She, her husband and family were driving to a new farm and new fields to pick lettuce. The story she told the photographer claimed that the engine timing chain snapped and they coasted to a stop at a pea-picker s camp near Nipomo Mesa. That was as far as they had gone when the photographer found them. This photograph was shot by the iconic depression-era photographer, Dorothea Lange. She travelled the nation and chronicled the affects the Great Depression. Ms. Lange captured the human affect that the depression had on the nation. It is approate that we use this image of Ms. Thompson and the art of Ms. Lange be chosen to commemorate someone we all know, our mother, on Mother s Day. One reason for Ms. Thompson to appear on Mother s Day, she was 32 years old when the photograph was shot, is because she displays a dignity and a strength that grows deeper when one understands her specific condition. Ms. Thompson s husband and their two boys had taken the radiator from their car to the nearest town to find repairs. She stayed behind at a pea-picker camp huddled with her other children under a canvas lean-to that was supported by two sticks and wooden boxes. To feed her family, she sold two spare tires to get money to buy food for the family. Ms. Lange s field notes had, Seven hungry children, father is native Californian, destitute in pea-pickers camp. Ms. Lange s notes went on later, I did not ask her name or her history. She told me her age, she was 32. She said she had been living on frozen vegetables from the surrounding fields and birds that the children killed. She had just sold tires from the car to buy food. The look of Ms. Thompson and the dire conditions that she and her family were in would lead many to celebrate her status as a mother who had shown that she would do whatever she could to help the family survive. Many might remember their mother and, though each would have a different set of memories, perhaps many would attest to their mother having that singular vision designed to allow the family to survive and to prosper. Another iconic perspective of an iconic mother living through the Great Depression was drawn by John Steinbeck who in 1939 published The Grapes of Wrath. In that novel, the matriarch of the family, Ma Joad said, Well Pa, a woman can change better n a man. A man lives sortawell, in jerks. Baby s born and somebody dies, and that s a jerk. He gets a farm and loses it, and that s a jerk. With a woman, it s all one flow, like a stream little eddies and waterfalls but the river, it goes right on. Women looks at it thata way. Men move in jerks while women flow with the water. Such was the case with Ms. Thompson and Ma Joad. Even after being served with unspeakable living conditions they evaluated where she stood, saw a path and pursued a direction that moved their family. Without being aware of the similarities, Ms. Thompson and Ma were women of the same motivations and the same goals, to see the family survive and to prosper. The celebration of Mother s Day was first commemorated in 1908 after the tireless work of Anna Jarvis of Grafton West Virginia. She wanted to set aside one day every year that would recognize all mothers and what they gave to their family and the nation. Various other days during the year had been set from the 1870s through the later years before Ms. Jarvis began her campaign. Our modern celebration of Mother s Day today has become a huge reason for people to go to the shopping mall to buy jewelry or cosmetics. In other instances, the Mother s Day holiday has provided good reason for mother to set off on a cruise or to travel to exotic locations in the world. For many families, Mother s Day is the best opportunity in the year for the husband or the father of the family to treat his mother and the rest of the family to a bountiful meal at a fashionable restaurant. Treating the family to a Sunday dinner at a restaurant became a tradition that has sustained many restaurants and affirmed the value of Mother s Day. The Mother s Day holiday is also the most popular day for telephoning long distance and also the most popular day for people to dine at a restaurant. However, for Ms. Thompson on that cloudy day in March, 1936 as she and part of her family huddled under a tarp along U.S., Highway 101, dining at a restaurant was not an option that was on her mind. Her poise suggests that she was carrying the weight of the world just to try and manage from one meal to another. However, she met her goal, the family did survive and they did go on to prosper. Mother s Day is celebrated this Sunday and that provides everyone at least one day each year when they can celebrate and remember their mother for how important she was to their life and the lives of so many people. Near the end of The Grapes of Wrath Ma Joad summarized who she was and who her family was given the economic conditions of that day. She spoke of the strength in family when she said, Rich fellas come up and they die, and their kids ain t no good an they die too. But we keep a comin. We re the people that live. They can t wipe us out; they can t lick us. We ll go on forever, Pa, because