1 MINUTES CITY OF LINDSTROM, CHISAGO LAKE TOWNSHIP JOINT CITY COUNCIL/TOWNSHIP INFORMATIONAL MEETING (ANNEXATION) WEDNESDAY, APRIL 15 TH, :00 P.M. CITY COUNCIL CHAMBERS Sylvan Ave., Lindstrom, MN CALL TO ORDER/PLEDGE: Chair Froberg and Mayor Carlson called the meeting to order at 7:03 p.m. CALL OF ROLL: Those Present City of Lindstrom: Mayor Carlson, Council members Singer, Flug, Wishy, City Administrator Olinger, Administrative Assistant Barnes Those Present Chisago Lake Township: Chair Froberg, Supervisor Nelson, and Clerk Trippler Others Present: BUSINESS ITEMS: Kelly Strobel - Chisago County Sanitarian, Todd Kohs, Mike Muske, Brian Johnsen, Doris Huspeni, James Berglund, Tom Hunter, Gerald & Linda Curtis, Mike Lamb, Jeff Chartrand, Jerry & Judy Chapmon, Bob Palmer, Shirley & Robert Gabriel 1. Annexations and City Sewer Services in the areas of Glader Ln, Glader Blvd., and the properties located at Olinda Trail, and Olinda Trail Lindstrom Mayor Carlson read aloud the Meeting Notice. He added it has been published in the Chisago County Press. Froberg questioned how many letters were sent out. Administrator Olinger responded that (18) letters were sent; the Curtis replied back with a letter, one Voluntary Petition to Annex 1
2 was received, and Administrator Olinger did speak with Mr. Johnson over the phone regarding his questions and concerns. Administrator Olinger added the purpose of the meeting is to create an awareness of the City s goal to clean up the Sewers around our Lakes in the area. At this time, the City is looking at the small, Lakeshore lots that currently have Private Septic Systems. There are also larger sections of land that are undeveloped at this time. Part of the difficulties the City is facing, is that Septic Systems do not all fail at the same time. There are persons on the East side of Glader that have failing Systems or Holding Tanks at this time, that are waiting for the City to run Sewer lines to them. Chisago County is handling the enforcement of the failing Systems, and is allowing everyone time until they can connect to City s Sewer. But the County can only allow/wait for a certain period of time before they violate the MPCA rules. Administrator Olinger stated the City has always tried to be a good neighbor with the Townships. He added we have had a history of being good neighbors, and have never forced our hand upon the Townships. We have been known to incorporate around the Townships, leaving persons who are surrounded by City properties to remain in the Township. We are trying to approach this issue in the same manner, and recognize/appreciate the role of the Township government. However, the City cannot afford to run all of these Sewer lines at their own expense. They are asking that the residents of the Township, who need these services, volunteer to become annexed into the City, receive City Sewer to help clean up our Lakes, and also to help pay for the new Sewer System. The City s approach is to meet with everyone to discuss the issues, plans, or viable solutions that are available. The City s Engineer did perform a review of the Project. Administrator Olinger stated the City would like to keep the costs down as low as they can for the residents, and also for the City which may end up paying a portion of these costs. There are issues with the large properties, as we don t want to push them into not being able to pay for their properties anymore, or incur costs that don t allow them to be able to sell their properties. We do not want to impose steep assessments. The Planning Commission also is looking at our Comprehensive Plan, and reviewing it, as the City is no longer in the growth period as anticipated. We have much available space to use for the next several years. The Engineer s Proposal was a Low Pressure System. The City already has this system by Kroon Lake so we are familiar with it. There is a small pipe in the ROW, which comes into the home. There is then a private pump that pumps sewage into that pipe, and then into the main Sewer System. Olinger 2
3 added it is a conservative Plan. There are some pros and cons to this type of System. The City s part would be the infrastructure. There is an existing Low Pressure Sewer Line that runs up Olinda Trail from Kroon Lake to a Lift Station. The Proposal is to tie into the System at Glader and Olinda, and run a Low Pressure System down to the Ki-Chi-Saga area. There is then a different Sewer District. The Engineer estimated the Proposal to cost approximately $55,000 for general and restoration of the ROW, approximately $42,000 for Street replacement on Glader, and Sanitary Sewer Improvements for approximately 1/3 of a mile at $221,900. The total estimated cost per unit assessment is approximately $9,000 plus the cost of installing a pump ($7,500-$10,000) in the home. Administrator Olinger stated if several pumps were