The Constitutional Tax Collector s office collects almost $3 billion in local property taxes each year. This money is distributed to local governments for use in critical services such as law enforcement, fire rescue, education and health care. In addition to property tax collection, our agency collects tangible personal property tax, business tax and tourist development tax. We issue vehicle and vessel tags and registrations, REAL ID driver license and state identification cards, disabled persons parking permits, hunting and fishing licenses and we sell SunPass transponders. Visit a service center with two documents proving your new address (not a P.O. Box). If you don t have a REAL ID driver license (check your license for a star in the upper right corner), you ll need to bring documents proving birth and social security number. I moved here from out-of-state. How do I get my car titled and registered? Bring in the title, application for Certificate of Title (Form HSMV 82040), bill of sale (if owned less than six months and sales tax not previously paid), valid Florida vehicle insurance and driver license to a service center. A vehicle identification number verification is required on all out of state titles. Verifications are performed on site by staff, weather permitting. I have a boat. What do I need to do to get it registered in Florida? You ll need the title, application for Certificate of Title (Form HSMV 82040), bill of sale (if owned less than six months and sales tax not previously paid) and proof of identification. If your boat trailer requires registration, bring proof of the most recent registration. I ve noticed cars with specialty license plates. Is there an extra fee and how can I purchase one? The fee for specialty/personalized license plates varies from $15 - $25 in addition to the annual registration fee. To purchase a license plate, submit by mail or in person a completed Application for Replacement (Form HSMV 83146) or Personalized License Plate (Form HSMV 83043). How do I know how much I owe for property taxes? The Property Appraiser sends an estimated Notice of Proposed Property Taxes in late August. This details your property tax obligations. Our office mails the tax bills by November 1st. What are my options for paying my property taxes? You can pay annually or quarterly. Property taxes are collected November 1 March 31. Discounts are provided for early payments. A quarterly installment payment option is available by application. Your website still lists the previous owner. How do I get this corrected? Contact the Property Appraiser s office at They will provide our office with a memo so we can legally update the ownership record. I bought my house in the middle of the year. Do I have to pay all of the property taxes for the year? Each situation is different. Your closing documents should clearly list who is responsible for paying the taxes. How do I get a homestead exemption? Apply for a homestead exemption from the Property Appraiser. You must own and live on the property as your primary residence as of January 1 of the filing year. You can find instructions and an application at I m renting a room to a tenant. Is there anything I need to do? Yes. You must pay a 5% Tourist Development Tax on all rented or leased accommodations for six months or less. Applications are available on our website. An e-check, or electronic check, is a payment made directly from your bank account. There is no charge for this service. To make a payment by e-check, you will need your bank s routing number and your checking or savings account number. These numbers are located on the bottom of your check. Routing Number Account Number Why is there a charge for credit card payments? A convenience fee per transaction is collected by the credit card vendor and is not retained by our offi ce. When will my epay payment post? For online transactions, payment is accepted when it is received from your fi nancial institution, usually within 7-10 business days. Check with your bank or fi nancial institution for processing and delivery times of their online bill pay services or wire transfers.

7 Installment Payment Plan Is paying your property taxes in one lump sum a budget buster? Catch a break by enrolling in the Installment Payment Plan, you can break up your tax bill into four payments and receive a discount. How it Works The Installment Payment Plan is available for next year s taxes. By making four quarterly payments two advance payments in June and September, and two during the tax payment period in December and March - you receive a discount slightly under 4%. Annual taxes paid in full in November receive a 4% discount. If you pay your 2014 property taxes in installments: 1st Installment: June 2nd Installment: September 3rd Installment: December 4th Installment: March How to Enroll 1. Apply online at or submit the enclosed application by 5:00 p.m. on April Keep a copy of your application for your records. 3. Enrollment is complete when the June payment is received or postmarked on or before June 30, Installment Payment Plan FAQs Will I receive a bill? Yes. Contact the Tax Collector at or ClientAdvocate@taxcollectorpbc.com if you do not receive your bill by June 12, What happens if I miss the payment deadline? If you are late or don t make the June installment payment, you are removed from the plan. Any other missed payment results in the loss of the discount for that payment period. Do I have to sign up every year? No. Re-enrollment is automatic when you make the June payment. Who qualifies for the plan? Anyone who has estimated property taxes over $100 can enroll.