we re the people. Those might be perceived by some as words to live by. They were for Ms. Thompson, Ma Joad, John Steinbeck and Dorothea Lange. Happy Mother s Day to every mother in this community. NIU President And DeKalb Mayor Announce Development Plans By James Middleton Last Saturday the new President of Northern Illinois University, Douglas Baker and John Rey, the current Mayor of DeKalb, shared with more than 50 residents their collective vision of the future of the downtown district, the university campus and overall city development. The chosen title of the plan is A Campus RE-Envisioned, a Thesis on what is possible at the Northern Illinois University campus. Mr. Rey served as the host of the meeting in the DeKalb City Council chambers. He said, The emphasis here is to focus on the ability of DeKalb to connect with the NIU university community. Mr. Baker added, We must forge a new university, and continued to page...2

The last master with the Union Pacific Railroad that runs 50 or more trains plan for NIU was drafted in 1988 and the president and per day through downtown DeKalb to better manage the others thought that now was a good time to re-envision that traffic. Mr. Rey asked the DeKalb city manager if there had 25-year old plan. He added, TM without naming the participants, that five people were involved in imagining and writing the plan. The major elements of the plan that was created included eight items that Mr. Wallace spoke of in detail. The first item was to create a 10-minute campus. The goal here was to alter residential and academic uses into Heating & Air Conditioning, Inc. a more mixed use environment to allow students to efficiently move from their residence to classrooms and One Call To Us then to an office or to a third-party site to work, for example. A second element seeks to integrate what was called The quad, the spine and the water. The old campus was constructed around quads and some of that architecture Does It All. could sustain. The spine was described as a singular, organizing centerpiece contemplated since the 1980 s but was never fully put into place. The water are the lagoons that add a pastoral and park-like ambiance to the campus. The Ellwood House Estate and 24-Hour Emergency Service * 7 Days a Week Dena I. Roethler museum was also mentioned as a vital asset. Another element of the plan promoted the Campus Advertising/Design without Cars. The plan calls for small electric buses to Locally Owned & Operated Since 1964 The Boone County Journal move students from Altgeld Hall on the east side of the campus, down the spine of the campus past the library and Office: student union, past Kohl Hall and to the west side of the campus near Husky Stadium. This element of the plan, Cell: Mr. Wallace said, could begin to operate as early as the fall dena@boonecountyjournal.com semester. Another element called for the development of Lucinda Street as a campus main street. The plan envisions residences and commercial property for stores and retail outlets arising on this street adjacent to campus. Another change would be the redevelopment of the Hillcrest Neighborhood as a main residential area for students and faculty. Further, the plan also encouraged alumni to remain engaged and active in the future of NIU and to encourage them to remain living in or near DeKalb. Data shows that some 250,000 alumni live within a 2-hour drive from DeKalb and NIU administrators would seek to use the alumni for mentoring and internship opportunities. The final element of this eightstep plan would include the razing of student dormitory towers that were built in the 1950s and 1960s. The alternative would be new housing that bears a more homey and inviting H AIL & WIND S TORM D AMAGE / INSURANCE C LAIMS Bring Mom in on Mother s Day for a FREE 1-Scoop Sundae with lunch or dinner! 3 In Our 19th Year The Boone County Journal May 9th., Unintended Consequences Decisions that people make can bear unintended consequences and those consequences can deny the ultimate result when a policy change is planned. Unintended consequences can alter what could have been a beneficial act into something that never should be occurred. Consideration of unintended consequences is relevant to plans set in the April meeting of the Belvidere School District #100 Board of Education. The Board decided to move forward to offer dual credit classes for students to be involved with Rock Valley College. The plan would offer classes at Belvidere High School and Belvidere North High School that will carry dual credit with teachers from the district and Rock Valley College. This idea has been discussed for a couple of years and now will be implemented next year but caution is advised for administrators to plan steps to insure a profitable goal is reached. Three comments arose in the meeting last month that bear consideration. Board members made these comments and should be considered when setting plans to insure success. One Board member voiced concern that students should be counseled regarding what they will encounter when they move into a college classroom. A second note came from the same member