ordered at the same time in a project, we may be able to get them cheaper. He added there is also a Sewer Access Charge (SAC) fee, which is negotiable. This fee is usually paid by the new homes coming in to help pay for the infrastructure needed or which is already is in place. We can also look at the Assessment period and possibly extend it out over 20 years. The City could Bond for it, then levy the Assessments to the Property Taxes. The City can obtain a pretty low interest rate if they Bond for the Project. Olinger added the City is looking at a new Engineering Firm, which can possibly come up with further savings or ideas for the Project. The total Assessment amount was projected at approximately $22,000 per Unit total. Chisago Township Chair Froberg reviewed the proposed areas on the City s Comprehensive Plan. He added he was disappointed in the Township Resident s responses received, and opened the meeting up for Public Comments. Pete Johnson stated the current jurisdiction is Chisago Lake Township, so the City of Lindstrom wants to use Hostile Annexation on areas of the Township and force those persons to get City Sewer. He added he felt they should be annexed first, and then City Services brought to them. He felt anyone who annexes in now before knowing the actual costs would be very imprudent. Johnson stated he was not in favor of Annexation. He felt they should find out how many persons actually want to come in to the City limits first. He added they had done a similar thing on Morningside Court where he owns a large parcel of land. It was a gravel road, which now needs to be paved, which means they will have to dig up the road or shoot the Lines underneath. Administrator Olinger stated the Paving Project was stopped because Mr. Johnson did not want to annex in, and the City graciously allowed him the time the Township granted before going ahead with the Project. To use the 3
4 words Hostile Annexation by the City, would not describe this at all. Johnson commented he felt the people should have honest information on what this will cost, and how efficient the System will be. Administrator Olinger described many of the homes are below the elevation of the roads. Even if the City could put in a Gravity System, these persons would still have to have a pump to access it, along with a Force Main in the City s System. Olinger added it is a low area. We would like to get the information to the people as soon as we figure out which way we are going, and what to do. Jerry Chapman stated he would like to see a show of hands on who would like to be annexed into the City, and he also wanted to know what is going to happen on the Holtz property are they going to put a new System in, and then watch the Holt property be developed with all the new homes coming in on this new System? Administrator Olinger stated the issue is that there are failing Septic Systems out there. They are on Holding Tanks, and are waiting for the City to bring them a Sewer System. As a City, we are trying to resolve the sewering issues. When the Holt property comes in, they will have to sewer themselves. They can not tie into this new System, and will have to put in a Gravity System. They will have to pay a part of the Assessment for the new System. Mike Muske, representing the Leases, stated Administrator Olinger is right in that they will need their own System, but added there are parts of the property that are on the North side which will be a part of this new Low Pressure System. Mayor Carlson stated again there are requests from some of the persons on Glader Blvd. to come into the City in order to get Sewer Services. Some of them are in very low areas. There is not much of an option for them other than City Sewer. The purpose of this meeting is not to obtain property through Annexation, but rather to respond to those requests from residents along Glader Blvd. who would like to have the area served by City Sewer due to failing Septic Systems. Mayor Carlson stated we need to have a meeting to see if it is reasonable and feasible to do this. If there are only a few properties that wish to come into the City, it will not be economically feasible. We are here to see if there is a long term solution to get Sewer around our area Lakes. Kelly Strobel, the Chisago County Sanitarian, is in attendance to answer questions and give advice also. Everyone should want the Lakes sewered properly, no matter what type of System they have put in. Kelly Strobel, Chisago County Sanitarian, stated the County has been out to look at properties that may be eminent health threats. They found many inground Systems along Glader Blvd. that are very close to the Lake, with very few upgrades. Some have Holding Tanks already. This tells us with the ages of these homes (30+ yrs.); there is the potential for having further problems 4