10 Be ready. REAL ID is the Department of Homeland Security s rules and standards to improve the integrity and security of state-issued driver licenses and ID cards. There are new identifi cation requirements for obtaining a REAL ID compliant driver license or identifi cation card. We all hope South Florida will be spared. However, we still need to prepare for the possibility of storm strikes. The better we all prepare, the safer our families, neighbors and communities will be. Our kit contains practical preparation guidelines. You ll find the information you need key phone numbers, tips for preparing for a storm and items you need to stock. Every household needs to prepare for hurricane season with several days of water, food, clothing, medicine and other supplies. Use this tool to organize your home, your family and determine if you will need to evacuate and access a shelter. Shelters should be used as a last resort. You should choose one near your residence. Be sure you know the route, and do not go until you hear from officials that your shelter has opened. Also, be sure to advise family members or friends that you have evacuated and where you will be. Shelters have a limited capacity and will be available on a first-come, first-served basis. PREPARE A PERSONAL EVACUATION PLAN Identify ahead of time where you could go if you are told to evacuate. Choose several places a friend s home in another town, a motel or a shelter. Keep the telephone numbers of these places handy as well as a road map of your locality. You may need to take alternative or unfamiliar routes if major roads are closed or clogged. Listen to NOAA Weather Radio or local radio and TV stations for evacuation instructions. IF YOU GO TO A SHELTER, YOU SHOULD BE PREPARED FOR AN EXTENDED STAY. 16 Calling 511 Made Easy Callers can skip the language and main menu prompts by interrupting the system and immediately asking for information in English. Spanish speaking callers must first press 2 or request Español before giving any other commands. To learn what traffic is like on a specific 511-covered roadway Say Traffic (optional) Say the Roadway name (I-4, State Road 826, A1A) You can ask for a roadway in several ways. For example, Interstate 4 or I-4. Say Exit or Mile Marker then the number, a City or County, or a Cross Street (on non-interstate roadways). Or ask for All Reports. The system will report any unusual conditions in that area You can then choose another section of the same roadway, a different roadway; or return to the Main Menu. To learn how long the trip is from here to there 511 does not offer point-to-point travel times, but does offer travel times between pre-determined highway segments. Say Travel Times Say a Roadway name (I-95, State Road 408, Veterans Expressway) and choose a Direction Listen for the segment or segments that cover your trip, then request that Segment Number. Segments are named by cross streets and exits. Exit numbers are based on the nearest mile marker. You can interrupt the system when you hear the segment you want and ask for that segment number. 17 Checking Traffic on FL511.com Made Easy To learn what traffic is like on 511-covered roadways On the Home Page map, click on the Region where you plan to travel On the map legend, click on the check boxes next to Incidents [ ], Construction [ ], Congestion [ ], Weather [ ] and Other [ ] to see icons for current information Hover over or click on an icon to view details Important: To check Travel Times on a roadway, zoom in on the map until the Travel Times check box becomes active, then click it Hover over a colored roadway segment to view Travel Times on that segment OR Click on the Traffic link in the header Click on the Incidents tab Choose a specific highway from the All Highways drop-down menu If there are no incidents on your selected highway, the highway will not appear in this list. Filter your search by County or Region. If the Highway, County or Region is particularly busy, filter the list by incident Severity or Type, or choose Direction of travel Click on the Estimated Travel Times tab. 18 APPLICATION FOR PROPERTY TAX EXEMPTION INSTRUCTIONS DO NOT COMPLETE THIS APPLICATION IF YOU DO NOT RESIDE ON THIS PROPERTY HOMESTEAD TAX EXEMPTIONS ARE NOT TRANSFERABLE. If you had a Homestead Tax Exemption on your prior property, you must file a new Homestead Tax Exemption application for your new property. If listed on the application, the following items are required for each applicant: 1. Florida Driver license or Florida ID for each applicant. 2. Florida vehicle registration for each applicant (if you drive) 3. Palm Beach County voter s registration card (if you vote) The address on your voter card must match the address of the physical location where the exemption is being sought. 4. Front and back of Permanent Alien Card (if you are not a U.S. Citizen) If you and/or your spouse have a Homestead Exemption or an equivalent residency based benefit on any other property you own, (such as the New York S.T.A.R. ) you will NOT be eligible for a Homestead Exemption until you surrender the benefit in that other jurisdiction. Such property which is situated in this state shall be subject to the taxes exempted thereby, plus a penalty of 50 percent of the unpaid taxes for each year and 15 percent interest per annum. However, if a homestead exemption is improperly granted as a result of a clerical mistake or omission by the property appraiser, the person improperly receiving the exemption shall not be assessed penalty and interest. Before any such lien may be filed, the owner so notified must be given 30 days to pay the taxes, penalties, and interest.