who was concerned over any plan that required students from Belvidere High School to drive to Belvidere North to attend some dual credit classes. Finally, another Board member expressed disappointment that his son, a student at Belvidere High School, might be denied the option for dual credit classes unless he can drive to North for those classes. Students and parents should know that district administrators cannot insulate students from all of the problems that could arise within a dual credit system. But, some of those changes can be shared with the students and their parents so that all may be better aware of the changes ahead. The Board member that spoke also cautioned that some parents might be inspired to push their children into college level work before the student was prepared. The result could intimidate the student and snuff out the motivation to move forward into a full college curricula. If the student failed to perform or to meet their expectation or those of their parents the result could debilitate the student. Driving to and from class also poses the potential for serious problems. Young people do not always plan ahead nor do they make sufficient preparations to meet a deadline. One Board member expressed concern that students driving from Belvidere High to Belvidere North for dual credit classes was, pardon the pun, an accident waiting to happen. Finally, another Board member expressed disappointment that his son might be unable to participate unless the son was provided with a car or another means of transportation to meet a class schedule. It is a relevant concern that creation of this policy in the manner that it is planned, could result in the creation of a two-tiered school system. If that was to occur with greater opportunities offered to students because of where they live, this could lead to a cause of action to be filed. The basis for that cause of action could rest with a claim of the inability of the district to provide an equal education for all students. Such were the claims in Brown v. Board of Education that arose in an earlier day claiming different results. The dual credit plan that was approved allows Belvidere High to offer only three dual credit classes while Belvidere North High School will offer a wider range of classes. It is arguable that the offering at North could be construed as an offer of a higher tier of public education and a denial of such an opportunity to Belvidere High students merely because of a students geographic position in the district. It should be noted that the prior and the current administration in District #100 and the ensuing school boards made up of a variety of members, the goal has been to develop both high schools that offer a mirror image of each other concerning student opportunities. This goal has remained policy but the implementation of the dual credit policy could give rise to question if the goal of the district remains to have two high schools nearly identical in the opportunities that each offers. It is incumbent upon District #100 administrators to first offer counseling for students and their parents to properly prepare them to make the transition when entering the dual credit program. Unintended surprises can be avoided with proper planning. Further, the need for Belvidere High School students to drive to classes at North should be reevaluated. If the level of driving needed to participate in the dual credit program could be abated, that should be the goal of the administration. Finally, District #100 should avoid the appearance of creating a two-tiered system of public education. This result would be counter-productive to the culture of the city and the ability of the district to educate students. The District has sought to afford students at both high schools as equal a system of public education as is possible. This policy should not be disturbed. Before all of these considerations are dealt with, the question should be asked, is this effort window dressing or are high schools ready to reach beyond into college level work? Is that what is being done or not? Does the high school already have a record of graduating students with high school level mathematics or language skills generally being successful at the University of Illinois, for example? Are those students who are in high school able to perform at the University of Illinois after their graduation? Is this dual credit plan any different than Advanced Placement classes that in the past have had limited value depending on which college the students are transferring into? What is the difference between quality high school education and college credit classes? The importance of the dual credit program for students should lead administrators to exercise sufficient planning to reach success. The goal must be to create the finest program for students to benefit. But if planning is not complete and if administrators take-for-granted certain options and choices without investigating the risk of unintended consequences, then they are not fulfilling their obligation to the community or to the students that they are dedicated to serve. Lincoln