5 coming up in the next few years. Strobel volunteered to share the information on file with anyone who is contemplating or is in this position. Chisago County Sanitarian Strobel stated the information was presented to the City and Townships, and it does not look favorable for many of the Systems. If these homes are sold, they will not pass inspection. It is not a land grabbing issue. This is about getting everybody on some type of System that will clean up these issues and our Lakes. Most of the older Systems are between the home and the Lake. We already know that the Lakes will clean up if we clean up the Sewers. Strobel stated it is not just the Glader Blvd. area; there are a few other Streets that they are concerned with also. Pete Johnson questioned how many total Units were affected, and how many persons have requested Annexation. Administrator Olinger stated there are approximately 25 properties. Johnson stated that is not a very large base to pay for a Sewer System to Olinda. Olinger stated on the other side of the road is a very large parcel. If we include them in the Assessments, the concern is that they cannot sell the property due to the cost of the Assessments and Units. We do not wish to cause them to default and not be able to sell the property. If we have them pay for a System now, at time of development, they can say they do not have to put in a separate System. It is a small System, and we would not want a large development dumping into it. Administrator Olinger stated there are approximately (7) parties that have annexed so far. Johnson stated he did not feel that was reasonable number or a majority of what the people want to do. Mayor Carlson stated there will never be a time when there will be 100% of the people for the project. Johnson again referred to his vacant parcel of (8) acres along Morningside Ct. He stated he had more assessable Units than the other four property owners, who all voted for the project. He had no choice and had to pay the most. Mayor Carlson stated Mr. Johnson still has not paid anything yet towards the project. He is surrounded by City parcels. Administrator Olinger reminded it has been 15 years since that project was completed, and Mr. Johnson has not paid anything or even paid any interest on it. If you compare the costs back then, and consider that there was no interest added, against what you could owe at today s costs, Mr. Johnson received a pretty good deal. Johnson stated he has to pay more than the other property Owners because of the size of his parcel. Olinger added if his property is developed one day, he will also reap the benefits that come from subdividing into several parcels. Mayor Carlson stated the City Council will have to make this decision on the Sewer System. It will not be a vote of the residents. That is why we are discussing issues and are having this meeting with everyone. Doris Huspeni addressed the City and Township stating she did not want to hear Hostile Annexation. She added there was previous discussion 5
6 regarding a Joint Powers Agreement. She questioned if there was further discussion on this, and if it were possible. Administrator Olinger stated because we have a Joint Sewer Commission, Lindstrom does not own a Sewer Plant. We own capacity in the Joint System. That capacity is reserved for City residents. A Joint Powers Agreement would bring in the Township. To include them, would be a decision made by the Joint Sewer Commission which is Wyoming, Stacy, Lindstrom, Chisago City, Center City, etc. To give capacity away to an entity that did not or does not pay for its services, would not be very likely. Jerry Curtis stated there has been a lot of discussion in the last couple of years regarding our Lakes being Impaired Waters. His understanding from LID (Lake Improvement District) is that they are impaired with phosphorous. Phosphorous does not come out of Sewer Systems. Curtis questioned if it was from failing Systems, or run-off from farms, etc. Chisago County Sanitarian Strobel stated it is from both. Curtis questioned if there was a study or results somewhere. Ms. Strobel stated she did not have that information with her, however she would go back and find the information, and find out what kinds of testing results are on file. Curtis questioned if the problem of a failing System would be on the property owner, not on everyone else. Ms. Strobel stated when they sell their property, not while they are living there. There are Systems within only feet of the Lakes. The question is, does everyone want sewage going into your Lakes for the next years vs. getting some type of System whether on the property or through the City Sewer? Most of the property owners have no intention of selling or moving. She added studies have been done on these Lakes for the last 20 years. We would like to see some funding come from the State of MN to help us repair this. Curtis stated he