3 MINUTES OF MEETING FIELDSTONE COMMUNITY DEVELOPMENT DISTRICT Board of Supervisors Meeting Wednesday, September 12, Lakewood Main Street Bradenton, FL :00 P.M. Board Members present at roll call: Pete Williams Sandy Foster John Blakley Chairperson Vice Chairperson Assistant Secretary Also Present: Vivian Carvalho Venessa Ripoll Rob Engle Jim Schier District Manager-Fishkind & Associates, Inc. District Engineer-Stantec Neal Communities FIRST ORDER OF BUSINESS Call to Order and Roll Call Ms. Carvalho call the meeting to order at 1:12 p.m. and proceeded with roll call. The Board Members and staff in attendance are outlined above. SECOND ORDER OF BUSINESS Public Comment Period There were no members of the public present at this time. THIRD ORDER OF BUSINESS Consideration of the Minutes of the August 8, 2018 Board of Supervisors Meeting The Board reviewed the minutes from the August 8, 2018 Board of Supervisors meeting. There were no questions, comments, or corrections.
4 On MOTION by Mr. Williams, seconded by Ms. Foster, with all in favor, the Board approved the minutes of the August 8, 2018 Board of Supervisors Meeting. FOURTH ORDER OF BUSINESS Consideration of Resolution , Designating Registered Agent Ms. Carvalho explained that this resolution is to change the Registered Agent from the original District Manager to Ms. Carvalho. On MOTION by Mr. Williams, seconded by Mr. Blakley, with all in favor, the Board approved Resolution , Designating Registered Agent. FIFTH ORDER OF BUSINESS Ratification of Funding Requests & The Board reviewed the Funding Requests. On MOTION by Mr. Williams, seconded by Mr. Blakley, with all in favor, the Board ratified Funding Requests & SIXTH ORDER OF BUSINESS Statement of District s Financial Position The Board reviewed the monthly Financial Statements. On MOTION by Mr. Williams, seconded by Ms. Foster, with all in favor, the Board Accepted the District s Financial Statements.
5 SEVENTH ORDER OF BUSINESS Staff Reports District Counsel Not Present District Engineer Mr. Engle updated the Board on various projects occurring with the District. He explained that under the construction of Fort Hamer Phase 1 he reported that it is substantially complete. He noted that the utilities are certified, the roadway is paved, there is some minor sodding going on as things dry up, and he noted that the only exception is the connection to Moccasin Wallow Road. He chose to hold off on the final connection due to some things happening on Moccasin Wallow Road. He stated that the Board previously approved the lighting design and installation has commence. The second project that the Board awarded is Grand Reserve Phase 1A. He stated that the District will be issuing a notice to proceed with the project. He updated the Board on some future projects that will be bid. He stated that the District will advertise for the landscaping of the Fort Hammer project and the advertisement should go out in the next week. He also stated that the District will advertise the monument sign construction as well in the next week. Lastly, the District will be advertising in the next 3 weeks the General Contractor work to build the Amenity Center. Mr. Williams asked Mr. Engle about the connection to Moccasin Wallow Road as to why it has not been completed. Mr. Engle stated that that the District has the design and approval of its connection to Moccasin Wallow. However, since there is an extension of Fort Hamer happening south of Moccasin Wallow Road that connection will affect what the section of the District part of Moccasin Wallow Road. Therefore, Mr. Engle decided to work with the owner of that section to finalize the connection in conjunction with the projects going on in the area. Mr. Engle mentioned that there is an Elementary School to the West that will connect at the same point where Grand Reserve also connects and it is a similar situation there that each of the connections were designed in isolation and must be brought together. He noted that another project called Morgan s Glen is to the South of Moccasin Wallow will also have connections. Mr. Engle noted that all the parties got together and decided holding off and bringing everything together so they touch the road once and
6 District Manager No Report not building turn lanes a month later and then coming in and ripping it out and modifying the designs. Mr. Williams stated that there are some people in the room that have been in circumstances where they had the last ten feet of connection and sat for five years because they couldn t get the General-Purpose Government to make the approval to make the connection. Mr. Engle stated that he has approved plans to make a connection right now and is working with the other entities involved to make sure this is finalized. Ms. Carvalho asked Mr. Engle the timeframe of breaking ground to the Amenity Center and the anticipated completion date. Mr. Engle stated that he is hoping to award the contract in December 2018 and be completed in June Ms. Carvalho stated that she is looking at it from the standpoint of insurance and when that will be added to the property coverage. Mr. Williams stated that the District might have to amend the Budget and the Developer Funding Agreement if the District exceeds the Budget. EIGHTH ORDER OF BUSINESS Audience Comments and Supervisor Requests There were no audience comments or Supervisor requests. NINTH ORDER OF BUSINESS Adjournment There were no other questions or comments. Ms. Carvalho requested a motion to adjourn.
