PO Box 250, Simpsonville, Maryland TOWNHOUSE RULES EFFECTIVE SEPTEMBER 2012 CONDOMINIUM ASSOCIATION RESPONSIBILITIES The Condominium Association is responsible for maintaining, repairing and/or replacing the following: 1. Roadways and curbs in the common areas 2. Trees and shrubs in the common areas 3. Mowing, seeding, mulching, fertilizing and trimming in all grassy areas 4. Snow removal of the parking lots, travel lanes, and public sidewalks around the Schoolhouse. 5. Assessments cover the cost of water and sewer for all residents of Greystone since individual units do not have water meters. The Association encourages responsible use of the water. The residents of Greystone must follow any water restrictions that may be imposed by Howard County or the State of Maryland. 6. Master insurance policy 7. Management, legal representation and many other incidental expenses incurred in the operation of a business. INDIVIDUAL OWNER RESPONSIBILITIES: The condominium owner is responsible to repair and maintain the following: 1. Individual concrete driveway, sidewalk, front stoop and any ground level patio/deck 2. Snow removal of individual driveway, sidewalk, and front stoop 3. Rear area treated wood decks, rails, posts and steps 4. Light bulbs in fixture next to front door (clear/white bulbs only) 5. All exterior electrical outlets and light fixtures. Any replacement fixture that does not closely match the original fixture must be approved by the Board prior to installation. 6. All water spigots 7. Outlet and vent dryer exhaust 8. All exterior doors and windows (including frames, garage, front and rear doors). Any replacement item that does not closely match the original item must be approved by the Board prior to installation. 9. Hardware, hinges and locks 10. Doorbells (if applicable) 11. Exterior air conditioning compressor unit and associated equipment and cables
2 GREYSTONE TOWNHOUSE RULES SEPTEMBER All electrical and cable wiring 13. All built-in kitchen appliances installed therein and all electrical installations and fixtures for the use of such unit as well as all wiring and conduit running from and including the unit circuit breaker panel to all such installations and fixtures, and without limiting the generality of the foregoing, each unit shall include all outlets, switches, lamp holders and other electrical service terminals, wherever located, for the exclusive use of said unit. 14. All of the heating machinery, equipment, plumbing and electrical service lines and structural supports, located within or without, but serving exclusively said unit, and all of its controls and control wiring, and all supply, return and drain pipes to the point of their connection with their respective common risers. Also, all range hood fans, bath fanes and the connecting duct work. 15. Fireplace, chimneys and related vents (if applicable) 16. All bathroom and kitchen plumbing fixtures and connections therefore, including all sinks, builtin dishwashers, faucets, commodes, bathtubs and shower stalls, if any, and including hot and cold water pipes to, and drain pipes from, respectively, the point of connection with each such fixture to the point where each such pipe or drain connects with its common riser. 17. All improvements, fixtures and installations of every kind and nature whatsoever located within the boundaries of said unit 18. Repair, maintenance and replacement of roofs 19. Gutters and downspouts including splash blocks ABOUT THE GROUNDS AND LANDSCAPING 1. The Association contracts with a professional lawn maintenance contractor for the care of the grounds. The care includes, mowing, trimming, mulching, seeding, and edging. The company is NOT responsible for watering the grounds or plants. 2. The Association contracts with a professional tree care company. The care includes trimming of trees, infestation control, removal of dead trees, and so forth. 3. The Association contracts with a company for snow removal of the parking lots and public sidewalks around the schoolhouse. Each owner is responsible for the snow removal of his/her individual driveway, sidewalk and the front stoop. Typically, the snow removal contract goes into effect once two (2) inches of snow have accumulated or as otherwise requested by the Board of Directors. APPEARANCE OF UNITS 1. Any drapes, blinds, shutters, curtains, or other widow treatments that are exposed from the exterior of the home must be white or backed in white. 2. Residents shall not use balconies or patios for drying clothes, towels, or other similar objects. 3. Residents shall not place anything on the outer edge of the window sills or balconies. 4. Residents shall not install any wires or antenna for appliances such as televisions in or on the exterior of any Greystone building or any parts of the common elements without prior approval from the Board of Directors. A gray satellite rooftop dish is acceptable upon approval by the Board of Directors. However, it is strongly preferred that the dish be less than two feet in diameter and be mounted within two feet of the rear edge of the roof.