can remember the Lakes being dirtier and greener several years ago. Council member Flug stated the issue is, most of these properties are on very small lots. The density has changed into a high density area. There may be no more room for a Mound or other type of System. The only other option would be Holding Tanks, which have to be pumped each month. Flug added with the Impaired Waters issue, there is a whole lot more going on than what meets the eye. He stated there is a Lake that had the same quality as a Cess Pool, until the City stepped in and sewered the properties areound the Lake. Now, fifteen years later, it was unbelievable how the Lake has changed and cleared up. Flug stated the same thing is going on right here on our Lakes. The City is forced to look at there are more issues here than just a System that is out of Compliance. We are talking about what is happening in the whole area and our Lakes. It affects our entire Community, as well as those who live on a Lake. This is not going to be free nothing is. Many Homeowners on the Lake are already paying for other Homeowners abuse and noncompliance. The City can either do something now, or people can take care of it themselves and at their own individual expense. As far as Assessments go, there are things that can be negotiated. The City can carry the Bond for 6
7 running a line, and when someone s System does fail, we will have a solution and we will be able to repay the debt when they hook on. The City is not looking for peoples land; they are trying to correct a large problem. How do we justify spending our Taxpayer s money trying to fix something, when everyone in the area is not paying their fair share. Council member Wishy addressed comment to Mr. Curtis, regarding back when the Lakes were a lot dirtier and greener. Since then, the City has been running several Sewer Lines to Lakeshore properties. So, you are reaping the rewards and benefits of a Lake that is no longer green, but we still have sections that are not sewered yet. It used to be a lot worse until we started sewering. Jerry Chapman commented regarding the costs, saying that it will cost him $1,000 per year for the next (20) years. He felt that was acceptable, but if we are going to run the Sewer Lines, why are we not looking at the Water Lines at the same time? Mayor Carlson stated that can be done. We can come up with a cost for that also. In reality, the City does not get free Engineering. These properties are located in the Township, so we are spending our City s funds and Taxpayers money on those Township properties - without being reimbursed. Mayor Carlson added we have had areas where the same issues existed. We have yet to reconcile the problems, and have spent hundreds of thousands of dollars on trying to fix the issues so far. We do spend a lot of money on Engineering Fees, Studies, Plans, Reports, etc., before anyone ever comes into the City or is annexed. The Citizens of Lindstrom are burdened with these costs not the Township residents - they pay nothing. The City should not incur the expenses for those of you who keep saying no. We cannot do a piece-meal job, or wait for everyone to agree to do this according to their own schedules. It just is not realistic to think that way. Mike Lamb addressed the group stating the people on Glader Ln, all own property on Glader Blvd. Why are you addressing Glader Ln, vs. Glader Blvd.? He would just as soon see Glader Ln removed as a roadway. Administrator Olinger stated one of the issues is that the road belongs to the Township, not the City. He added the other issue, is that you would need easements to cross properties for access, etc. The City has experienced Joint Easements before as far as maintenance, plowing, emergency vehicles, etc. They do not work, especially if there are several persons in ownership. There are issues each time someone new moves in, issues with age and needs differences, etc. We would strongly recommend not doing that. Administrator Olinger added the Sewer could go underneath the road. (We statutorily had to notice you.) You could access directly onto Glader Blvd. There are costs shown for Glader Ln, that probably can be removed from the project. Mayor Carlson stated Glader Ln, the roadway, would still exist but the property owners own the land all the way to Glader Blvd. for the connections. 7
