote to history and should not deter anyone from recognizing the importance of Shiloh and the struggle that was underway. The first day at Shiloh had the Confederates attacking Union force trying to drive them away from the Tennessee River. The Confederates wanted to overwhelm the army of Grant before forces led by General Don Buell s Army of Ohio could arrive as reinforcements. But during the fierce combat the Confederates became confused and Union forces held at a sunken road called the Hornet s Nest. It was here that the bloodiest fighting occurred. Confederate Changes Coming At The Journal For more than a year The Journal has not published a weekly police report. The previous reports that were published of these events came from the Belvidere Police Department and from the Boone County Sheriff s Department. The reports were discontinued because of interruptions in our receipt of that weekly activity. Those interruptions led us to believe that the reports should be suspended. That was what was done. However, in December, 2014 a new Sheriff was sworn in to serve in Boone County. Because of his experience with the Belvidere Police Department, he had strong support for reporting police activity week after week as a means to help the community. It has long been the belief of Belvidere Police Chief Jan Noble and the new Boone County Sheriff, Dave Ernest, that interaction between law enforcement authorities and the local media works to educate the community regarding law enforcement activity and also could encourage members of the community to take a more active role in law enforcement. As a result of this new policy that has been initiated, The Journal will also alter our policy and begin soon to provide weekly reports of police activity. These reports will come to the newspaper every Tuesday so that the report can be prepared by/or before press time that occurs Thursday afternoon. These reports that come to the newspaper will be complete. However, as a part of the newspaper s editorial process, some events will be reported while others will not be reported. For example, crimes that involve minors as the perpetrator will not be reported. Domestic abuse calls to authorities will also likely not be reported. Traffic reports and minor traffic stops will not be reported. However, burglaries, robberies, thefts, vehicle thefts and other larceny activities will be reported. Cases of alleged identify fraud and identity heft will also be reported. In the instance that a rape is reported, the act will be reported but the names of the victim(s) will not. Also, child abuse cases will likely not be reported unless or until the alleged perpetrator is apprehended. Incidents in which drivers are arrested for Driving Under the Influence will also be reported. Homicides and other crimes against people or the taking of a human life will also be reported. The Journal wants to emphasize, when an individual is arrested for allegedly being responsible for committing a crime, they are presumed to be innocent until they are tried continued on page...2

Some readers will jump to conclusions that because a person is identified for having been arrested for a specific criminal act, they must be guilty. The public should understand that the person arrested is a suspect and there is a procedural process in place in the judicial system requiring that time, effort and evidence must be gathered before the defendant can be brought to trial and much effort must also occur before that defendant is found guilty of the crime. Finally, the goal of this newspaper is to inform, to educate and perhaps to entertain the readers. By expanding our services to include police reports presented every week, The Journal will be better able to inform and to educate the Belvidere public. For more information, call Shari Disrad Jones Arrested Heroin Trafficking By James Middleton Belvidere Police announced last week that a joint effort between the Belvidere Narcotics Unit and the Drug Enforcement Agency, resulted in Shaun Z. Jones of Rockford being arrested for the illegal possession of a controlled substance. Jones, of the 2800 block of 11th Street in Rockford was arrested on June 24 without incident. The arrest culminated a better than two-month investigation that was led by the Belvidere Police Narcotic Unit and the Boone County Narcotic Unit. The result of the investigation led to the issuance of a warrant for Jones arrest for two-counts of the unlawful delivery of a controlled substance that had occurred within 1,000 feet of a senior citizens complex. The controlled substance contained heroin. The first count charged against Jones was a Class 1 felony and the second count was a Class X felony. In each instance heroin was the controlled substance that authorities found. After the arrest, Jones was taken to the Boone County Jail where he remains in custody under a $150,000 (10%) bond. During the arrest law enforcement officers seized substances that were believed to be heroin along with a quantity of US currency. The Belvidere Police Department wants to also inform the community, this investigation is ongoing and additional charges could be levied as circumstances warrant. The public should also be aware that this report identifies charges that were levied against Jones and are not intended to ascribe guilt. If Jones is convicted of a Class 1 felony by a jury of his peers, he could be sentenced to serve a term of from four to 15 years in the Illinois Department of Corrections. If Mr. Jones is also found guilty of having committed a Class X felony by a jury of his peers, he could be sentenced to serve a separate term of from six to 30 years in the Illinois Department of Corrections. 3 In Our 20th Year The Boone County Journal July 3rd, LETTERS TO THE EDITOR Nearing the Abyss Since 2007 and 2008 governments across the nation have entered into new areas of involvement. These were areas of decision-making that elected leaders never thought they would visit. In 2008 and 2009 the federal government, effectively, took over General Motors Corporation and then moved Chrysler Group to merge with Fiat SkA. Those moves occurred to save both companies from passing through bankruptcy proceedings. At the height of the financial crisis, the Federal Reserve forced the merger of banks and the dissolution of investment firms to save the national economic system. Bold moves were executed to save the national economy from virtual collapse. Some bold moves designed for a different end need to occur to save the State of Illinois from our own economic collapse. The condition of the new Fiscal Year 2016 state budget stands with the available options diminishing that could allow the state to avoid an end that seems to be waiting for Greece. Some aware