3 GREYSTONE TOWNHOUSE RULES SEPTEMBER Residents can store appropriate outdoor furniture on balconies and decks. However, it must be limited to only a few items and subject to the removal by the Board of Directors if deemed hazardous. 6. Since Greystone is located within the Ellicott City Historic District, the exterior appearance of each Greystone Townhouse must adhere to the design guidelines adopted by the Howard County Department of Planning and Zoning when Greystone was developed. These design guidelines include all exterior paint colors, front doors, garage doors, shutters, and windows. All replacement windows should match the original windows as close as possible including window mullions that give the appearance of individual, small panes of glass. No outside structures such as sheds or fences are allowed without the approval of the Ellicott City Historic District and the Board. If you are considering making ANY exterior alteration to your Townhouse, you must contact the Management Company to obtain the correct approval forms. Exterior work CANNOT begin until the correct approvals have been received. There are fines and penalties associated with completing exterior alterations without the appropriate approvals. 7. Yards must be neatly maintained. Extensive personal landscaping is not permitted. 8. No trash or other unattractive articles are to be kept in the yard or under the deck area. 9. Grills, whether gas or charcoal may NOT be used on decks. 10. Exterior holiday decorations should be tasteful and be on display no longer than one month before and after the actual holiday. APPROVED EXTERIOR COLORS OF GREYSTONE TOWNHOMES Designed by D.W. Taylor Associates Architects and approved by the Howard County Planning & Zoning Department's Historic Ellicott City District (which Greystone is a part of) Siding Shutters Trim & Garage Door Front Door Apprentice Coal Scuttle Parlor Crème Col Bisque Militia Blue Holly Tavern Tan Holly Parlor Crème Paddock Leather Quill Paddock Row House Quill Row House All of these Duron Paint colors can be made at the Sherwin-Williams Paint Store located at: 9235 Baltimore National Pike, Ellicott City, MD (on U.S. 40 opposite Giant Food and Home Depot) This store has all of these 1992-era paint formulas on file in their Color Sample Book located behind the front counter. GENERAL RULES: 1. Do not leave personal belongings within the common elements of the Condominium. Personal items are to be stored INSIDE the garage of your unit at all times. Do not store materials of any kind that are combustible or would increase the fire risk in the condominium unit or in any part of the common or limited elements of the Condominium. 2. Residents shall not violate any laws that would impact Greystone. 3. Do not litter or obstruct the common elements of the Condominium. Residents shall not throw
4 GREYSTONE TOWNHOUSE RULES SEPTEMBER out or allow anything to be thrown out of the windows, decks, patios or doors. 4. Trash should be placed in the common collection area in approved containers no earlier than 6:00 pm Friday evening or early Saturday morning for Saturday s trash pick-up. Trash may not be placed out for collection prior to Friday evening or after trash pick-up has taken place. Recycling materials should be placed in the common collection area in approved containers no earlier than 6:00 pm Tuesday evening or early Wednesday morning for Wednesday s recycle pick-up. Recycling materials may not be placed out for collection prior to Tuesday evening or after recycling pick-up has taken place. 5. Please keep trash and recycling items in your garage before proper collection times. Items placed out for collection at any other time are unsightly and can become a health hazard. Items placed before and after trash collection will not be picked up by Howard County. These items have to be removed at the association s expense. If you violate this policy, you may be billed for the removal of the trash and receptacle from the association. Upon retrieving trash cans and recycling bins, there will be an attempt to determine ownership of the items. If your trash receptacle or recycling bin is removed from the property, it will be your responsibility to replace the items. 6. Residents shall not display any advertisements, signs, or notices outside of their condominium units or in the common elements of the condominium without the consent of the Board. 