18 Local Authority Roles Refresh and promote C&SB Register. Draft and publish a LA Charter. Prepare and publish material providing information, including benefits of C&SB, potential delivery models, completed schemes, lessons learnt, best practice, etc. Promote to communities through Neighbourhood Planning. Establish a C&SB land register linked to the demand Register, be transparent about demand and supply. Establish a C&SB Forum to promote to landowners, agents, developers and housing associations. 28-Mar-19 The Cringle Consultancy 18
19 Local Authority Roles Identify own land to bring forward opportunities. Work with landowners, developers and agents, including Homes England, to identify opportunities. Consider introducing a revolving fund to assist in bringing forward serviced plots. Identify package of measures through Local Plan policies, supported by Supplementary Planning Document, possibly including in/facilitating through: Rural exceptions policies, Housing mix on windfall sites, Affordable housing policy, Area-wide allocations linked to design codes, Settlement boundary reviews. 28-Mar-19 The Cringle Consultancy 19
20 Local Authority Roles Promote percentage policy on larger sites, or ask for mix based on demand. Actively work with landowners and developers to bring forward and deliver opportunities. Consider pilot project to showcase ambition. Build further in-house knowledge amongst officers and elected members through a C&SB Task Group looking at opportunities and how to bring forward and deliver.
