After transfer of ownership of the road to the Homeowner s Association it shall be their responsibility for maintenance. 10 Page 10 SUBDIVISION TECHNICAL REVIEW COMMITTEE (STRC) When a subdivision includes new roads or right-of-ways for dedication and/or if the subdivision is served by public or community water and/or sewer, the subdivision plat must be reviewed by the Lincoln County Subdivision Technical Review Committee. This committee meets on the third (3 rd ) Thursday of each month at 10 a.m. in the Building & Land Development Conference Room. Deadline for submittal is 21 days prior to the next regularly scheduled STRC meeting. The following will need to be submitted to the : 17 Plats 7 Road Plan Profiles 2 Sewer Plans 2 Water Plans 5 Erosion Plans After the committee meets and reviews the plats, the will notify the developer by letter of any corrections/revisions necessary. The STRC is made up of a representative of the following agencies: Lincoln County Health Department North Carolina Department of Transportation Lincoln County Soil and Water Conservation Lincoln County Public Works Lincoln County Planning Lincoln County Fire Marshal Lincoln County Mapping Lincoln County Addressing Lincoln County Voter Registration Lincoln County Schools

11 Page 11 This is completed in 2 stages. Stage 1 SUBDIVISION PROCEDURE Submit 2 paper copies for preliminary plat review to Planning & Zoning. Plats are reviewed by Mapping. Plats are returned to Planning and Zoning for review. Surveyor is notified of corrections, if any. Stage 2 When plat is ready for final review: Submit a mylar and six paper copies to Planning and Zoning. They are reviewed by Mapping. Plats are returned to Planning and Zoning for review. If all information is correct and complete, the Developer/Surveyor/ is contacted to pick up the mylar copy and pay for plat review. The owner must sign the final plat. Plat must be recorded with 20 days from date the mylar was signed. **Plat review will be completed within 21 days from date of submission. The Planned District regulations do not set a minimum lot size. However, a Planned District concept plan is subject to the approval of the Board of Commissioners, who can require modifications.
