The surveys shall be carried out in accordance with the procedures fixed by law for the conduct of surveys for the issue of final titles. 1. Survey fees for title surveys shall be classified in accordance with the categories of land use such as building, agriculture, industry, mining and other purposes. This is a Revision of Title Survey Fees 2012 to cater for the followings; 1) New Provisions in Section 92 NLC 2) New Provisions in STA 1985 amended in 2007 for land parcels and old buildings without approved building plans Sec 10(6A) 3) New Provisions in LLS Regulations 2011 PU (A) 331/2011 on Conduct of Title Surveys in compliance with directives. 4) New Provisions in Cadastral Survey Regulations on minimum one CRM for new title surveys conducted by LLS 5) To introduce payments of emplacement of boundary marks in title surveys. 6) To introduce new item in survey practice with consultation fees 7) Provides Corporate Social responsibility with different rate for Accessory Parcels and in low cost housing schemes. 8) To delete items exclusive to JUPEM core activities, e.g standard traverses and survey of administrative boundaries. 9) To cushion the impact of a natural economic phenomena for LLS with the general increase in renumeration, salaries, goods and services. 10) A study on the increase in cost of services rendered by land surveyors in Peninsular Malaysia by Prof. Dr Moha Abdullah, Faculty of Economics, International Islamic University Malaysia hereby refers The fees listed in the following Tables are applicable to surveys for new alienation as well as surveys for subdivision. To accommodate new provisions in STA in 2007 with the introduction of strata including landed strata scheme 4 4. For the purpose of calculation of fees, survey work has been split into separate items with different rates for each item. An assurance of quality services to be rendered by LLS In a case where the licensed land surveyor has been diligent in the conduct of survey and no field survey for the issuance of final title can commence, a fair and reasonable remuneration for the licensed land survey or shall be not less than 30% of the total fee chargeable. We have inserted the minimum fees chargeable to client on Para 6, and we maintained the abortive fees at 30%. INDICATIVE OF THE WORK DONE, PROFESSIONAL AND INTELLECTUAL INPUT, MEETINGS ATTENDED, TRAVELLING, ETC 8 8. Every Title surveys conducted under this Regulation shall have a minimum of one Cadastral Reference Mark as datum for such surveys. APART FROM DATUM OF NEW SURVEYS, ALsO INDICATES THE SUGGESTIONS for an assignmrnent of 3D coordinates system in X,Y and Z value for A NEW boundary marks and all the boundary marks eventually as derivative. Table II Survey for subdivision of building Table II Survey for Subdivision of Building, 11 This Table covers the sub-division of building for the issuance of strata title under the Strata Titles Act 1985 and the fees to be charged thereon. LLS shall be appointed as consulatant land surveyor, advising clients with respects to compliance to laws, regulations, etc. This includes proposal for a share unit scheme in a strata development. LLS now sits as consultatnts to the project from submission of planning approvals, issuance to development order as well as building plan approval Often LLS are required to certify share unit determination, and precomputation of SPA plan for annexture to Schedule H of the Housing Developers Act. Where the survey data is required to be submitted in digital format, an additional charge of 20% of the charges under subparagraphs and of Paragraph 1, Paragraph 2, Paragraph 3 and subparagraph 4 of Table II is applicable. 5. Re-survey of the parcels and re-preparation of plans due to subsequent amendments to the building plan : - Basic charge of RM2,500.00per job plus 50% of the rates under paragraph 7 Situation may arise when buildings are constructed different from the approved building plan hence when building plans are amended and approved, stata plan are required to be amended before submission. Provisional blocks: a) For the computations and preparation of plans to ensure that the provisional blocks are wholly within the lot, the preparation of proposed strata plans for all parcels within the provisional blocks and marking of the block, the charge is RM per parcel for each parcel within the provisional block. b) The charge for the survey of provisional block shall be under Table I. This is precomputation and plan drawing for submission for provisional strata parcels. Per parcel rate is RM25 per parcel instead of RM 300 per block. No change from the current provisions 9. Survey of land and existing building for the preparation of building plans drawn for the purpose of subsection 10(6A) of the Act for the application for subdivision of building only : Basic charge RM2, per job Survey of the land including making measurement to feature of permanent construction appearing at the foot of each building (Table II item 6 a and 6b) This is the as-built survey for purpose of STA Sections 10(6A) where building plans are not available. The surveys includes getting the necessary endorsements from Local Authorities. Basic Charge is introduced as well. Resurvey for certiification that building s are wholly withinn the lot i.e. taking offset measurements to buildings. Survey of existing building Gross Floor Area of each building This is the Asbuilt survey rate and dedicated specifically for the survey of the parcels already built. There are many details need to be picked up, columns, other structures to define parcels. 300 square metres and below RM Any additional area above 300 square metres RM per square metre 11. Table III Survey of Land for Agriculture Table III Survey of Land for Agriculture This Table provides the fees for the survey of land for agriculture purpose including land for aquaculture purpose of survey for subdivision, amalgamation and partition in rural areas. 2. The survey fees chargeable under this Table for each job shall consist of the following charges: - Agriculture purpose: - 1. This Table provides the fees for the survey of land for agriculture purpose including land for aquaculture purpose or survey for subdivision, amalgamation and partition in rural areas. The survey fees chargeable under this Table for each job shall consist of the following charges: 2.1 Agriculture purpose aquaculture combined with agriculture Basic charge per job - RM1, Basic charge per job RM2, Basic Charged increased to 164% Charge for the preparation of pre-computation plan shall be RM20.00 per lot, subject to a minimum charge of RM per job. Charge for survey for the re-establishment of old boundary marks found missing or out of position is RM for each mark refixed or replaced. For professional consultation, preparation of documents, management of information, submission and compliance with prevailing e-government environment, the charge is 35% of the charges under paragraph, (d), (e) and below. Charge for the preparation of pre-computation plan shall be RM per lot for lot less than 2 ha. For lot bigger than 2 ha per lot, it will be charged an extra of RM50.00 for every additional hectare of land or part of it. The above condition is subjected to a minimum charge of RM3, per job. When the job requires the use of Cadastral Reference Marks based on Point Positioning by Satellite then additional charges listed in Table IX (not inclusive of Basic Charge) are to be collected; Items on consultation is introduced. This is another CSR item proposed to cater for village land where land is about 5 acres. The precomputation is kept to the minimum increase from rm20.00 to rm Otherwise its rm but minimum charge of RM is applicable. Also increased on sliding scale on additional hectares or part thereof. 8 (g) Where the survey data is required to be submitted in digital format, an additional charge of 20% of the charges under Paragraphs,, (d) and (e) is applicable and Meeting fees, reimbursements and charge for supply of transparencies and additional prints, where applicable, are as provided under Table X, Table XI and Table XII respectively. 2.2 Aquaculture and other similar purposes (h) In security areas: - Where security permit has to be obtained from the relevant authority, an additional charge of 25% of the charges under Paragraph,, (d) and (e) is applicable; or Where armed escort is required and working hours are dictated by the relevant authority, an additional charge of 50% of the charges under Paragraph,, (d) and (e) above is applicable; and Where there is a waiting time after mobilization an additional charge at RM per party day shall be applicable.