7. Residents shall not make excessive loud noise at any time. Noise levels should be very low between the hours of 9:00 PM and 9:00 AM. Residents shall not engage in any ball playing or other sports activities in or around common areas. INSURANCE COVERAGE 1. Greystone Condominium Association maintains a master insurance policy to protect all owners of the Association against certain perils. As a reminder, the condominium s master policy covers the common area of the association as dictated in the Declaration of Covenants and By-Laws. Please note that while the condominium s master policy covers the common area and at least a portion of the units themselves (i.e. the structure), homeowners should obtain individual insurance coverage for those portions of their units not covered by the master policy (often called a Condo Owner s Policy or HO6 policy). Additionally, most condominium owners policies will cover the condominium master insurance policy deductible. 2. As a reminder, for any damage originating from within an individual unit, that individual condominium owner bears responsibility for the Association s insurance deductible (which is currently $5,000 but could increase in the future). Your individual policy is responsible for insuring any improvements within the condominium unit such as belongings, appliances, carpeting, cabinets, wall coverings, other personal items in your condo unit and any damage to your condo unit not compensated because of the condo association policy deductible. Please be certain that your condo insurance policy covers any potential gaps in the condo association insurance policy. PARKING REMINDER 1. Per Greystone s Bylaws and Regulations, all parking spaces shall be for the primary use of residents and visitors to the Schoolhouse. Townhome residents must use their driveway and their garage as their two assigned parking spaces. Resident parking for each Schoolhouse unit is limited to two parking spaces. Parking of non-resident vehicles, townhome resident vehicles and more than two vehicles per Schoolhouse residence is prohibited. Violation of the parking policy
5 GREYSTONE TOWNHOUSE RULES SEPTEMBER may result in the vehicle being towed at the owner's expense. 2. The parking or storing of any abandoned vehicle, any inoperable vehicle, or any other vehicle under repair without valid license plates shall be prohibited. Any such vehicles shall be subject to removal at the expense of the owner of the vehicle. The Management Company will notify the owner of the vehicle either by mail, if possible, or by ticketing the vehicle prior to the time such vehicle is removed. The Board of Directors reserves the right to grant special exceptions to this rule as it deems necessary and appropriate. All parking spaces are designated in the Condominium Documents for the primary use of Schoolhouse residents and their visitors only and are limited to two parking spaces per unit. Townhouses have their own garages and driveways for parking their own cars. If you observe abuse of the parking, contact the Management Company directly to report the violation. PETS 1. Without the prior written approval of the Board of Directors, no more than one (1) dog with an adult weight of less the forty (40) pounds and one cat per unit may be kept in a unit, as a pet, but shall not be kept, bred, or used therein for any commercial purposes. 2. Dogs, cats, birds, and other pets shall not be permitted to cause a nuisance or an unreasonable disturbance. Please do not allow a barking dog to disturb your neighbors. The owner upon notice given by the Board of Directors or the Management Company shall permanently remove any pet causing such nuisance or disturbance to any other occupant promptly. Pet owners are encouraged to obtain a dog walker if the animal is left alone for long periods. Advise dog walkers that Howard County requires all dogs to be on a leash and under the control of the person walking the dog at all times. The person walking the dog is personally responsible for the removal of excreta deposited by the animal on Condominium property. Do not exercise dogs around the shrubbery, flowers, and trees close to the Townhouses and the Schoolhouse to avoid damaging the landscaping and to avoid the smell of pet urine near the entrances. 3. Livestock, poultry, rabbits, or other barnyard animals are not permitted, nor are tamed animals normally considered wild. Animals designated as an exotic or dangerous breed by the Insurance Carrier for the Association that would negatively impact Liability Coverage for the Association are not permitted. RENTAL OF UNITS 1. Renters, like all other residents of Greystone, are required to follow any established house rules. A current copy of the house rules MUST be provided to renters as part of the rental agreement. Please obtain a copy of the most current rules from the management company. If renters fail to comply with the rules and regulations, the Board will take legal action against the owner of the unit. Owners are responsible for the cost of repairing any damage to common areas that is caused by renters. The amount of the damages will be assessed by the Board and will constitute a lien against the unit.
