14 Quality and mix of Housing Housing Design Guide SPD showing how new homes can be designed to achieve space and accessibility standards on challenging topography SHMAA - All types and sizes required but need to deliver more affordable housing meeting needs of people on lower incomes and first time buyers (20-25% across district) Larger homes in areas suffering from overcrowding High quality flats in city centres but specialist accommodation for older people also needed

15 Role for Starter Housing? Starter homes are an opportunity to help with the overall strategy for accelerating housing delivery in Bradford investment given to the HCA can be a stimulus for bringing forward sites for development Currently liaising with HCA to identify prospective opportunities for starter home site acquisitions Planning Service is currently considering how starter homes will be delivered through the planning process. A need to ensure that affordable housing need can be met which is likely to involve a combination of affordable tenures. However it is likely that starter homes could form part of the overall solution.

20 Emerging ideas for accelerating delivery 1. Housing delivery fund Ring fencing a portion of revenues for upfront investment in infrastructure and enabling works 2. Housing growth zone in target areas Simplified planning Prioritisation of funding Purchaser incentives 3. Accelerating the re use of surplus public sector land and property Identify scale of surplus public sector land and property that could be made available for housing development Establish initiative to enable rapid delivery/transfer. 4. Accelerating the delivery of Local Plan allocations Minimise timescales for allocations process Establish pre app service to enable twin tracking of P/A alongside allocations process Consideration of LDOs. 20

21 Conclusions Bradford is a rapidly growing city that needs a large increase in all types of housing Key challenges to delivery include geography, market conditions and viability Affordability is a key issue and starter homes can be part of the solution Planning has a key role in delivery of quality homes but is not a barrier Investment strategies and use of public assets could have key role to play in delivery