8 Mr. Curtis stated he appreciated the concerns regarding the Lake quality. He questioned how many of the properties do not have space for a new System. Mayor Carlson questioned how Mr. Curtis thought the City should handle this, and added some of the properties have had Holding Tanks since they were Cabins, and many of them are now year-round homes. Curtis questioned if this was fiscally sound Mayor Carlson questioned if it was responsibly sound. Mayor Carlson added this discussion is regarding trying to resolve our Impaired Lake Waters. Is it responsible to try to improve our area and our Lakes? Mr. Curtis questioned is it reasonable. Ms. Strobel stated a Mound System usually uses up a 60 x 80 area. Many homes do not have the space available. Cost wise, you will be looking at $12-15,000 dollars. It would probably have a life of years. Should you spend a little bit more and get a more permanent fix? Mike Muske commented regarding salability. If you try to sell a home which uses a Holding Tank, it is next to impossible to sell it. If you want to protect your value, you are far better off with City Sewer. He added it would be very difficult to finance the property also. Bob Palmer stated he owns property east of Glader Ln. He questioned why he is not a part of the Plan. Administrator Olinger stated he would be included. Palmer stated of the (10) properties on Glader Ln, there are only two that are year-round residences. The rest of them are seasonal, with 4-5 property owners only visiting 5-6 times per year. They may not even get to the point of having to pump their Tanks during the year. There is not enough usage to make them fail or filter into the Lakes. They are very small lots and may not have room for a System. To try to recover $25,000, would maybe take 40 years of pumping. Pete Johnson questioned how much of the contamination is coming from lawns, and how much of this is really from the Sewers? Ms. Strobel stated she previously stated she would get all of the information they have on file and bring it to the next meeting. Strobel added you can get fecal bacteria and phosphorus from a Septic System. Phosphorous comes from products used in the home. There are many older persons who live on the Lakes that are on medications. This is going into the Tanks and Drainfields which can t handle them or break them down, so you are now adding phosphorous, fecal bacteria, and drugs to our Lakes. (Strobel stated there is truly a Lake in Texas where so many drugs are getting into the water, that the Fish are actually changing sexes due to the estrogen content in the water). There are so many concerns and a multitude of things that are happening to our Lakes due to these Systems. There are still outhouses on the properties on Mentzer Trail that are going right out on top of the ground. There is a property on North Center where persons could see the icicles from a pipe in the winter that was going 8
9 right out onto the rocks of the Lake. It was a bad case. People are concerned, and the County is getting calls all of the time. Mr. Curtis questioned how long it takes for phosphorous to leach onto the soil, and what is being done about the water run-off going straight from the roads into the Lakes. Strobel stated they are starting to work on alternatives such as Rain Gardens, etc. The run-off is also an important issue for our Lakes. The leaching of the phosphorous would be in the Water Quality Department files. Mr. Lamb questioned if there were a % of residents that would make up a majority vote on these issues. Mayor Carlson stated we look at the overall costs, what can be recovered now, and how long it would take to pay off the City s Bond. It is really the total costs to the City, and when we could bill back these costs to the residents. What is feasible to the Community, what is feasible to those who need to be connected and are waiting it is a good question. Administrator Olinger stated we are in the beginning of the project process, and would like to have better figures and plans to determine some of these things. Our new Engineer is coming on board soon; we don t know how long it would take for them to respond to this project. Mr. Gabriel questioned the # s on how many Systems would be needed. He added the economy is rough, and many persons are on fixed incomes. He felt persons could do a lot of pumping of the Holding Tanks for $24,000. Mayor Carlson responded Holding Tanks may work for some persons. Administrator Olinger reminded there will be a point where you will sell your property. Holding Tanks are sub-standard Systems, and many Finance or Mortgage Companies will not allow them. Persons are having to Escrow now in some cases at 1 ½ times the estimated cost of a System at time of sale. We will try to work with everyone. Mike Muske added the value enhancement on smaller lots is giant; it is those persons on small lots who should want City services the most. If you have a lot that cannot handle any type of Septic System, it really devalues the property. County Sanitarian Strobel stated recently, the Metropolitan Council has closed dump sites, including Forest Lake s. This means the costs of pumping and dumping will go up as they now have to drive to the Fridley site. The fees for Holding Tanks are going to go up with the cost of gas, insurance, having to drive further, higher fees, etc. It is $3-$4 per 1,000 gallons of Holding Tank waste now, the Met Council is looking at raising it to $30-$40 per 1,000 gallons. Council member Wishy commented the economy may look bleak, but now could be the best time to get better pricing because of it. Many Contractors need the work and will give lower quotes accordingly. 9
