3 1.0 INTRODUCTION The purpose of this feasibility report is to present the City of Nowthen with a preliminary examination of road improvements for Old Viking Boulevard. The report discusses the scope of constructing a bituminous overlay on Old Viking Boulevard from Nowthen Boulevard (County Road 5) to St. Francis Boulevard (State Highway 47). The report was initiated by the Nowthen City Council at a City Council meeting, and has been prepared in compliance with Minnesota State Statutes 429 for projects resulting in special assessments. 2.0 PROJECT LOCATIONS Old Viking Boulevard is located in Sections 21, 22, 23, and 24, Township 33 North, Range 25 West in the City of Nowthen, Anoka County, Minnesota. There are currently 71 existing properties located in the project area that would benefit from the proposed project. A subdivision was recently approved by the City of Nowthen for the property labeled 22 and 23. It is assumed that this property will be subdivided before the end of the calendar year and therefore for the purposes of this report will count as 2 benefitting properties to reflect the outcome of the approved subdivision. The linework in Figure 1 depicts the current lot lines prior to the subdivision. The residential properties are large rural type lots with an average lot size ranging from 1.07 acres to 39.9 acres. The project area and roadway locations are depicted in Figure 1 (west half) and Figure 2 (east half). 4 Figure 2 - Old Viking Boulevard 2018 Overlay Project (East Half) Project Location and Benefitting Properties Exhibit 3.0 EXISTING CONDITIONS The pavement surface of Old Viking Boulevard has deteriorated as expected and exhibits medium to high severity pattern cracking. East of CR 66, there is one segment where the road appears to have settled or slid into the adjacent wetland. The existing roadways are predominately rural in nature. The width of the roadway varies slightly, but generally is 22 feet consisting of two 11-foot wide drive lanes with aggregate shoulders. The total length of the project is approximately 3.48 miles (18,370 feet). 3.1 Existing Drainage System The roads rely on ditches and culverts to convey storm water and maintain drainage. The drainage system appears to be functioning sufficiently for the most part, with a few isolated exception areas which are proposed to be corrected under separate contract under the supervision of the Public Works Supervisor. 2

5 4.0 ROADWAY IMPROVEMENT PROJECT 4.1 Proposed Improvements This project consists of reclaiming the existing bituminous material on Old Viking Boulevard recompacting and shaping the base and paving new asphalt pavement to a thickness of 3.5. Aggregate shouldering material will be placed on each side of the road to re-establish the shoulder. The finished grade of the new streets will be approximately the same elevation, or slightly higher (4 ), as the current roads. The proposed typical section is show below in Figure 3. Driveways will be matched into the new bituminous surface. 4.2 Easements Figure 3 Old Viking Boulevard Overlay Section This project proposes to confine the improvements to the existing roadway widths. No easements or right of way are proposed to be acquired. 4.3 Drainage System No improvements are proposed to the existing drainage system with this project. The few isolated areas of concern will be corrected under separate contract. 3

6 5.0 ESTIMATED COSTS The 2019 construction cost have been estimated using costs from similar projects and adjusted for inflation. Estimated costs are estimates only and do not represent guaranteed prices. Final contract prices will be awarded on a unit basis and the contractor will only be paid for completed work. The total estimated cost for this project is $840,480. It is proposed that the City will assess fifty percent of the total project costs to the benefitting properties. A preliminary estimate of the cost of the improvements is shown below in Figure 4. ITEM NO. 7 6.0 FINANCING AND ASSESSMENTS The costs for improving Old Viking Boulevard are proposed to be partially assessed to the benefitting properties. For this project, the recommended assessment method is to assess the benefitting properties on a per unit basis. We have identified 67 properties that have direct access. It is proposed that properties with direct access will be assessed 1 full assessment unit each. There are also 4 properties that receive indirect but necessary access. It is proposed that properties with indirect but necessary access will be assessed ¼ assessment units each. We understand that the City proposes to partially finance this project by obtaining a bond. The City will work with its financial advisor to determine the bond terms and amount. Fifty percent assessment of the estimated cost to the benefitting properties of this project on a per unit basis would yield an assessment of approximately $6,180 per unit for properties with direct access and $1545 per ¼ unit for properties with indirect but necessary access. The per unit assessment for this project is proportionate to the large lot size. The total estimated cost to be assessed to the benefitting properties is $420,240. The total estimated cost to be paid by the City is $420,240. The assessments may be paid in full up front or amortized over a period of time, typically 10 years, with an interest rate as determined by the City Council. Generally, interest rates on assessments are on the order of 5 percent. 7.0 PROJECT SCHEDULE The schedule of the project will be determined by the City Council with consideration of resident input. 8 8.0 CONCLUSIONS AND RECOMMENDATIONS We find that this project is necessary, cost effective and feasible from a technical and engineering standpoint, and benefits the properties proposed to be assessed. We would recommend that the City Council accept this report. 6
