The meeting was called to order at 11:31 AM by Wayne Marshfield. II. Minutes from last meeting were reviewed and approved as written. III. Septic Program 1 A. Frank Barone Eligibility: Mr. Barone s property is located in the Town of Harpersfield. He bought the property, which includes a 19 th century schoolhouse, 13 years ago as a second home. The property predates a Certificate of Occupancy. At some time in the past, Mr. Barone installed an incinerating toilet (waterless toilet). The house has no running water. There is an outhouse on the property, but no septic system. There is a sink in the house with a pipe that runs out on the ground. Though Mr. Barone has rights to a spring, a cemetery prevents him from installing a water line. Leo passed around photos of the house and property. Staff has determined that the property never had a septic system and that a new system is not eligible for program funding under the Program Rules. The Committee agreed unanimously that Mr. Barone s property is not eligible for Septic Program funding. B. Carin Wood Over $20,000.00: This site is located in the Town of Walton. The house has four bedrooms. Major components of the proposed septic
2 system will include a 1,250 gallon septic tank, pump chamber, 35 lineal feet of gravity piping, one distribution box, 140 lineal feet of force main, 4 peat modules and site restoration. A contractor has submitted a quote for $21, to build this system. This is slightly below the staff estimated cost of construction based on the Schedule of Values. The Committee recommended that a resolution be brought before the Board to reimburse Carin Wood in the amount not to exceed $21, to build this septic system. C. Julianne Parker Over $20,000.00: Ms. Parker s property is located in the Town of Shandaken. Her house has two bedrooms. Major components of her proposed septic system will include a 1,000 gallon septic tank, 45 lineal feet of 4 gravity piping, one distribution box, 275 cubic yards of absorption fill material, 400 square feet of absorption bed, tree removal and 95 lineal feet of retaining wall. Ms. Parker s contractor has submitted a quote for $23, to build her new system. This is within 10% of the staff estimated cost of construction based on the Schedule of Values. The reimburse Julianne Parker in the amount not to exceed $23, to build her septic system. D. Joseph Horos Over $20,000.00: Mr. Horos property is located in the Town of Neversink. A new septic system project was approved in 2005 and constructed. The cost of construction to date is $22, CWC was recently contacted by an engineer (not the original engineer), who said that the system was in failure due to being inundated by surface water. The engineer proposed installing 100 lineal feet of curtain drain, 40 cubic yards of absorption fill material, 12 cubic yards of topsoil, seed and mulch to solve the problem. A curtain drain was not included in the original design. A fair and reasonable cost for the additional work has been determined to be $2, Mr. Horos has applied for reimbursement for that amount. Leo was instructed to send Mr. Horos a letter stating that this is the final cost eligible for program funding for this property. The 2
3 reimburse Joseph Horos in the amount not to exceed $2, for additional costs to build his septic system. E. Prattsville Sewers: This issue was originally discussed at the March Septic Committee meeting. It was tabled at the April through June Septic Committee meetings. Tim Cox informed the Committee that CWC is entering into agreement with the Town for funding a sewer extension to connect the Jacqueline Haines property and four others on Washington Street to the community collection system. This issue is under Tab 21 in the Board Book. The Town is happy to have the funding. No action was necessary from the Committee on this issue. F. Janoslaw Kardasz Over $20,000.00: Mr. Kardasz property is located in the Town of Jewett. His house has two bedrooms. Major components of his proposed septic system will include a 1,000 gallon septic tank, a siphon chamber, 80 lineal feet of 4 gravity piping, 165 cubic yards of absorption fill material, 400 square feet of absorption bed, a temporary access road and site restoration. Mr. Kardasz' contractor has submitted a quote for $22, to build this system. This is within 10% of the staff estimated cost of construction based on the Schedule of Values. The reimburse Mr. Kardasz in the amount not to exceed $22, to build his septic system. G. Norika Zellner Over $20,000.00: Ms. Zellner s property is located in the Town of Middletown. Her house has two bedrooms. Access to this site is extremely difficult. Major components of her proposed septic system will include a 1,000 gallon septic tank, a dosing chamber, 135 lineal feet of 4 gravity piping, one distribution box, 477 cubic yards of absorption fill material, 450 square feet of absorption bed, 165 lineal feet of improved swale, a temporary access road and site restoration. Ms. Zellner s contractor has submitted a quote for $25, to build this system. This is within the staff estimated cost of construction based on the Schedule of Values. The Committee recommended that a resolution be brought before 3
4 the Board to reimburse Norika Zellner in the amount not to exceed $25, to build her septic system. H. Patrick McLoughlin Additional Costs: Mr. McLoughlin s project is located in the Town of Halcott. His project was previously approved for $24, During construction Mr. McLoughlin s engineer requested that a curtain drain be installed to protect the absorption area from ground water. The engineer has verified the need for the additional work in writing. 60 lineal feet of curtain drain 36 deep was installed. A fair and reasonable cost for this work has been determined to be $ This will bring the total project cost to $25, The Committee recommended that a resolution be brought before the Board to reimburse Patrick McLoughlin in the amount not to exceed $ for additional costs to complete his septic system. I. David Thorington Over $20,000.00: Mr. Thorington s property is located in the Town of Roxbury. His house has three bedrooms. Major components of his proposed system include a 1,000 gallon septic tank, a siphon chamber, 85 lineal feet of 4 gravity piping, one distribution box, 260 cubic yards of absorption fill material, 236 lineal feet of absorption trench, 140 lineal feet of curtain drain, a temporary access road and site restoration. Mr. Thorington s contractor submitted a quote that was above the staff estimated cost of construction based on the Schedule of Values. After negotiation, a lower price was agreed upon. The negotiated quote is for $26, which is within 10% of the Schedule of Values cost. The reimburse David Thorington in the amount not to exceed $26, to build his septic system. J. Earl Krom Over $20,000.00: Mr. Krom s property is located in the Town of Roxbury. His house has four bedrooms Major components of his proposed septic system include a 1,250 gallon septic tank, siphon chamber, 110 lineal feet of 4 gravity piping, one distribution box, 505 cubic yards of absorption fill material, 275 lineal feet of absorption trench, 4
5 130 lineal feet of curtain drain, and extensive site restoration. Mr. Krom obtained four quotes for this project. They are $40,700.00, $36,400.00, $35, and $33, The low quote is within 10% of the staff estimated cost of construction based on the Schedule of Values. The reimburse Earl Krom in the amount not to exceed $33, to build his septic system. K. Samuel Truitt Additional Costs: Mr. Truitt s property is located in the Town of Woodstock. His project was previously approved for $27, The site clearing was performed by another contractor at the homeowner s request was inadvertently left off the cost of the project. A price of $4, was determined to be fair and reasonable for tree removal and grubbing of the site. The Committee recommended that a resolution be brought before the Board to reimburse Samuel Truitt in the amount not to exceed $4, for additional costs to build his septic system. L. Septic Maintenance: Larry Kelly reviewed activity in this program with the Committee. 27 homeowners were reimbursed for pump outs last month. 114 have been reimbursed for pump outs so far this year. M. Update: Leo reviewed activity in the Septic Program with the Committee. 33 systems were paid for last month. The total number of systems paid for this year is now 138. N. Other: The Committee reviewed a letter received from Richard Guide of Dry Brook Management, Inc., owner of Carlson s Trailer Park in Arkville. He is not satisfied with the program funding newly available to him under the Program Rule change allowing funding for trailer parks from the Small Business Septic Program. The Committee instructed Tim to write a reply to his letter. IV. The next meeting was scheduled for 10:00 AM on October 1, V. The meeting was adjourned at 12:05 PM. 5