of the situation suggest that Illinois Governor Bruce Rauner might close down state government or execute a measured closing of governmental offices if a new budget is not soon reached. Some are claiming this impasse could sustain through the summer. Of course, all of this must be viewed within the context of high political intrigue. But, there is a stark personal side to the questions that cannot be ignored as the political intrigue gathers momentum with each passing hour. Closing a government is not a wise method to overcome an impasse. Closing the government to solve problems should not be tempted but that is now happening in Springfield as the state will soon run out of appropriated money The law provides, unless a new budget is signed, Illinois will have run out of appropriated funding as of Tuesday, June 30 at midnight. This could mean that many state funded activities will be shut down or be put on hold until the General Assembly and the Governor agree to a new budget. The leadership in the Illinois House proposed a one-month budget but that failed passage. Yet, politics is holding center stage and state elected officials should be embarrassed. It appears as if Governor Rauner s position is that the cost of running state government must be cut. He told reporters on Tuesday morning that, change is hard but we need to have change. It appears as if his position is that change must occur regardless of who is hurt or what programs need to be cut or shut down. The Governor has targeted certain elements of state government that he believes should be changed. Some of the ideas that the Governor has proposed are found in his Illinois Turnaround Plan. Some ideas include the elimination of the $6.2 billion structural deficit, the budget must use honest accounting principles and to be structurally balanced, to rely on no new tax increases or borrowing and the new budget must include $500 million to pay down the unpaid bill backlog. Further, the Governor proposes increasing K-12 education spending at roughly $300 million, an increase in early childhood spending at $25 million and seeks to enact, what he calls, true pension and benefit reform to save the state nearly $3 billion in the first year. Other ideas from the Governor included his goal to prioritize education and to focus on programs that serve the entire state. He wants to expand the Department of Corrections with 473 new positions, to improve and reform the Department of Children and Family Services, to increase state road and state construction from $120 million to as much as $1.85 billion and the Governor wants to cut $1.5 billion in Medicaid funding and cut state aid to mass transit. Because the Governor is a Republican, the Democrats that run the General Assembly are claiming the Governor wants to make changes on the backs of the poor and to destroy state government labor unions. The Governor s proposed cut in Medicaid funding is what some believe is an example of making savings at the expense of the poor. The Governor has also proposed freezing property taxes and cutting funding for local municipalities and if that occurs more red ink would spill. It has also been claimed that the Governor wants to weaken public labor unions as a means to cut the cost of state government. Republican s claim that the state economic problems should be laid at the feet of the Democrats that have run the General Assembly for almost two decades. But instead of taking bi-partisan action to solve the crisis, legislators from both parties can only gaze into the abyss. The simple answer to arguments voiced by both Illinois political parties it to blame each other for problems that occurred under the leadership of both political parties. Often, these abuses were a matter of comity and good old horse trading between members of both parties. The world is not so simple as to point fingers at one entity claiming that they are to blame for all of the abuses. This is not to say that the problems that Illinois faces should be taken lightly. However, by the actions of the Governor and the leaders of the General Assembly, we have to wonder how serious do state officials take the condition of the state that has a bond rating at near junk? Dear Editor, I am disappointed with your article which criticized a Referendum already passed. This referendum was passed not by a Controlled process as your paper indicates, but by our Democratic process. The people have spoken. A new animal shelter will be built. The short fall in budget is a problem. One I feel is being addressed as I write this letter. New bids and a possible down sizing of our original plan make a new animal shelter achievable. We have elected our County Board. Now we should give them a chance to do their job. Kim W. Larson Belvidere. Ahmed Sentenced To Serve 12-Years On Drug Charges By James Middleton The Boone County state s attorney Michelle Courier announced, last week, after being arrested for illegal drug trafficking, Zeshan Ahmed (26) was sentenced to serve a term of 12 years in the Illinois Department of Corrections. Ahmed is of Poplar Grove and was arrested and convicted of perpetrating the illegal delivery of a controlled substance. The controlled substance that Ahmed delivered was the delivery of slightly more than a gram of a substance that contained cocaine. The delivery of this substance occurred within 1,000 feet of the Life Tabernacle Church in Belvidere on December 17, Ahmed also made a second delivery of a controlled substance that contained cocaine within 1,000 feet of the Grove Church in Poplar Grove on September 3, In each instance, the sales were controlled through the use of a confidential informant. Ms. Courier also indicated that there was no trial of Ahmed on the charges that were levied against him. The sentence was a negotiated plea between the state and the th Avenue Belvidere IL defendant. Ahmed s appearance before the Court allowed him to acknowledge the crime that he pled guilty to having committed and to also allow Ahmed to tell the Court that he freely and with a clear mind agreed to accept the plea. By accepting the plea that was negotiated, the state did not hold a trial of Ahmed to answer to the charges. As is policy, Ahmed will remain in custody in the Boone County Jail until notice is delivered to the county that he will be transferred into the Illinois penal system. At that time, Ahmed would be transferred into the Illinois to a prison where he will be examined and tested to determine which Illinois facility would be best suited for him to serve his term. Under the Probate Act, specifically 755 ILCS 5/28-4, any interested person may terminate independent administration any time by mailing or delivering a petition to terminate to the clerk of the court.