Ave., Belvidere 8 am -11am Ghost at the Bridge By: Darwin Cooper This article was written by Darwin Cooper in 1999 which earned him the St. Charles Heritage Center Samuel Durant local history Award that year. Mr. Cooper has since passed. Most travelers who pass under the railroad bridge on By-pass 20 at the east edge of Belvidere are unaware of the enormous railroad activity that too place at the railroad junction at this very spot, and cannot feel the presence of the ghosts of the past that are lurking here. My grandfather, Andrew Fonken, who worked for the C&NW RR for a few years at the turn of the century, said that railroad men called this junction the Northern Illinois Junction. Official railroad employee time tables for the past 70 years identify the junction as Flora. A brief history of this location will help put this into proper perspective. The east-west line through Belvidere was the very first railroad out of Chicago, and reached Belvidere in In 1853 a line was built from Belvidere to Beloit, and in 1885 a line was constructed from Belvidere through DeKalb to Spring Valley, IL. The crossing and junction of these north-south and east-west lines was located at the present bridge site. This was a very busy junction! In 1914 there were 14 passenger trains in all four directions passing through in addition to innumerable freight trains. Freight was funneled through Belvidere s North Yard and this junction from most of Wisconsin and parts of Minnesota to all points west and south to avoid the congested Chicago terminal area. With the opening of the enlarged classification yard at Proviso, IL in 1929 the end for North Yard and the importance of this junction was in sight. North Yard was closed in 1931 and briefly reopened in March 1936; but only for a month as it caused too much diversion of traffic from other lines and facilities. The north-south line was abandoned between Caledonia and DeKalb in 1942 so the rails could be used by the US Army. Walk down the track with me at the old junction site, clear your mind of present intrusions, look around slowly, and let your imagination run free. Over there on the side of the steep hill down to the river is a hobo camp and a few of the thousands of hobos who passed through here and cooking their meal. And over there is the spot where a derailment caused William Jennings Bryan to walk from here to the interurban depot downtown to continue his journey to a presidential campaign rally in Rockford. Listen carefully and maybe you can hear the roar of a lion as a Barnum and Bailey circus train passes through on its way to winter quarters in Baraboo. Now the thoughts are racing to the hundreds of troop trains in WWII, and the Belvidere Band special as it eased through the junction to head south to DeKalb for the journey to Denver. Lets step back because here comes the Denver and Pacific Coast time freight heading for DeKalb and Clinton, IA pulled by a big class J locomotive with a long string of cars snaking by the canning factory, crossing the Kishwaukee River, and the caboose is still creeping out of North Yard north of Lincoln Avenue. Both men remain in custody in the Boone County Jail with Mr. Dorado being held under a $100,000 bond and Mr. Rivera is being held without a bond. Both men are being held for one count each of having committed an alleged felony theft that is a Class 3 felony. Last Monday Belvidere Police searched a residence in the 4900 block of Pepper Drive in Rockford where they seized what was described by the authorities as thousands of dollars worth of vehicle airbags. Police believe that the airbags may have been stolen from the Syncreon Company. Syncreon Company is a current supplier of airbags for the Chrysler Corporation automobile assembly plant located in Belvidere. The Syncreon Company was also the employer of Mr. Dorado and Mr. Rivera. The authorities believe that both suspects allegedly stole more than 150 airbags from the company over the last year. Belvidere Police were helped by Chrysler corporate investigators. It was also reported that the Chrysler Corporation became aware of the possible thefts when they were notified by the United States Customs Office. Some of the stolen airbags were discovered to have been sold on EBay. Belvidere Police report that their investigation remains ongoing and additional charges and possible arrests could follow. It should be noted that if either defendant is convicted to have committed a felony theft of the items described, he/they could be sentenced to serve a term of from two to five years in the Illinois Department of Corrections for having committed a Class 3 felony. It should be remembered that these are charges levied by authorities against the two men and they are presumed to be innocent unless they are convicted by a jury of their peers in a criminal trial. If you only look at the government spending you can see, such as roads and school buildings, Illinois taxpayers would appear to get an okay return on their investment. But it s the spending you don t see that has taxpayers paying more and more for less and less. A new survey by WalletHub.com ranks Illinois 39th in