Date: November 26, 2018 I. SUMMARY: Calvin and Trey Riddle are presently developing a subdivision of seven (7) detached single-family residential lots on a 3.59-acre parcel of land located within the Village of Pinehurst Extra-Territorial Jurisdiction (ETJ). The 3.59-acre parcel of land is directly adjacent to Village of Pinehurst municipal limits and the Riddles intend to petition for annexation of the 3.59-acre parcel into the Village of Pinehurst. However, access is gained to the 3.59-acre parcel through an adjoining 1.14-acre parcel located on the west side of Knoll Road that is owned by the Riddles but presently located in the Town of Southern Pines ETJ (see attached Location and Jurisdiction Map). The Riddles wish to develop the 1.14-acre parcel with two (2) detached single-family residential lots to create one nine (9) lot subdivision. However, because the 1.14-acre parcel is within the Town of Southern Pines ETJ, is located adjacent to an existing Town of Southern Pines water line and within 400 of an existing Town of Southern Pines sewer line 1, the property would be required to connect to those facilities if developed in the Town of Southern Pines. The Riddles do not wish to connect to Town of Southern Pines water and sewer facilities and would prefer to connect to Moore County facilities serving the seven (7) lot subdivision through the Village of Pinehurst. The Riddles also wish to have consistent design standards applied to the entire subdivision, as well as to have one preliminary plat approval with one set of conditions as already established by Pinehurst for the seven (7) lot subdivision. This arrangement would require the 1.14-acre parcel to ultimately be in the municipal limits of the Village of Pinehurst. Therefore the Riddles have submitted a written request for the Town of Southern Pines to relinquish jurisdiction of the 1.14-acre parcel to the Village of Pinehurst so that a subdivision of nine (9) detached single-family residential lots on a total of 4.73 acres of land with consistent design and approval documentation may be developed in the Village of Pinehurst Code of Ordinances, Town of Southern Pines, North Carolina. Direct staff to prepare the necessary documents to grant the Riddle s request and relinquish jurisdiction of the 1.14-acre parcel and schedule consideration of the documents at an upcoming Town Council meeting. 4. SUMMARY: Terry Wethington with Lampe Management Company in Smithfield, NC is investigating the feasibility of developing a three-story self-storage building on approximately 2.46 acres of land located at 560 South Hale Street, adjacent to the Days Inn. Mr. Wethington visited the Planning Department on Friday, November 16 th, 2018 to discuss the proposed use, the subject property, any applicable regulations and entitlement processes. After discussion and correspondence with planning staff, Mr. Wethington wishes to present and discuss the proposed use and location with Town Council to get initial feedback. The subject property is presently zoned OS-Office Services (see attached Location and Zoning Map created by Town staff). Self-Storage (LBCS 2321) is not a permitted use in the OS zoning classification. Therefore, Mr. Wethington has been informed that to develop self-storage at the subject property, one of his options is a request that the property be rezoned to a zoning classification that permits LBCS Self-Storage is only a permitted use in the GB-General Business and I-Industrial zoning classifications. Mr. Wethington has also been informed of the Urban Transition - Highway Corridor Overlay zoning applicable to the subject property. Mr. Wethington understands that both General Business and Industrial zoning districts allow for a variety of land uses, some of which Town Council may not find appropriate for the subject property. Therefore, Mr. Wethington is inquiring about applying for a GB-CD General Business Conditional District pursuant to the Town of Southern Pines Unified Development Ordinance (UDO) Mr. Wethington has stated that Lampe Management Company is willing to institute a Conditional District in order to provide the Town of Southern Pines with additional details and regulatory assurances regarding the specific land use, layout and appearance of the proposed development. Planning staff has discussed with Mr. Wethington the entitlement processes that would follow a request for rezoning to GB-CD (if approved). 15 Compliance Permit (UDO 2.26), a Watershed Protection Permit (UDO 2.47) and Site Plan Review (UDO 2.48) prior to submittal of a Building Permit application. Mr. Wethington has submitted a variety of documents for Town Council s review to help explain the scope and scale of the proposed self-storage development. 39 Press Release 11/19/2018 IMPORTANT INFORMATION ABOUT LEAD IN YOUR DRINKING WATER: The Town of Southern Pines found elevated levels of lead in drinking water in some homes/buildings. Lead can cause serious health problems, especially for pregnant women and young children. Please read this information closely to see what you can do to reduce lead in your drinking water. Health Effects of Lead: Lead can cause serious health problems if too much enters your body from drinking water or other sources. It can cause damage to the brain and kidneys, and can interfere with the production of red blood cells that carry oxygen to all parts of your body. The greatest risk of lead exposure is to infants, young children, and pregnant women. Scientists have linked the effects of lead on the brain with lowered IQ in children. Adults with kidney problems and high blood pressure can be affected by low levels of lead more than healthy adults. Lead is stored in the bones, and it can be released later in life. During pregnancy, the child receives lead from the mother s bones, which may affect brain development. Sources of Lead: Lead is a common metal found in the environment. The main sources of lead exposure are lead-based paint and lead-contaminated dust or soil, and some plumbing materials. In addition, lead can be found in certain types of pottery, pewter, brass fixtures, food, and cosmetics. Other sources include exposure in the work place and exposure from certain hobbies (lead can be carried on clothing or shoes). Drinking water is also a possible source of lead exposure. Most sources of drinking water have no lead or very low levels of lead. Most lead gets into drinking water after the water leaves the local well or treatment plant and comes into contact with household plumbing materials containing lead. These include lead pipes, and lead solder (commonly used until 1986), as well as faucets, valves, and other components made of brass. Brass faucets, fittings, and valves, including those advertised as lead-free, may contribute lead to drinking water. EPA estimates that 10 to 20 percent of a person s potential exposure to lead may come from drinking water. Infants who consume mostly formula mixed with lead-containing water can receive 40 to 60 percent of their exposure to lead from drinking water.

40 Steps You Can Take to Reduce Your Exposure to Lead in Your Drinking Water: Steps Reason Run your water to flush out lead. If water has not been used for several hours, run water for at least seconds or until it becomes cold or reaches a steady temperature before using it for drinking or cooking. What is being done? During the routine monitoring for lead in the distribution system, 30 homes were tested for lead and eight homes were above the action level for lead. Preliminary investigations indicate the elevated levels were caused by improper sample collection methods. The Town is evaluating the effectiveness of the existing corrosion control treatment methods to ensure the elevated lead levels are isolated and not found in the entire distribution system.
