1 Snoqualmie Pass Utility District (SPUD) owns and operates a public water system under State I.D. #81048F. The District owns and operates a public sewer system under State Permit ST APPLICATION AND PROCESS FOR OBTAINING WATER AND SEWER SERVICES Application Process: 1. The property owner will contact the District and ask if water and/or sewer service is available to their lot. The owner will fill out the SPUD application below. 2. The property owner will provide a completed King or Kittitas County application for adequate water supply to the District for review. 3. The District will review the adequate water supply application, assign a connection number, and the District GM will sign the document. The District will also provide a copy of the DOH permit status color. 4. The District will then provide an invoice to the property owner stating the fees and connection charges per Resolution and The property owner will be required to pay the entire invoice prior to receiving the signed county adequate water availability form. 6. The property owner will take the adequate water supply form to the county so the county can issue a street address and building permit. 7. The property owner will notify the District of their street address so their account information can be updated. Conditions: 1. At this time, the water availability certificate will be put in HOLD STATUS for up to 12 months, an account will be created, and the owner will receive a monthly statement. 2. After the hold status expires, the applicant must either request water & sewer service installation as soon as District personnel can perform said installation OR request a refund less administrative fees. (The District reserves the right not to install service during the months of Oct - May due to weather related issues). 3. Upon hold status expiration, monthly billing for the units(s) will begin regardless of installation status. Project Site: 1. The owner needs to meet with SPUD to review site plans and utility locations. 2. The owner should contact SPUD to verify the location of the water meter and general location of the sewer stub location at their property. Property owners are responsible for maintaining water meter and sewer stub location stakes as previously marked when initially installed. SPUD can assist homeowners in locating these markers. The property owner will be required to dig and locate/confirm the sewer stub location and depth. 3. It is illegal to tamper with the water meter. Temporary water services will not be issued, PAGE 1OF 4

2 if you need water during construction you will need to pay for the water meter to be installed. Installing water service line and side sewer: 1. The SPUD shall be notified 48 hours prior to any work being done under this permit. No backfill shall be placed over the pipe until the work has been inspected and approved by the District. 2. At the owner expense, the owner is required to install a pressure reducing valve (PRV) on the service line and water shut off valve (1/4 quarter turn ball valve) at the dwelling. The owner may also be required to install a backflow device to comply with the District cross-connection control program. 3. Water and sewer lines will not be allowed to be buried together in the same trench. They must be in separate trenches. A water line shall be 5 ft horizontally away from buildings and utilities. It is required to be 10 away from the sewer line. Any portion of a water line that crosses a sewer line will require that the sewer line be bagged or sleeved to keep the water line 10 away from sewer so as to prevent contamination. The water line must also be installed a minimum of 2 above the sewer line. The District does not recommend installing water or sewer lines under concrete driveways due to the freeze potential. 4. Water line material to be used- HDPE thick walled poly or PEX pipe A brass compression joint will be required to hook up to the meter ¾ male pipe thread. The District recommends a ¾ Ford pack joint coupling. No galvanized fittings or hose clamps allowed. 5. Sewer line material to be used: 4 green pvc sewer pipe that is gasketed. No 90-degree or 45-degree elbows are allowed. A 22-degree elbow is the max angled fitting that is allowed. There shall be 12 of pipe between two 22-degree elbows. A sewer clean out is required at the home site and at the property line connection. The District reserves the right to discontinue accepting applications at any time without prior notice for any reason.