10 Doris Huspeni stated some good points have been made regarding re-sale, etc. The problems that are incurred when a property is sold also raise the question of the value of the property. The long range issue of selling should be factored into people s opposition to annex and put in a City Sewer System. She added she is in favor of Annexation, and reminded that some of the persons have already annexed. They have made a very good showing of good faith by being willing to annex and come into the City, and share the economic burden that falls upon all Citizens in the area. She urged others to think in terms of what this means. There are legal entanglements that go along with selling a property that does not comply. Mr. Curtis questioned if the cost impact is equivalent to the value gained on the property. Mayor Carlson stated the City can only legally assess the amount of increase, up to the established value of the property. If the added costs/assessments exceed the property value, the City has to absorb the balance of costs. If the Assessment amount is three times higher than what the property values come to, the City may have to pay 2/3rds of the project costs. Flug reminded that if the project is done soon, and during this economy, the project bids may come in lower, and there would be better values and savings for the Residents and the City. Chisago Lake Township Chair Froberg stated the Residents will be incurring higher taxes if they annex into the City. Brian Johnson on Glader Blvd. stated if the County came out to inspect his Septic System, he did not know if it would pass or fail. Ms. Strobel stated if it is an in-ground system, it will not pass. Johnson stated he does have room for a new Septic System. His neighbor s System failed, and the quote he received for a new private System was $18,000 which included the drainfield. Ms. Strobel stated one of the things is that we are already finding areas where people have upgraded or installed new Systems. They are now not willing to hook-up to the City System because of the money they have invested in it. Had they known what the City was going to do, they may have decided to go with the City System vs. tearing up their yards, and using up their available land. The City Sewer is a permanent fix, vs. a Septic System which has a life of 25 years. They want the City to make a decision so they also know what to do. Tom Hunter stated they are seasonal residents, and have a Holding Tank. They only pump the Tank once per year. He felt it was a lot of money to pay for the City Sewer vs. having and pumping their own Tank. Ms. Strobel reminded if they ever want to remodel or expand the number of bedrooms, etc. to the seasonal home, they will not be able to with a Holding Tank. Mr. Berglund stated he is concerned about the tax increase if they are annexed. He had heard the increase was 24%. He added that if persons begin 10
11 to build on the small lots, the Assessed Values will go up for everyone. All of the properties in the area will be re-assessed. Mr. Chapman stated he would like to get more information such as the price, which side of the road is included, and the number of Septic Systems failing in the area. Jonathon & Ashley Shane (29166 Glader) stated they need a new System or City Sewer right now. They are waiting for the City to make a decision so they know which way to go. They do not want to put in a Mound System as it takes up too much of their yard. They were told the approximate cost would be $15,000, but they would gladly pay another $5,000 to get a permanent System such as the City s Sewer. The funds have been escrowed, and the County is allowing them to wait until the City and Township make a decision. Council member Flug stated there are a couple of things we need to do. Many have questioned the costs of the City s System. We need to get our new Engineering Firm on board with the Project. We need some hard figures on the costs. The County should provide some Water Quality results and Reports to review. Ms. Chapman added they would like to see the costs of adding City Water also. Mike Lamb stated he was appreciative with what is happening tonight. He felt the information was useful, and did not ever remember getting a request to join the City of Lindstrom before. He added he is looking forward to the additional meetings and information. He thanked everyone for trying to do what they are. Mr. Palmer stated the life of a Mound System is years. If you add $1500 dollars, and increase the taxes over that amount of time, plus add the User Fees, you are up to approximately $85,000. It is cheaper for him to use the Mound System rather than connecting and paying the City over 20 years. If he were to annex into the City, he would lose his rights to hunt, he would have to pay the City fees, pay higher taxes, etc. He has no reason to want to come into the City. Chisago Lake Township Chair Froberg stated it sounds like we will be holding another meeting to receive further information on this from the County, the Engineers, etc. Berglund requested information regarding the Life expectancy for the Ejector Pumps also. Ms. Strobel stated you may be able to get some very good discounts when a number of pumps are ordered at the same time. Jeff Chartrand stated the Sunset Point Sewer System has been in for awhile. He questioned who controlled that. Chisago Lake Clerk Eleanor Trippler explained a Sanitary District has jurisdiction over that. There are Special 11
12 Assessments there, and they take care of it. It also includes Old Holt Court. Chartrand questioned further investigating and putting a single Lift Station at the lowest point there, pumping up the feet to Old Holt Court, and going that way vs. running everyone the other way? Clerk Trippler stated the District only has so much Capacity. They have looked into adding homes, but the Capacity is not large enough. Mayor Carlson stated Sunset Point was brought into the Sewer Capacity when the Sewer was built, but prior to the current Sewer Plant somewhere in the 1980 s. Clerk Trippler stated there is just a small amount of Capacity left, and Hazeldon is also located in that District which uses a lot of Capacity. The line size determines the Capacity that can be brought into the Plant. Chartrand stated he was just looking at the four properties on the corner of Olinda and Glader that are less than 15 years old. It is a long way between them and the next properties which are 30+ years old. Froberg stated the Holt property, when it was going to be developed, had an agreement in which the road was going to be developed. They were also going to put in a Sewer System, etc. Chartrand questioned if they were to annex into the City, what the Speed Limit would be. Administrator Olinger stated it is up to the State to determine that. All Residential areas have a speed limit of 30 mph. You can request a Speed Study, but it may not help to change or lower the speeds. Chartrand questioned if the City is going to continue the plans for the bike path in their area. Mayor Carlson stated that was to come in when the Holt property was being developed. Those plans are not happening. He added if the people request a Bike Path, Sidewalk, etc., the City will listen to them. Mayor Carlson stated this project is going to cost everyone some money. He had not visited with the Council, but stated they may be able to do something with the WAC & SAC fees. These fees are not an immediate expense for the City, and are to allow persons to hook onto the System. These fees are really to gather costs to help pay towards the Sewer Plant and incurred fees. It may be possible to lessen these fees to the Homeowners on this Project. Wishy agreed. Chartrand reminded when the School hauled the dirt to the Ki-Chi-Saga Park, they really damaged the roadway. He questioned if or when it would be brought up to standards. Mayor Carlson stated he would guess that it would be improved, but someone has to pay for that too. Chartrand questioned if at the time this Project went through, would they upgrade the road also. Mayor Carlson replied that some day the road will be brought up to date. It was to happen as the Holt development came in. Some day they will widen the road, and install sidewalks, which was in the previous Developer s Plans. 12
13 Mr. Gabriel questioned how they would know if the costs of the a good price. Mayor Carlson stated we won t know until we let out for Bids. We don t know until those figures come in. Mr. Curtis questioned Federal or Stimulus Funds, and if there were any Grants available for this Project. Administrator Olinger stated the City has applied for Revolving Loan Funds, but we do not know yet if we will get them. Ms. Strobel stated the PCA offers loans that are 1-2% lower than anyone else can lend at. There is funding available, if you can show urgency and need, and prove you are ready to begin the project immediately. Brian Johnson requested that all persons get the letters notifying them of the next meeting that is scheduled. Administrator Olinger stated notice shall be sent to all residents, and any further information regarding this project shall be brought to the meeting. Motion by Council member Flug, second by Mayor Carlson, to schedule June 9 th as the next Glader area Joint Township/City meeting, to begin at 7:00 p.m. Motion carried 4-0. Motion by Council member Flug, second by Council member Wishy, to adjourn the meeting. Motion carried unanimously.
