16 Waikato-Tainui Right of First Refusal Statement Waikato-Tainui world view of its RFR Outlines principals and processes on how the RFR should operate Principals adapted from the 1995 Deed of Settlement and the Apology by the Crown Operation of RFR should be such that furthers 1995 Deed of Settlement and Principals. Statement relevant to any Crown body, including local authorities, and those private individuals or entities undertaking or wishing to undertake activities on Crown owned land or land with an underlying Crown interest.

Implementation occurs so as to honour the agreements between the Crown and Waikato-Tainui. The Crown is to show good-faith and not deliberately adopt an artificial arrangement or legal strategy, in order to circumvent its contractual and statutory obligations under the Deed.

It is not possible for the Crown to atone for its crimes with another crime; atonement must be through appropriate redress.

23 Expectations of the Crown Interprets and implements the RFR consistent with the Statement Ensures any Crown or Non-Crown individuals or entities administrating, potentially or actually affected by the RFR fully briefed on RFR process Acts in good faith with offers made under the RFR. Agreeing realistic timeframes, user friendly processes and providing independent third party valuations.

24 Conclusion No surprises approach to the RFR, underpinned by Principals adapted from the Crown Apology and the Deed of Settlement Waikato-Tainui are seeking: Win Win outcomes To return as much of the 1.2 Million acres of land that was taken. Enhance a new age of co-operation between the Crown, the Kingitanga and Waikato-Tainui.