the nation in return on investment for government spending. Illinois is 47 when it comes to tax rates. It has some of the highest state and local tax rates in the country, WalletHub.com s CEO Odysseas Papadimitriou told Illinois Watchdog. But when you look at the government services, Illinois ranks 28. WalletHub ranks states based on the quality of roads and bridges, the rank of each state s schools, the number of hospitals and the cost of medical care, the violent crime rate, the unemployment rate and the state s pollution level. Illinois is not in the top five in any category, but is only in the bottom five for having poor water quality. Those (categories) we feel are the primary responsibilities for each state, Papadimitriou said. To provide good infrastructure, good education, good health system, safety for its residents, a low level of pollution and a robust economy. But by looking only at those measures, Wallethub Answers page...13 ignores some significant problems for Illinois. The state has the third worst unemployment rate in the nation, but Wallethub offset Illinois 8.4 percent unemployment rate by considering the average cost of living, the number of people who have left the state and economic mobility. The pension obligation debt is eight times all the bond debt for building roads and schools and everything else, said Bob Williams, president of State Budget Solutions. Essentially, the state has been living on credit cards. Wallethub doesn t factor in any of the costs of debt, either at the state or local level. Williams said that debt must be counted to know the true cost of government, as most taxpayers are paying for a lot more government than they ever see. He said those who work for or depend on the government get a fantastic return on investment. The rest of Illinois taxpayers don t. Not only do you (not get a return) you are expected to pay for the cost of that public employee, Williams said. Wallethub, unsurprisingly, ranks the energy boom states in the northern plains as the best for return on investment and a handful of states in the south as the worst. He would do best in a home with children 13 years of age or older because Tyke was never taught not to jump, although he can learn. Tyke was surrendered to the shelter because his previous owners didn t have time for this poor boy. He has quite a bit of energy and will need a backyard to run around and play. He knows how to sit and lay down on command. Please contact Jacqui Mitzelfelt with Boone County Animal Services and Adoption Center at to schedule a time to meet Roxy!! The afternoon of Monday, May 5 was a very busy time on the Madey Farm as the Genoa Fire Department and other rescue forces around the region came to try and rescue Leon Madey from a grain silo where he had been working. It was believed that Mr. Madey had entered the grain silo on his farm to remove an obstruction. For reasons that remain unknown, Mr. Madey fell into the silo that was almost full of grain. When one falls into a silo filled with grain, the result is similar to stepping into a pit of quicksand. The more one flounders to support oneself against the rising grain, the deeper one will descends until they can be enveloped in the grain. Mr. Madey, 73, was a farmer and also had served in Genoa as a volunteer fireman for 20 years. Not only will he be missed by his family but by the Genoa community at large. The call came to Genoa-Kingston Police at about 12:45 p.m. that a man had fallen into a grain bin. Mr. Madey s son saw his father s pickup truck parked near the gain silo but Mr. Madey was not seen anywhere and he made the call for assistance. After the sons call Genoa-Kingston Police, rescue vehicles and equipment was sent to the farm. Fire fighters and rescue personnel came to the farm from two dozen other regional jurisdictions. At one point it was estimated that as many as 100 rescue workers and fire fighters were on the Madey Farm to try and rescue Mr. Madey. The work was slow and it was necessary to cut entry point in the grain silo to allow some of the grain to be removed and for rescue workers to enter the structure. The grain silo held what was estimated to be, from 10,000 to 12,000 bushels of corn. Mr. Madey s body was finally found at about 4 p.m. Monday. Authorities who were on the scene said that there were no signs of trauma on the body but Mr. Madey had died. After the rescue effort had ended later Monday afternoon, the flag outside the Genoa-Kingston fire barn was lowered to half-staff in honor of Mr. Madey. When the rescue workers had left the scene, many of the neighboring farmers remained behind. The community around the Madey Farm is all rural and going into late Monday night many of the neighboring farmers worked to haul away the grain that had escaped from the silo. Many of the neighbors that were present also indicated that they would help with the arrangements and they would also be involved planting the new crops of corn and soybeans on the Madey Farm that is now underway. Because the Madey family is grieving over their loss no word is available at this time regarding funeral arrangements for the deceased.
